HomeMy WebLinkAboutPark Master Plan No. P-07047 for Norton East Ranch Subdivision.pdf Report Compiled on September 15, 2010 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Dave Skelton, Senior Planner Tim McHarg, Planning Director Chris Kukulski, City Manager SUBJECT: North East Ranch Major Subdivision, Preliminary Plat #P-07047 Park Master Plan MEETING DATE: September 27, 2010 AGENDA MEETING ITEM: Consent Agenda Item RECOMMENDATION: That the City Commission approves the Park Master Plan for Norton East Ranch Major Subdivision as recommended by the Recreation and Parks Advisory Board. BACKGROUND: This is a request for approval of the Norton East Ranch Major Subdivision Park Master Plan for the design of dedicated parkland(s) and public trails in said major subdivision. The master plan was reviewed by Thom White of the Parks Department and subdivision committee of the Recreation and Parks Advisory Board (RPAB) who forwarded a favorable recommendation to the RPAB. The Recreation and Parks Advisory Board approved the parkland master plan at their regular scheduled meeting of September 2, 2010 as recommended by the subdivision committee and the Planning Office. See attached memorandum from the advisory board dated September 3, 2010. UNRESOLVED ISSUES: None determined at this time. ALTERNATIVES: 1) Approve the applicant’s Park Master Plan as recommended by the Recreation and Parks Advisory Board. 2) Approve the applicant’s Park Master Plan with revised findings and revised conditions as directed by the City Commission. 3) Deny the applicant’s Park Master Plan with findings. FISCAL EFFECTS: Fiscal impacts are undetermined at this time, but will include incremental participation by the Parks Department in the maintenance and upkeep of the future parklands. The public parkland will be owned by the City of Bozeman as dedicated parkland, but maintained by the homeowner’s association until such time that a park maintenance district is created. Initial improvements outlined in the park master plan will be implemented by the developer as part of phase one of the major subdivision. Box 1230 · Bozeman, MT · 59771 Park Master Plan Review PLANNER: Dave Skelton FROM: Subdivision Review Committee SUBJECT: Norton East Ranch REVIEWED ON: September 3, 2010 COMMENTS: · Norton East Ranch subdivision park plan was approved by RPAB in December of 2007. They came back to the subdivision review committee in April of 2009 with a plan to phase the development. The problem with this plan was that the main parkland acreage is contained in phase 2. To compensate, they agreed to develop the pocket park (which is within phase 1) to a level above the city requirements and build the parking lot for the main park. They have also agreed to give a parkland easement for the larger park bringing their parkland area up to the required amount for phase 1. The committee agreed with the Planning Department that these stipulations were satisfactory; no board action was required. · Since then they have constructed the parking lot and agreed to dedicate all the parkland in the entire development. This is preferable to the original parkland easement proposal. · Trail connections have been planned satisfactorily. · The developer is applying for final plat approval and is requesting RPAB approval of their park plan. RECOMMENDATION: · Recommend that RPAB approve this park plan as it meets all the previously agreed upon requirements. FISCAL EFFECTS: · none ALTERNATIVES: · n/a 51 52 53
