One (1) New Automated Side-Load Refuse Packer
Sealed bids will be received by the Bozeman City Clerk's Office, Bozeman, Montana, at the office in City
Hall, 121 North Rouse, Avenue Bozeman, Montana, until 2 p.m. on Tuesday, September 7, 2010 at which
time the bids will be publicly opened at the City Hall before the City Clerk for One (1) New Automated
Side-Load Refuse Packer. Sealed bids so entitled should be addressed to the City Clerk.

Each entity submitting under this notice shall include a provision affirming in writing the submitting entity

should it be awarded to that entity. Each entity submitting under this notice shall also recognize in writing
the eventual contract will contain a provision prohibiting discrimination as described above and this
prohibition on discrimination shall apply to the hiring and treatment of the Contractor’s employees and to
all subcontracts.

AUTOMATED SIDE-LOAD REFUSE PACKER
INTENT:
These specifications describe a refuse collection body equipped with a mechanical device designed to handle a
variety of plastic refuse containers ranging from 32 gallon to 450 gallon. The body shall be capable of compacting
and transporting refuse to a landfill or transfer station and dumping the load by means of hydraulically raising the
tailgate and ejecting the load without raising the body. It is the intent of the City of Bozeman to replace the packer
unit on our existing truck chassis with a new packer unit which is as similar as practicable to the old unit, and
maintain consistency within our fleet. The successful bidder will pick up our truck at 814 N. Bozeman Avenue,
Bozeman, Montana and transport it to their facility with or without the old packer body, depending on trade in value
received; install the new packer body and transport the complete unit back to 814 N. Bozeman Avenue, Bozeman,
Montana in fully operational condition. The successful bidder will be responsible for our truck and body from the
time it leaves 814 N. Bozeman Avenue, Bozeman, Montana until it is returned to 814 N. Bozeman Avenue,
Bozeman, Montana.
GENERAL TERMS:
All equipment furnished under this contract shall be new, unused and the same as the manufacturer’s current
production model. Accessories not specifically mentioned herein, but necessary to furnish a complete unit ready for
use, shall also be included. Unit shall conform to the best practice known to the trade in design, quality of material
and workmanship. The equipment furnished shall conform to current ANSI Safety Standard Z 245.1
SECTION 1 CAPACITY:
Twenty seven cubic yards minimum, excluding the receiving hopper or
compaction device. YES NO
SECTION 2 BODY:
Body sides and roof shall be ten gauge ASTM A-715 GR-50 brake-form
radius construction to permit a maximum strength to weight. YES NO
Body floor shall be a minimum 3/16 inch AR400 steel. YES NO
Body floor shall be flat. YES NO
The body sides shall be formed from a one piece panel with no
vertical weld seams. YES NO
Maximum overall width: ninety eight inches, fender to fender YES NO
The hopper shall have a minimum dynamic capacity (displacement rate)
of 10.5 cubic yards per minute. YES NO

Interior hopper to body transition welds shall be covered with
“hard face” to reduce wear through. YES NO
A hopper access door shall be installed at the front left side of
packer body without internal projection. YES__________ NO____________
There shall be a ladder and grab handles bolted onto the hopper to
access the hopper door. The ladder must have an OSHA standard
seven inch toe spacing between the ladder rung and the hopper side. YES__________ NO ____________
An electrical interlock shall be provided to prevent
packer panel motion whenever the side door is open. YES NO
Unit Shall have a transverse clean-out trough at front of hopper with
sealed door on both left and right side. A clean out tool shall be
provided which will hang on bracket mounted to right side of body

