HomeMy WebLinkAbout11-04-09 Bicycle Advisory Board Minutes 11/04/09 Bozeman Area Bicycle Advisory Board (BABAB) Meeting Minutes 6-8 PM BABAB members present: Elizabeth Bird, Jason Delmue, Zac Collins, Molly Pickall, Bill Cochran, Rebecca Gleason. Guests: John Vandelinder -City of Bozeman, Brenda Truman – MSU Masters in Public Administration (MPA) student 1.Introductions and Public Comments— Brenda Truman visited BABAB to propose a study of our group (see details below in #12). 2.Review & approve edited October minutes—Approved (Rebecca will make minor changes and email to Aimee Kissel). 3.Disclose information or discussions that board members have had regarding a board related topic via email in between formal meetings. N/A 4.Elizabeth B. – status of 19th and College bike lane striping – she will revise to make clear the comments refer to when the street is chip-sealed (and re-striped). 5.Letter to City Commission to pass a Complete Streets binding policy —Cathy Costakis received guidance from Chris Saunders. Review her letter during Dec. meeting and cosign letter if in agreement. 6.Draft letter to MDT on rerouting trucking route on Main St. Baker Lyon couldn't make meeting, but provided the info below on this issue. Baker has been in contact with Chris Nauman of the Downtown Business Partnership DBP, he's interested in getting trucks off Main Street by changing its designation as part of the "National Network". Chris intends to spearhead this, with the support of downtown business owners, as part of the new downtown plan, if/when it is approved by the City Commission on Monday the 9th. Baker has not contacted MDT and is awaiting the DBP'S unified front and lead on the issue. Of related note, it may be of use for BABAB to submit a letter of support for the new downtown plan and all of its bike related infrastructure? 7.Elizabeth Williamson –Ning BABAB (Bike Bozeman) website:report on status. While Elizabeth W.was not present, BABAB will ask her to give us a presentation on Ning at Rockford for a 7am meeting. Everyone will bring their own computer. Will confirm dates w/ Eliz. W. 8.City staff member participation in BABAB meetings – do we need to somehow formalize John VanDelinder’s role? There was discussion and concurrence from the board that John Vandelinder could act as our City representative as a non-voting advisory member. Bylaws, Baker is still trying to get an answer from the City Attorney as to participation of under-18 year old members and whether we are supposed to have a certain City staff presence or if Aimee is our designated staff. 9.Capital Improvement Projects (CIP) – Elizabeth B. asked BABAB to review the 2007 "Walking and Biking Survey" results and consider how to incorporate citizens' requests into the City's CIPs. Now is a good time to make CIP recommendations. Page 1 of 5 John Vandelinder distributed portions of the Street Impact Fee fund CIP (pgs 218- 234) and the Street Maintenance District CIP (pgs121-136) for FY 2010-2014. John explained details of projects listed in these plans and stepped through projects with BABAB to discuss bicycle project priorities. The following ideas/locations for bike improvements were discussed briefly: Install more“Share the Road” signs in Bozeman similar to Helena? This was o brought up before (last agenda). Baxter meadows o Durston (Fowler to Cottonwood) - city designing bike lanes curb, gutter and o sidewalks New middle school, o Bike symbols on Oak btwn 7th & 19th, o Bike lanes - Kagy east of 11th waiting till narrowing of the median next o summer. Bike lane on Oak west of New Holland. (city added a dirt lane along the side o of the street due to lack of room for a bike lane) MSU asked the state for funds for College and Kagy. o Intersection control at 27th & Oak due to high accident rate. o The Board discussed sending a letter to the Commission about adding bike lanes on Peach, by removing parking on one side to allow space. Jason and Joe G. worked on this a couple of years ago (counted houses that face Peach). There was resistance from homeowners on removing parking on one side of street. Street Impact Fee fund CIP How can BABAB make suggestions for Street Impact Fee projects? John V. will notify BABAB of MDT meetings regarding projects o Bill C. gets project notices through the TCC. o #9 CIP Summary: John made recommendations to Elizabeth's memo w/ regard to bikes See attached "Memo to BABAB and and emailed to BABAB for further comment. John Vandelinder" from Eliz. B. 11/2/09. This memo contains John V. comments (in italics) and Joe Gilpin's comments (underlined). BABAB members may comment further before Dec. meeting. 10.Planning for City of Bozeman Bicycle Map updates – brainstorming what we want to see based on reviews of other maps (a brainstorm is a free for all listing of options without judgment; then we can go back and evaluate the feasibility and desirability of options). Can we form a subcommittee to evaluate other map examples and figure out the o details of what/how to change what we’ve had? Page 2 of 5 Baker is interested in being involved in the map committee; please let him know what the plan is. Other map committee members: Elizabeth W., Zac, Jon Henderson. Molly will find out if Emily has files, is interested in updating. Eliz. B. mentioned that during Gallatin County's recent "Tourism" roundtable discussion on parks and trails, there was discussion of creating "consistent' maps. BABAB may share our City Bicycling map with the county. Initial brainstorm list of Possible City of Bozeman Bicycle Map Updates—What people like and dislike about current map Update all the formal and informal routes o Show