HomeMy WebLinkAbout03-03-10 Bicycle Advisory Board Minutes BABAB March 3, 2010 meeting minutes Bozeman Area Bicycle Advisory Board (BABAB) Meeting Notes March 3, 2010 6-8pm, City Commission Room, City Hall BABAB members present: Chad Bailey, Steve Bretson, Elizabeth Bird, Rebecca Gleason, Bill Bartlett, Bill Cochran, Baker Lyon, Jason Delmue Guests: Brenda Truman- MSU MPA student, Carson Taylor –City Commissioner, John Vandelinder, Debbie Arkell – Public Works Director, Sam Haraldson and Taylor Lonsdale- Bozeman Bike Kitchen 1.Introductions and general Public Comments 2.Review & approve edited February minutes - approved 3.Disclose information or discussions that board members have had regarding a board related topic. N/A 4.Visit from Debbie Arkell – explanation of how Bicycle Benefits money is to be raised and how funds will be spent; status of City Commission consideration of proposed resolution Discussion of BABAB raising funds through the Bicycle Benefits (BB) Program  Debbie - Financial disclosure is important for BABAB purchases. City staff member- John Vandelinder can make purchases for BABAB through approved city vendors. The City contributes $25k annually for BABAB. If money is left, why does BABAB want to raise funds through Bike Benefits? How will we track sticker sales? Tracking funds must be transparent to public.  BABAB would like “slush fund” separate from City for miscellaneous items such as Bike to Work Week (BTWW ) programs- speakers for band- payment etc. BABAB would like to approach businesses in March regarding BB while working on BTWW.  Debbie stated that buying BB stickers from Ian Klepetar with city funds is not a problem if he is approved vendor. Tracking funds is important. Debbie thinks BB is good idea and will nd seek the City finance director’s approval at March 22 meeting. Rebecca will ask Ian if BABAB has exclusive rights to sell BB tickets in Bozeman.   Debbie – Contributions are an issue – i.e. donation fund. Donations, sponsors, raffle tickets for BTWW events – Public accounting must be transparent- clear where money came from and that it is all accounted for. BABAB slush fund could include donations or BB sticker sales. The Story mansion has a specific fund and a city park has fund, yet none yet for official advisory board. Discuss Options for running Bicycle Benefits fundraising - through city (BABAB) or through other bike-related organization. 1 BABAB March 3, 2010 meeting minutes  Gallatin Valley Bike Club (GVBC) is well established, though not sure how interested they are. It is convenient to work with GVBC- though as a volunteer organization, sometimes can be hard to reach person w/ check writing privileges.  City vendors can charge city any time to BABAB fund and it is simple for businesses to get approved  The City issues checks every 2 weeks. BABAB voted to operate the BB program through BABAB/ City of Bozeman. John Vandelinder will ask that the BABAB fundraising resolution gets onto city agenda  meeting. Old Business: 5.Discussion of City response to CIP request letter rd  CIP list goes to commission next December. Bike lane “low hanging fruit” - S. 23 th from Main to College, N. 27 north of Cattail (some sections already have bike lanes), Willson from Kagy to Main (may have to cut off at Babcock)  care about Peach is heavily used street in need of bike lanes. How many people removing parking on one side of Peach Street? John has meeting with MDT this month. Should BABAB go door to door to get public support? John will let BABAB know if we should come to MDT meeting. Jason will revise letter to engineering – Rick Hixson- City Engineer. He will suggest  all requests on CIP – including low hanging fruit and drop Babcock from list. CIP – make a list of acronyms for the BABAB new member orientation packet.  Plans for 2010 BTWW (Bike to Work Week) report of committee: Bill Bartlett, Eliz. W., Steve, Rebecca, Bill C., Liz Layne, Taylor Lonsdale, and/or Sam Haraldson fron Bike Kitchen BTWW Ideas  cycling groups – ask them each to take a day for BTWW. Need coordination by BABAB – potential teams/locations: Team Delphine- sponsored by Rockford; GAS – Coop; Luna Chicks; GVBC and others… International Coffee Traders; The Daily, others… Bill Cochran will provide list of teams and contacts for each team to Taylor.  Taylor will make initial contacts with bike teams to see if they would like to:  1.Organize a morning event at coffee shop one day (which day/s work, which location do they prefer, what are their business contact to help with sponsors). 2.Would they like to organize bike trains to schools with bike team members. 3.Would teams organize bike training at school/s Safe Routes To School (SRTS) – organize event around BTWW- initial ideas  SRTS; when task force met, wanted a spring event related to BTWW, discussed bike training at schools. 2 BABAB March 3, 2010 meeting minutes  Hit multiple routes - at 5 elementary schools- one school per day. Would be ideal to have all four teams converging on each school each day. 1 Team – 1 bike route. Depends on interest from bike teams – how many people are willing to sponsor. $150 available to fund each school from SRTS. Better to barely do 2 schools, or one school every day?  Short rides – ½ mile typical. Interested schools thus far: Irving Hyalite,  Consider logistics - How do kids get home from school?  Bike Teams – guide bike train to a school- show up in team jerseys. Can bike teams do bike train at schools and sponsor an event?  At least 2 adults for bike trains needed and encouraged parent participation.  Every stop should have some bike education materials.  