Bristor, Associate Planner/Neighborhood Coordinator Tim McHarg, Planning Director Chris Kukulski, City Manager SUBJECT: Bozeman Senior Center Bus Stop COA #Z-10056 MEETING DATE: October 11, 2010 AGENDA ITEM TYPE: Consent RECOMMENDATION: That the City Commission conditionally approves the Bozeman Senior Center Bus Stop Certificate of Appropriateness application with staff’s recommended conditions and code provisions (included within this memo on page 2). BACKGROUND: James Goehrung, representative of the City of Bozeman (property owner), and Rodger McCormick, representative of the Bozeman Senior Center (applicant), submitted a Certificate of Appropriateness (COA) application requesting the addition of a 9’-2” x 6’-10” freestanding bus shelter on an existing 10’ x 8’ concrete slab on the Bozeman Senior Center’s property. The slab sits one foot off the public sidewalk along Tamarack Street. The shelter will accommodate riders of the Streamline bus system. The existing concrete slab was expanded in 2007 to accommodate a “sample” bus shelter for Streamline. The “sample” shelter was approved through a Special Temporary Use Permit (STUP) rather than a COA application and has since been removed from the property. The intent of the bus shelter’s proposed design is to be similar in style to the Bozeman Senior Center’s covered entry. The shelter’s proposed siding and roofing will match that of the Bozeman Senior Center building. The open spaces will be protected with sheets of plexiglass. All development of City of Bozeman-owned land, including the Bozeman Senior Center, shall be subject to approval by the City Commission upon review of the Development Review Committee (DRC) and other review bodies as may be required by the zoning code. The project was reviewed by the DRC on September 1, 2010. From the discussion at that meeting, the following conditions of approval are recommended by staff for this project: 26 Conditions of Approval 1. A professional engineer drawing for the bus shelter structure, showing the method of construction, wind load, snow load, etc., shall be submitted to the Planning and Building Departments prior to installation. 2. The “Ground Level Framing Plan” shall be revised to show how the bus shelter is handicap accessible prior to installation. 3. The “Site Plan” shall be revised to show the proposed bus shelter in adequate dimensions prior to installation. 4. A public access easement shall be provided for the proposed bus shelter prior to installation. The easement will encompass any area that will serve the public that is outside of the right-of-way. FISCAL EFFECTS: Fiscal impacts are undetermined at this time.