SECTION 3 HYDRAULIC SYSTEM:
Pump shall be triple, front mount, low RPM type. Minimum flow
of the packer stage shall be fifty (50) gallons per minute at 2,500 PSI
working pressure. Minimum flow of the lift arm stage shall be
twenty (20) GPM at 2,500 PSI designed working pressure. YES NO
Lift, and body hydraulics shall operate a maximum of 2,500 PSI. YES NO
Compacting operations will operate while vehicle is both
stopped and moving. YES NO
Shall have an hydraulic reservoir of a minimum sixty (60) gallon
capacity and be equipped with both a suction line shut-off valve and
return line shut off valve or check valve, magnetic drain plug, and an
oil level gauge visible from the ground. Top center mounted vent. YES NO
A ten Micron return line filter and one hundred (100) mesh, one hundred
Forty (140) micron, suction line strainer shall be equipped for hydraulic
oil filtration. Access shall be provided to these filters and screens
for maintenance. One additional replacement filter element shall
be included. YES NO
A self contained forced air to oil cooler shall be included to
maintain hydraulic oil temperatures at an acceptable level in high
ambient temperature situations YES NO
The hydraulic pump shall be designed such that the lift arm will
be fully functional at engine idle, 800 RPM maximum. YES NO

Diagnostic quick connect fittings shall be provided to facilitate ease
of pressure readings. YES NO

The system shall incorporate an over-speed protection to limit pump

SECTION 4 GREASE FITTINGS:
Shall be provided at all pivot points, body hinges, and cylinder rod

Tail gate cylinder rod ends, shall have a remote grease line to
allow access to the lubrication points without necessity of a ladder. YES NO
The packer cylinder rod end shall have a remote grease line to
allow access to the lubrication points without necessity of entering

SECTION 5 PACKING/EJECTION MECHANISM:
The packer shall be Full Eject style body capable of ejecting a
full load in less than thirty seconds. YES NO
Hydraulically actuated packer/eject panel, which automatically
traverses a minimum of fifty two (52) inches of the hopper when in
pack mode, cleaning the hopper of material and returning to
the front of the hopper with a maximum pack cycle time of
twelve (12) seconds, at 1400 RPM engine speed. YES NO
Lower packing panel face shall be a minimum 3/8 inch A-715 GR 50
steel. The packer panel shall be reinforced with steel cross members
for maximum rigidity. YES NO
Packer panel shall be guided by a single self-cleaning T-Rail guide
fabricated from ½ inch AR450 Hardox® steel plate. YES NO
Packing panel wear shoes shall be ¼ inch AR450 Hardox®. YES NO
The packer/eject panel shall be hydraulically actuated by one
double acting 4 stage x 6½ inch bore cylinder with a stroke of
191½ inches. YES NO
Packing panel shall be thirty three inches high, providing a minimum
of 83,000 pounds of force. YES NO

Body shall have two rows of retention teeth mounted internally at
front near the hopper opening to reduce fallback of refuse into
hopper when packing. YES NO
A stop and retract switch shall be furnished to give the operator
complete control of the packer panel at any time during the pack

SECTION 6 HOPPER:
Capacity: four cubic yards minimum. YES NO
The hopper floor and side walls steel grade shall be a minimum:
AR450 Hardox®, and ¼ inch thick. The hopper floor shall extend
into the body a minimum of an additional thirty six inches. YES NO __________
Unit shall have a two piece plastic gull wing hopper cover activated
from within the cab and be equipped with an interlock switch to
prevent dumping of containers when cover is closed. YES NO
SECTION 7 TAILGATE:
One piece top-hinged minimum ten gauge ASTM A-715 GR 50 with
self-contained horizontal maintenance safety props provided. YES NO
Gasket: one-piece, removable rubber, extending fully across the
bottom and up the sides a minimum of twenty four inches. YES NO
The tailgate shall automatically lock and unlock without the use of
additional locking cylinders, cables or manual turnbuckles, and be
operable without leaving the cab. YES NO
Tailgate shall be hydraulically actuated by two double-acting
cylinders. YES NO
A cab mounted light and audible alarm shall be provided to indicate
anytime the tailgate is not latched. YES NO
SECTION 8 LIFTING MECHANISM:
Grippers to be supplied with unit: one set of removable universal
grippers capable of lifting/dumping 60, 100, 220, 300, and 450
gallon containers without changing any of the lift mechanism. One
set of 30-110 gallon spring steel grippers. YES NO