locations of permanent Bike rack locations o Designate routes to popular destinations (parks, library, M, mall, etc) with indicated o or suggested routes), Instead of MSU map—show abbreviated county map w/ road bike routes (i.e. o suggested rides that extend into county from town) Make MSU map smaller- MSU allows bikers on campus now- state on map, o Sponsors/partners – SRTS, GVBC, Zac’s company (PBS&J) to GPS bike racks o around town, Remove MSU bike regulations, keep on the rules of the road etc., o Manageable size, o Suggest optional routes that are color-coded (e.g. low-volume through streets), o Layers showing different types of roads (e.g. color-coded) o Someone requested routes to avoid hills to get to MSU (good luck w/ this one!), o Keep the attractive, colorful graphics, o The new map should be different color to make it clear it is updated version, o Use durable paper (though some people think current maps are very durable), o Add info about why bike route different from bike lane, where will see bike lane and o where don’t need one. (bike lanes on arterials/collectors, routes on low traffic/low speed roads) Like the info pieces except MSU regs & map, o Include definitions of bike route, lane, bikeway etc, o Show future improvements. o Invite bike kitchen to discussion of bike map. o All collectors and arterials are MDT controlled. o Tie in "light the night" campaign to bike map. o How can we get some more public input on map? o Page 3 of 5 Go to individual classes- MSU. o 11.Planning for BABAB and partner development – schedule workshops with Eric Austin. Eric will provide two 3 hour workshops: 1) Assist BABAB in organizing, running meetings, making decisions etc. 2)Strategy development, problem solving, identifying stakeholders, moving into community (participation), how to get by contentious issues. Consider using Peach St. bike lanes/ parking removal as an example for workshop. TH BABAB WILL MEET WITH ERIC AUSTIN JANUARY 19 AND FEBRUARY TH 16 from 6 to 9 pm for these workshops. Please mark your calendars! 12.Brenda Truman, a graduate student in the masters of public administration (MPA) program at MSU asked BABAB permission to use it as a case study for her professional paper/thesis. She will study the effects of varying personality types/traits on functional group dynamics. She will conduct 20-30 minute interviews with each member, observe all meetings between November and March/April, and present at the March or April meeting to summarize her findings. Findings will be reported in the aggregate and interviews will be anonymous. It is anticipated her presentation will provide valuable feedback on BABAB deliberation/decision making processes and how they can be augmented to take advantage of member personalities. BABAB members present welcomed Brenda and agreed to participate wholeheartedly in her research. Brenda is thrilled that the board has agreed to participate. She will contact individuals over the next month or two to arrange short interviews and will see everyone at the December meeting. County parks & trails planning – users roundtable results b.J&D Family Miner Subdivision Joseph – report on Laurel Glen subdivision - any follow-up Joseph not present. needed? c. – Molly – progress with getting a $ account open and obtaining Bicycle Benefits stickers Molly spoke with the City about setting up an account for BABAB to manage the Bicycle Benefits program. See Aimee's email below for info on how the account would be managed. Brian LaMeres said that we'll need a city employee on the account (John Vandelinder as our City rep). It would probably be best to have Elizabeth and Chad (as President and Vice President) as signers on the account. Aimee spoke with the City Treasurer Laurae Clark and she said: A separate Special revenue fund could be set up for the board with a project code. The BABAB money would be the only money in that fund, and it would earn interest at the City’s pooled Page 4 of 5 rate. All money in and out would be subject to City policy. She said you could make an appointment with either Brian LaMeres (582-2335) or Lieveka White (582-2330) to discuss the process and get the account information and an authorized signer’s form. You would not have a check book, but would either have to charge purchases and submit invoices for payment, or purchase up front and get reimbursed upon providing a receipt to City finance. Also, I will mention this to City Attorney Greg Sullivan so he knows what’s up in case he has any reservations, etc. Aimee Kissel, Deputy City Clerk and Citizen Advisory Board Coordinator Going back and forth with Ian (Bicycle Benefits) – drafted an email, haven’t sent yet. d.LCI training- not discussed Bill – e.Prospect for making Bozeman a Bicycle friendly city per the League of American Bicyclists designation. No time to discuss f.—Paul was not present, but sent Paul House – status of transportation comparison video an email update. Paul collected video in mid August and he is working to complete editing. He traveled to popular destinations - loops from the downtown PO to Walmart, then Costco, Target, Main PO, Home Depot, Ridge, MSU Strand Union, back downtown to Owenhouse, Hospital, and ending at Bogert Park. Results showed the fastest mode was ebike, followed by bike, then car. Footage was collected on weekdays between 12 and 1pm, same summer weather. Paul is an avid rider, thus the average bicyclist could be slower. Ebike time would be more equal among various riders, and car time should be nearly uniform. Paul's results are as follows: Car: 1 hr, 22 mins, 9 secs: Pedal: 1 hr, 14 minutes, 52 secs: Ebike: 1 hr, 1 min, 36 secs g.
