Minutes of the Recreation & Parks Advisory Board
July 8, 2010
Present:
Board: Bill VandenBos, Sandy Dodge, David Cook, Bob Wade, Julie Zickovich, Sue Henning,
Terry Baldus, Chris Guy
City: Sean Becker, Thom White, Carole Brennan
Minutes: Minutes of the May 13, 2010 and June 10, 2010 meetings Nvere approved. Sandy Dodge made
the motion and David Cook seconded.
Public Comment: No public comment Nvas offered.
Committee Reports:
Subdivision Review — Sandy Dodge reported for information purposes only on the use of turf
grasses as a stream buffer. There is some concern regarding the use of turf grass as a stream buffer
because of the need to Nvater and use fertilizer to maintain the integrity of the grass. Need to consider
other grasses that Nvill minimize the use of chemicals and Nvater.
Baxter Meadows — Phase 111A has a new owner that is interested in planting trees and Nvants to
Nvork Nvith the Recreation and Parks Advisory Board to beautIA- the area.
Deputy Mayor's Report: Deputy Mayor Becker had nothing to report. He Nsill be away- for the
September meeting.
Gallatin Valley Land Trust: Ted Lange Nvas not present.
Draft of Gallatin County's Parks and Trails Plan — Ada Montague and Mike Harris gave a
presentation on the Gallatin County LOS Priority Routes and Facilities. Comments on the plan can be
made online and contact Ada Montague for any information needs.
Single -User Dog Park Proposal — The Run Dog Run group proposing the single -user dog park is now a
501 (c) (3) non - profit organization. Thus, issues that Nvere raised at the June 10, 2010 Recreation and
Parks Advisory Board meeting regarding a single individual in charge of the single -user dog park have
been eliminated. David Cook made the folloNving motion: "The Recreation and Parks Advisory Board
will recommend to the City Commission that Run Dog Run build, maintain, and pay for all costs for two
small single -user dog runs for difficult dogs. The Recreation and Parks Advisory Board views this as a
pilot project and would like a follow -up in one year, especially with regard to enforcement issues. "
David Cook seconded the motion
Discussion — Terry Baldus was concerned about the location and that the softball fields will be considered
dog friendly. Further, she was concerned about liability issues. David Cook mentioned that this concern
was thought about by the Run Dog Run group and they don't believe it will be an issue. Thom White
said there is a City Ordinance regarding dogs on playing fields. He thought dogs will not be on the fields
— inside the perimeter — they will be outside in the pens. He also mentioned that dogs are on fields
throughout town and this is an ongoing problem regardless of where the Run Dog Run facility is located.
Sandy Dodge thinks the Run Dog Run facility is a good idea for bad dogs and views this as a test run.
Terry Baldus asked why the softball complex? Thom White said it was the largest location available for
this dog park. Bill VandenBos had some concerns about the geographical location and would like to see
more dog facilities on the Nvest side of Bozeman. He would also like to see enforcement increase as more
places are provided. Bob Wade mentioned that more enforcement is needed, particularly with respect to
lose dogs.
Motion passed. Terry Baldus abstained from the vote.
Cancellation of Recreation and Parks Advisory Board Meeting in August 2010
Terry Baldus made the motion: `Move to cancel the August meeting."
Sandy Dodge seconded.
Motion passed.
Recreation Division Report — Carole Brennan
• Summer programs in full swing at Beall, Lindley, and Bogert
• Approximately 75 kids signed up for "Touch a Truck" Friday morning with 40 vehicles available
• Running around 200 children through morning swim lessons daily at Bogert
• Hail storm: two small windows at Beall, one truck side mirror, some siding and small windows
at Story Mansion, one window and many lounge chairs and tents at Bogert with some hail
damage, — $4,000 damage at Bogert
• Starting first draft of fall activity brochure for Recreation and Aquatics, want to print before end
of summer
• Lindley painted and gutter cleaned
• Beall paint and gutters
• New hires — four full time positions with benefits