Unit to be equipped to allow changing of gripper arms by one
person with no tools in less than three minutes. YES NO
A selectable, dual pressure valve shall control the grip pressure/radial
force. The low pressure function will be selected for 30-110 gallon
containers. The high pressure function will be selected for handling
200- 450 gallon containers. YES NO
Unit shall include a gripper storage rack to allow storage of grippers
not in use, mounted in a location to be determined by city personnel
upon the award of the bid YES NO
Lift arm to operate on right side and be constructed using an inner
and outer telescoping type fabricated rectangular box assembly.
Inner arm shall glide in and out on five - four inch diameter roller
bearings with adjustable eccentric shafts. The bearings shall roll
on AR450 Hardox® wear strips YES NO
The lift arm lower base weldment shall straddle both chassis frame
rails and be secured to its mounting brackets with four - one inch
grade eight bolts. YES NO
Container dump angle shall be a minimum of forty five degrees to
ensure complete dumping of container contents. YES NO
The lifting mechanism shall be capable of extending to a minimum
reach of eighty four (84) inches, clamping, raising, dumping, and
returning the container from any position. YES NO
The lift mechanism shall cycle, grip, dump, and return containers,
in a maximum of eight seconds, and operate at any phase of the
packing operation, and engine RPM with full force and flow. YES NO
The lifting capacity shall be a minimum of 2,000 lbs. at any extension YES NO
The lifting mechanism shall be powered by four hydraulic

The lifting cylinders shall be minimum 2½ inch diameter with

The lift mechanism shall be interlocked to prevent opening of the

SECTION 9 CONTROLS:
An electronic proportional control system shall be provided that will
give the operator the ability to “feather” the automated lifting
mechanism when engaging and dumping containers. YES NO

The automated lifting mechanism shall be controlled by an
electric operated hydraulic directional control valve. The
valve shall respond to proportional outputs from the controller. YES NO
Position sensors shall be incorporated into the system to provide
feedback of the position of the lift arm while raising and dumping
the containers. YES NO
A sealed electrical center shall be used to power high current
components including flood lights, warning lights and oil cooler fan.
The electrical center will include fuses and relays for each output. YES NO
A color display will be provided in the cab convenient to the operator.
The display will feature a key driven menu system to access system

A multifunctional joystick shall be provided. It will include
three proportional “axis” for extending and retracting the lift
mechanism, raising and lowering the lift mechanism and

The joystick will also include four momentary switches for
frequently used functions including pack start, container shake,

The joystick will include a hold-to-run switch to prevent
unintentional operation of the control. YES NO
A bank of four rocker switches shall be provided to allow

when unloading the unit.
Joystick operation showing the functions of the joystick.
Data collection showing counts of arm cycles,
pack cycles, eject cycles, pump run times and warnings.

System warning messages will display over the operations screen. YES NO
SECTION 10 ELECTRICAL:
All electrical wiring connectors to be automotive double-sealed, with
wiring in split convoluted loom. All wiring connectors to be
soldered with shrink wrap covering. Crimp type connectors are
unacceptable. YES NO
SECTION 11 LIGHTING:
Tail, brake, back up, and directional lights will be L.E.D. type. YES NO
All lights shall be provided in accordance with FMVSS #108 with
mid-body turn signals. YES NO
Two work lights shall be provided: one to illuminate the lift area and
one to illuminate hopper interior, both with a cab mounted on/off
switch. YES NO
All wiring shall be color coded and grouped in Deutsch automotive
type harnesses with connectors meeting IP67 waterproof specifications. YES NO
SECTION 12 COLOR:
Shall be white in color, with the City of Bozeman logo on both
sides and rear of packer. This logo is currently on file with Gallery
Signs of Townsend, Montana, and successful bidder shall make
Arrangements With Gallery Signs to obtain the logos. YES NO
SECTION 13 CAMERA SYSTEM/TOOLBOX:
Unit shall have three cameras, the first to be located above the
gripper arm in line with the center of the container gripper. The
second to be mounted on the tailgate of the packer and the third to be
mounted in the hopper area. The camera mounted on the tailgate
will activate when the transmission is put in reverse. A seven inch
color monitor is to be mounted in the cab. Camera is to be a Safety
Vision Model No. SV-CLCD-65 Color TFT/LCD Vision System. YES NO
Unit shall have an 18 foot X 18 inch X 24 inch water tight toolbox
mounted on the left side under body. YES NO

