Kukulski, City Manager SUBJECT: Appointment to the Downtown Bozeman Improvement District / Tax Increment Finance (IDB/TIF) Board MEETING DATE: August 16, 2010 MEETING TYPE: Action RECOMMENDATION: Confirm the Mayoral appointment of one non-voting member to the IDB-TIF Board. BACKGROUND: This Board has two vacancies for non-voting members and one new applicant. If appointed, this term will expire June 30, 2014. The Downtown Bozeman Improvement District Board (IDB/TIF) was created under the Urban Renewal Plan, which was adopted by the Commission under Ordinance No. 1409 on November 20, 1995. The IDB Board is comprised of five voting members who shall have a demonstrated interest in downtown Bozeman, and two non-voting members. The Mayor shall appoint the members, with the advice and consent of the City Commission. In accordance with Section 7-15- 4234, M.C.A., members shall serve staggered four-year terms. The voting members shall be residents of the city, and a majority of the voting members shall not hold any other public office under the municipality. Non-voting members must possess a demonstrated interest in downtown Bozeman and may represent a specified list of organizations which include, but are not limited to, the Parking Commission, Chamber of Commerce, Montana State University / Museum of the Rockies, Gallatin Development Corporation, Bozeman School District, City of Bozeman, Gallatin County and the Downtown Bozeman Association. Non-voting members need not be city residents. This Board is administrative. The IDB/TIF currently has two non-voting vacancies. PLEASE NOTE: Per Ordinance No. 1759, revising Chapter 2.01 of the Bozeman Municipal Code, all board members are required to attend a yearly ethics workshop provided free of charge by the City as a condition of service as a member of a board. For further information on this requirement please visit http://www.bozeman.net/WebLink8/0/fol/40537/Row1.aspx or call 582-2320 with questions. 97 2 August 2010 COMMISSION MEMORANDUM To: Mayor Krauss and City Commissioners From: Chris Naumann, Executive Director Re: Downtown TIF Board Appointment RECOMMENDATION: The Downtown TIF Board would like to recommend that Paul Burns be appointed to a vacant non-voting position. BACKGROUND: Mr. Burns is currently the City of Bozeman Parking Manager and formerly served as a Bozeman Parking Commission member. As the City Parking Manager, Mr. Burns oversees the daily operation and long-term maintenance of the Bridger Park Garage. Considering that downtown parking and the downtown TIF district are inextricably linked in large part due to the construction of the Bridger Park Garage, the TIF Board feels that Mr. Burns appointment would be mutually beneficial. The Downtown Tax Increment Finance (TIF) Board consists of 5 voting members and 2 non- voting members. Historically, newly appointed members have been designated as non-voting members to give them ample time to understand the purpose and function of the TIF board, the Urban Renewal Plan, and its associated projects. It would be anticipated that unlike previous non-voting member, Mr. Burns would not at any point be appointed as a voting member due to potential conflicts of interest. Nonetheless his input and participation as a non-voting member would be valuable. EFFECTS: This action would fill one of the two vacant non-voting board seats. As a result of this action, the TIF Board would have just one remaining non-voting vacancy.