Good publicity option! Bike Kitchen - Saturday – organize recycled bike drive – part of BTWW event  st Reserve Bogert Park Friday May 21 (5 to 9?) – John Vandelinder  Other BTWW Ideas  Include 1 or 2 BABAB members at BTWW stops.  Raffle tickets to be distributed daily and at all events. Need to find prizes -examples– Daves sushi, Girls Outdoors- try for anything. Raffle prizes – Try to go for some big ones.  Ask businesses to cosponsor teams – help provide food to sponsoring coffee shops/Coop. Having business help out with the food, so have only one site each morning. th  Posters – need to be up 4 weeks ahead (by week of April 19). Need poster info for design work by beginning of April. Not enough space on poster for  all sponsors.  Advertise sponsors at sites, at BTWW party and on Bike Bozeman and/or blog about sponsors  Let Aimee Kissel know 48 hours ahead of any meeting if there is a quorum (5 BABAB members or more). BTWW sub committee meeting– 125 W.Mendenhall Monday March 8 at 5:30. Note: March 22 and 29 BTWW planning meetings at Sola Cafe Monday 5:30 -6:30  Who ever has BABAB t-shirts. Please bring t-shirts to April meeting  6.Report of progress from Committee on map updates (Eliz W., Baker, Chad, Steve)  Steve – met on content, need to provide John  Colorworld printed the last batch and gave BABAB a good deal. City must issue a request for bids. Steve has contacted design agencies regarding work. Massive will create Scope of Work –estimating map design at about 80 to 100 hours of work. Massive could bill 55 hours – and donate remaining time.  Map Printing Options for 18” x 24” folded full color water proof coating. 1500 up to 10,000 maps o 3 BABAB March 3, 2010 meeting minutes 10,000 copies $4,000 (.35 each) o 1500 copies $2250 ($1.50 each) o Print 5,000 now – update and print each year in smaller quantities. Print enough o maps for BTWW 2010– use remaining funds this year for map design/evelopment. 7. “Pilot Light” campaign – Chad?  Planet Bike only provides the rate to 501C3. Bike Kitchen wants to do a lights program  Publicity at the morning stops, have police officer distribute lights  Bike Kitchen can help install the lights  Distribute at Friday night event – to those who show up on bikes w/o lights. Chad will talk to Owenhouse on Pilot Light Program – can we get wholesale? Have  $1400 available. 8.Officer nominations  Eliz W. – Vice Chair and Info Tech  Rebecca – Treasurer  Elizabeth B. – Secretary  Chair – Jason or Bill Cochran 9.Officer election No decisions made. Discuss at April meeting. Bill Cochran is considering if he could o take on Chair position. 10.Updates/ Status Reports CTEP committee – Bill Bartlett o Discussion of Bike/Ped Coordinator job description – report from County Parks o meeting – Rebecca and Bill Cochran  County Parks and Trails committee interested in it; played devil’s advocate  Feedback on the job description included: City and county are both cutting positions now; how could a bike/ped  coordinator be incorporated into existing positions? Prioritize the key job functions, e.g. if half–time? Is it possible to spread job duties across multiple people without being redundant? Philosophical disagreement about the role of the person – if no  money to put projects on the ground and supervise them, no point in having the person involved.  Consider getting input and resources for position from multiple agencies (i.e. health department, Bozeman, Belgrade, Three Forks, Big Sky etc.. for a county position.  New Health director coming on- may have interest in health-active transportation opporunities to improve public health. 4 BABAB March 3, 2010 meeting minutes Transportation planning process difficult to follow without knowing the o engineering processes and being involved at initial planning phases. Once on blueprints, hard to shape them. Growth is generator of work and fees – little funding now due to stalled growth. o County characterized growth as “slight” even though 10% population. Bill and Eliz talked to Chris Mehl and brainstormed about it. Chad and Carson also o discussed, had lots of questions. Is this a high enough priority for the commissions would they dig up money for it? Get Natalie with City interested, get others coming to the Commission – Chris o Saunders… Little city interest in 4% increase on street fee. Tax increment financing district o funding? Not going to get commission behind any tax increase. Reasons why we need a bike/ped coordinator  To position community for funding opportunities. Big Federal sustainable communities’ program btwn DOT, HUD and EPA. The first of 6 key livability principles is: “Provide more transportation choices. Develop safe, reliable, and economical transportation choices to decrease household transportation costs, reduce our nation’s dependence on foreign oil, improve air quality, reduce greenhouse gas emissions, and promote public health.” See http://www.epa.gov/dced/partnership/  Seize on Local momentum for bike/ped projects – such as a nonmotorized connection – The National Park Service Rivers and Trails Conservation Association RTCA (Gary Weiner) is leading a planning process for Bozeman/Belgrade non-motorized connection. Bike Bozeman – new members  New Business: 11.2011 budget development (brainstorm if time) 12.Develop proposal about road plowing and sidewalk clearing in winter. (Build on brainstorm and discussion at February training.) 13.Plan for June policy meeting with City/County re coordinator position? April meeting plans –map; BTWW; elections BABAB meetings are open to all members of the public.
