HomeMy WebLinkAbout06-14-10 Minutes, City CommissionMINUTES OF THE MEETING OF THE CITY COMMISSION BOZEMAN, MONTANA June 14, 2010 The Commission of the City of Bozeman met in the Commission Room, City Hall at 121 North Rouse on Monday, June 14, 2010. Present were Mayor Jeff Krauss, Commissioner Cyndy Andrus, Commissioner Sean Becker, Commissioner Chris Mehl, Commissioner Carson Taylor, City Manager Chris Kukulski and City Clerk Stacy Ulmen. * * Please refer to the audio recording of this meeting for additional detail, A. Call to Order-Executive Session-Personnel-5 p.m.-Commission Room, City Hall, 121 North Rouse *The Mayor closed to the public portions of this meeting pursuant to Sect. 2-3-203(3), MCA, finding that the meeting relates to a matter of individual privacy and determines the demands of individual privacy exceed the merits of public disclosure. A separate set of Minutes have been prepared for the Executive Session. 0:03 B. Call to Order-Regular Meeting 6 p.m. Mayor Krauss called the Regular Meeting to order at 6:17 p.m. 0:03:19 C. Pledge of Allegiance and a Moment of Silence 0:04:04 D. Changes to the Agenda Mayor Krauss asked City Manager Chris Kukulski if there were any changes to the Agenda. Mayor Krauss pointed out that after the Regular Meeting, the Commission will go back into Executive Session. 0:04:16 E. Public Comment Mayor Krauss noted that there were no public present to make comment. 0:04:22 F. Action Items 0:04:22 1. Mayoral Appointment to the Planning Board (Kissel) Mayor Krauss stated that he is not going to make the Mayor Appointment to the Planning Board this evening. Appointments to the Bozeman Historic Preservation Advisory Board (Kissel) 0:04 :34 Motion and Vote to appoint Paul Reichert and Bruce Brown to the Historic Preservation Advisory Board. It was moved by Cr. Taylor, seconded by Cr. Mehl to appoint Paul Reichert and Bruce Brown to the Historic Preservation Advisory Board. Those voting Aye being Crs. Taylor, Mehl Andrus Becker and Ma or Krauss. Those voting No being none. The motion passed 5 -0. 0:05:12 3. Re- appointment to the Community Affordable Housing Advisory Board (Kissel) 0:06:02 Motion and Vote to reappoint Mary Martin to the Community Affordable Housing Board. It was moved by Cr. Taylor, seconded by Cr. Becker to reappoint Mary Martin to the Communi Affordable Housing Board. Those voting Aye being Crs. Taylor, Becker Mehl Andrus and Mayor Krauss. Those voting No being none. The motion passed 5 -0. 0:06:17 4. Re- appointment to the Downtown Bozeman Improvement District Board /Tax Increment Finance (IDB /TIF) (Kissel) 0:06:40 Mayor Krauss Mayor Krauss appointed Bob Lashaway to the Downtown Bozeman Improvement District. Board/Tax Increment Finance (IDB /TIF). 0:07 :00 Motion and Vote to concur with the Mayor's appointment of Bob Lashaway to the Downtown Bozeman Improvement District Board/Tax Increment Finance (IDB/TIF). It was moved by Cr. Becker, seconded by Cr. Mehl to concur with the Mayor''s appointment of Bob Lashaway to the Downtown Bozeman Improvement District Board/Tax Increment Finance IDB/TIF Those voting Aye being Crs. Becker Mehl Andrus Taylor and Mayor Krauss. _Those voting No being none. The motion passed 5 -0. Minutes of the Bozeman City Commission Meeting, June 14, X110 0:07:20 G. FYI/Discussion 0:07:28 1. Tennis Courts Mayor Krauss showed the tennis court panels. He encouraged everyone to look at the Courts. 0:08:212. Zoning Commission 7 p.m. Cr. Mehl stated that the Zoning Commission will be meeting to discuss Medical Marijuana, June 15th at 7 p.m. Cr. Taylor spoke regarding his concern of medical marijuana offices and concentration. Mayor Krauss spoke regarding his concern of daycares, and the increase of provider commercial grow areas in residential areas. lie spoke regarding his concern of the idea of banning MJ altogether. Cr. Andrus wants to make sure that decisions are not driven by fear. 0:11:24 3. Sourdough Dam Cr. Mehl thought that staff was going to start to prepare for summer meetings. He would like an update, lie hasn't heard anything since the presentation. Mr. Kukulski stated that the item is listed on the Action Plan. Specifically options and values of water rights needs to be looked at. 0,13:29 4. Ethics Handbook Ms. Ulmen handed out the Draft of the Ethics Handbook. She asked that the Commission send their comments or concerns to the City Attorney or the Clerk's Office. This will be before the Commission in July. 0:14:25 5. Cancellation of June 28th and July 6th Commission Meetings The Commission agreed to cancel both June 28th and July 6th Meetings. There are items listed on July 6th that possibly may have advertising requirements. Mayor Krauss hates Tuesday meetings. All items will need to be moved if possible. Getting a quorum of Commissioners will be tough as they will be gone around both dates. 0:18.02.6. Cancellation of July I and August 5 Policy Meetings The Commission agreed to cancel theses Policy Meetings and revise the resolution to state that Policy Meetings will be set as needed. Ulmen will do this and add it to Consent at a future meeting, 0:19:23 7. Casual dress over the Summer The Mayor reminded staff and the Commission that casual dress over the summer is ok. 0:20:51 H.
