HomeMy WebLinkAboutHastings - Osco Shopping Center, Building B Certificate of Appropriateness No. Z-08244B.pdf Report Complied On August 5, 2010 REPORT TO: Honorable Mayor & City Commission FROM: Dave Skelton, Senior Planner Chris Saunders, Interim Planning Director Chris Kukulski, City Manager SUBJECT: Building “B” Hastings/Osco Shopping Center Certificate of Appropriateness #Z-08244B MEETING DATE: August 16, 2010 AGENDA MEETING ITEM: Action RECOMMENDATION: That the City Commission approves the Hastings/Osco Shopping Center, Building “B” Certificate of Appropriateness application (#Z-08244B) with the conditions and code provisions outlined in the staff report. BACKGROUND: Property owner M532MT, LLC, represented by Jeff MacPherson and JDS Architects, Inc., has submitted a Certificate of Appropriateness application for 1601 West Main Street requesting to modify a condition of approval for a previously approved Certificate of Appropriateness with Deviation application (#Z-08244). On November 3, 2008 the City Commission granted the landowner conditional approval of a Certificate of Appropriateness with Deviation application for a twenty percent increase in the maximum allowable signage for a multi-tenant structure. The majority of the building and site related improvements required with the approval have been completed to date. However, before completing the improvements the applicant is requesting to modify a condition of approval that requires replacement of the five existing service doors at the south façade with a commercial grade, full storefront door using darker anodized framing and tinted glazing. The applicant has noted that due to the construction methods of the building it is difficult to replace the existing door openings without substantial investment in addition to ordering new store front doors. In-lieu of the store front commercial doors the applicant is proposing to paint the existing service doors “forest green” to match the building’s color palette and install additional landscape features at the perimeter of the building and along the West Main Street frontage that would exceed the minimum requirements of the Bozeman Municipal Code. The Design Review Board and ADR staff considered the applicant’s proposal on February 24, 2010 and recommended conditional approval with submittal of a formal application to be considered by the City Commission. Said recommended conditions of approval are included in the attached staff report. Commission Memorandum 62 Report Complied On August 5, 2010 UNRESOLVED ISSUES: None determined at this time. The applicant is requesting to modify said condition that requires installation of the commercial store front doors and proceed with completing the project this construction season. Improvements pending installation include additional landscape and irrigation system, address punch list from previous approval, and resolve installation of the five new storefront doors or painting the existing service doors. ALTERNATIVES: 1) Approve the Certificate of Appropriateness application as recommended by the Design Review Board and ADR staff with conditions. 2) Approve the Certificate of Appropriateness application with no conditions. 2) Deny the Certificate of Appropriateness application request. FISCAL EFFECTS: Staff has not identified any fiscal impacts directly related to the City of Bozeman. The applicant is attempting to address a condition of approval for the project and move forward with completion by the end of this construction season.
