HomeMy WebLinkAbout08-03-10 Northeast Urban Renewal Board Minutes Northeast Urban Renewal Board Minutes August 3, 2010 Present Staff Present: Keri Thorpe, Assistant Planner Bob Pavlic-voting Tom Noble-voting, Vice Chair Dan Doehring-voting Nelle Devitt-nonvoting Absent Jeanne Wesley-Weiss - voting Erik Nelson -voting Vice Chair Noble called the meeting to order at 6:37 PM. He stated he could only be present for half-hour, so the Action Item was moved to the top of the Agenda. th First order of business: Approve minutes from July 6, 2010 meeting. Dan moved to approve minutes, Bob second. Motion passed 3-0. Discussion on Depot Park Boulder signage. Planner Thorpe showed the Board photos of boulder signage at Langhors Park boulder that David Cook’s Climbing Boulder Initiative funded. The Board was supportive of signage and decided the following people should be thanked (“This Climbing Boulder made possible by:”) on the sign: Northeast Urban Renewal Board, Bozeman Parks and Recreation Board, City of Bozeman, TD & H Engineering, Inc. and Montana Reinvestment Act of 2009. They liked the style and material of the signage and were also supportive of the text, “Welcome to the Depot Park Boulder. This boulder has been designed for all ages. Adult Supervision and climbing helmets are recommended.” The Board was supportive of the location of the sign being on the west side of the boulder at the edge of the safe fall material. Action: Bob moved to approve the boulder signage and forward the aforementioned recommendation to the Park and Rec Board. Dan second. Motion passes 3-0. Tom asked if there was any public comment. Anjin Herndon of 425 E. Aspen Street forwarded comments from neighbors on Aspen Street regarding the Aspen Street pedestrian bridge construction project: 1) they would prefer there not be any lights on the bridge, if there must be lights they should be small and non-intrusive; 2) neighbors want to be assured vegetation will be preserved to the greatest extent possible – they don’t want any big trees removed. Tom asked if most of his neighbors are supportive of the bridge and Mr. Herndon responded, “yes”. Mr. Herndon asked for an update on the progress of the bridge construction. Planner Thorpe responded that Dustin Johnson and herself will prepare a request for bids to send to engineering firms to prepare a design and cost estimate. Public comment period closed. Planner Thorpe updated the Board on the status of the Brewery Building. Planning and Building Division staff are contacting the property owner – discussion followed. Planner Thorpe discussed the Demolition by neglect ordinance. The City Commission has requested the Bozeman Historic Preservation Board take up the task of proposing an ordinance. Planner Thorpe updated the Board on the status of the Preserve America Grant for the Depot building redevelopment feasibility study. No word yet from the National Park Service, still pending. Planner Thorpe stated discussion on Infrastructure improvements with City Engineering staff Dustin Johnson to be delayed until September since we weren’t sure if a quorum would be present. Vice Chair Noble left the meeting. General discussion continued. No quorum present with Tom’s departure. Nelle Devitt asked if the there was going to be a ceremony to acknowledge the new Depot Park. Staff suggested a ribbon cutting ceremony be done during the Parade of Sheds event – discussion followed. Bob Pavlic will see if there’s an interest. If not, an alternate day will be proposed. A question was raised recently by Board Chair Erik Nelson if District expansion is possible. Planner Thorpe discussed that if there are interested parties adjacent to the District it is possible, but the Board must follow the same process as creating a new district. It essentially becomes a mini-District inside the larger District. Staff will need to discuss with Finance Director Rosenberry and the Department of Revenue for any rule changes. Dan and Bob don’t think there are any property owners that are interested. Planner Thorpe provided an update on the Depot Trail Pocket Park maintenance needs. Recent rain has alleviated the need for watering for the time being. Jeanne Wesley-Weiss has created a “to-do” list for the park. Planner Thorpe is in contact with Sgt. Greg Bishop of the Bozeman PD to schedule workers from the community service program. Meeting adjourned at 7:30 PM
