SUBJECT: Professional Services Agreement with Media Works for the design and
programming of the N. 7th Avenue Urban Renewal Board website.

RECOMMENDATION: Consider a motion to approve the Professional Services Agreement
with Media Works for the design and programming of the N. 7th Avenue Urban Renewal Board
(NSURB) website and authorize the City Manager to sign.
BACKGROUND: At the January 7,2010 NSURB meeting members discussed website
options and site content. The discussion continued over the next several meetings and staff was
directed to request bids. Media Works was the lowest responsible bidder and was selected as per
the City of Bozeman Purchasing Policy. These costs may be paid out of the tax increment
financing funds as allowed under state statute 7-15-4233, “Powers which may be exercised by
urban renewal agency or authorized department…(f) to disseminate blight clearance and urban
renewal information;”
FISCAL EFFECTS: On August 2nd 2010 the City Commission approved the FY2011 Annual
Work Plan and Budget for the NSURB. Within their work plan the NSURB requested $15,000
for Staff and Professional Services and $5,000 for Outreach, including website development. Up
to $5,000 of the $15,000 budgeted for Staff and Professional services is available. Registration
fees for the nsurb.net domain name and web hosting will come from the $5,000 budgeted for
Outreach.
The Professional Services Agreement with Media Works is a lump sum agreement for $2,200 for
the design and programming of the website. Hosting the website will be a recurring annual
expense of $85. If the NSURB wishes additional design and programming services, the contract
allows for those written requests at a defined rate and a change order must be executed.
ALTERNATIVES: As suggested by the City Commission.