SECTION 14 PACKER BODY MANUALS:
One complete owner-operator manual. YES NO
Two complete parts manuals (electronic). YES NO
Two complete service manuals with hydraulic system schematic and

SECTION 15 DEMONSTRATION:
The City of Bozeman reserves the right to request an onsite
demonstration of the unit that has been bid at the bidders
expense. Cycle times may need to be verified. YES NO
SECTION 16 PACKER WARRANTY AND SERVICE:
STATE WARRANTY TERMS AND CONDITIONS.
Packer - one year minimum warranty period that begins after
acceptance by the City – not upon delivery. YES __________ NO____________
Unit shall have a standard factory warranty. Whenever possible,
warranty work will be done at City of Bozeman Vehicle Maintenance
Shop in Bozeman, Montana. If repairs are not able to be performed
at the above designated location, the dealer/manufacturer
shall bear all costs associated with getting the unit more than fifty
miles from that location. The City of Bozeman will have the
option of performing warranty repairs, with prior approval of the
manufacturer before any warranty repairs are started.
Warranty work performed by City personnel will be billed out
at $80.00 per hour straight time. All parts will be shipped to
City of Bozeman Vehicle Maintenance Shop with overnight
designation and if parts are to be returned the manufacturer will
make arrangements to have the old parts returned at their cost. YES NO
If the packer is not operational for more than five consecutive
business days during the warranty period due to parts availability
or agreed upon repair shops’ schedule, then a penalty of $100.00
per day will be paid or an equivalent replacement unit will be
provided by the successful bidder. YES NO

SECTION 17 DELIVERY:
The complete unit shall be delivered F.O.B. City Shops Complex,
814 North Bozeman Avenue, Bozeman, Montana within180 calendar
days after the date of the notice to proceed. Upon delivery of the
complete unit, City of Bozeman staff will inspect the complete
unit to ensure bid specifications have been met. If the City staff
finds that the delivered unit does not meet the Bid specifications,
the unit will be rejected and the the dealer shall correct the
deficiencies. If the completed unit is not returned with all
deficiencies corrected within 30 days, a penalty of $100.00 per
day will be paid by the successful bidder. YES NO
SECTION 18 TRAINING:
Four hours of operator and service training to be provided at City
Shops Complex, 814 North Bozeman Avenue, Bozeman, Montana. If
a model of unit is awarded the bid which has never been owned by
the City of Bozeman, then factory training will be provided for one
mechanic. This will be the same training provided to dealership
mechanics. The training will be no less than two days and no more
than five days. All expenses including but not limited to travel, room
and board and classroom materials will be provided by the successful
bidder. Contact the Solid Waste Division for clarification of this
requirement before submitting a bid. Failure to supply this training
within one year of delivery of the unit will result in a $3,000.00 penalty. YES NO
SECTION 19 TRADE-IN
It shall be the option of the City of Bozeman to remove and keep, or trade-in, the existing, functional packer body.
Indicate below the sum to be deducted from the bid price, for the existing packer body and associated accessories, as
the successful bidder.

SECTION 20 TRANSPORTATION
The successful bidder shall be responsible for transporting the truck from our location, 814 N Bozeman Avenue,
Bozeman, Montana, to their facility for installation of the new packer unit, and the completed, operational truck back
to the same location at their expense. The successful bidder will be fully responsible for the truck while in their
possession and agrees to repair or replace the vehicle, at the City’s sole discretion, should any damage occur during
transport or while at the bidder’s facility. Further, the City of Bozeman shall be indemnified for all claims occurring
while the unit is out of the City’s possession and control.
