BACKGROUND: American Bank, represented by Dick Walter, Executive Vice President, has requested a one-year extension of preliminary plat approval for Aspen Park Major Subdivision, Planning Application #P-07027. On October 1, 2007 the Bozeman City Commission granted conditional approval of the Aspen Park Major Subdivision, a 227-lot residential, mixed-use major subdivision. The applicant’s request is to grant a one-year extension of the preliminary plat in order to market and/or reposition the development of the major subdivision. Under Section 18.06.040.D.6 of the City of Bozeman Unified Development Ordinance, the City Commission may, at the request of the subdivider, extend its three-year preliminary plat approval for one (1) additional calendar year. The Development Review Committee considered the applicant’s requested on September 15, 2010 and based on the information provided by Mr. Walter found that the granting of a one-year extension would not influence conditions of preliminary plat approval nor the primary criteria for consideration of subdivisions established in Title 76-3-608, M.C.A. As a result, the Planning Office and Development Review Committee recommend approval of said request for a one- year extension of preliminary plat approval. UNRESOLVED ISSUES: None determined at this time. ALTERNATIVES: 1) Approve the applicant’s request for a one-year extension. 2) Deny the applicant’s request with findings. Commission Memorandum 45 Report compiled on September 15, 2010 FISCAL EFFECTS: Fiscal impacts are undetermined at this time, but will include increased property tax revenues, along with increased costs to deliver municipal services to the property, when the property is developed.
