HomeMy WebLinkAboutResolution No. 4274, for the Disposal of two library self-check machines.pdf Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Alice Meister, Library Director Library Board of Trustees SUBJECT: Disposal of Two Library Self-Check Machines MEETING DATE: August 2, 2010 AGENDA ITEM TYPE: Consent RECOMMENDATION: Approve City Commission Resolution No. 4274, which is to sell two old and unused self-check machines to North Valley Public Library in Stevensville, Montana for $1,000 based on MCA 7-8-101 Authorization to Transfer Property between Certain Governmental Entities and MCA 7-8-4201 Disposal or Lease of Municipal Property. BACKGROUND: Thanks to the City’s Capital Improvements Plan (CIP), the Library was able to upgrade to three new 3M self-check machines this past spring, and currently 70% of our circulation is being done on these machines, which was the Library’s goal. However, we have two old Checkpoint self-check machines purchased in September 2003, which have been in storage since the spring 2010 upgrade. Checkpoint was bought out by 3M Library Systems; consequently maintenance and support for these machines is nil. However, North Valley Public Library Director Renee McGrath inquired about these machines to use in a test mode before purchasing new machines for their projected new library building; she was told if she could get them to work that the Library might be able to negotiate a price for them. McGrath took these machines to her IT contractor, who was able to get them to work. The Library would now like to sell them to North Valley Public Library for a total of $1,000 due to their age and their lack of maintainability. They originally cost $11,000 each in 2003. MCA 7-8-101 allows for a city or town to trade or purchase from any county or political subdivision any property without an appraisal, ordinance, public notice, or bids. FISCAL EFFECTS: The amount received for the sale of the machines ($1,000) would be deposited into the City’s General Fund. ALTERNATIVES: As suggested by the City Commission. WHEREAS, the City of Bozeman Library was able to upgrade to three new 3M self-check machines this past spring, and; WHEREAS, the City of Bozeman Library has two old Checkpoint self-check machines that were purchased in September of 2003, and; WHEREAS, the Bozeman City Library sees no need due to the upgrade to keep the two old Checkpoint self-check machines, and; WHEREAS, the Bozeman City Library would like to sell the two old Checkpoint self-check machines due to their age and their lack of maintainability to North Valley Public Library for a total of $1,000, and; WHEREAS, Montana Code Annotated 7-8-4201. Disposal or lease of Municipal Property Section 2 (a) states that a transfer must be made by an ordinance or a resolution passed by two-thirds vote of all the members of the council; NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana, that: 37 Page 2 of 2 Section 1 In accordance with the requirements of Section 7-8-4201, it is the intent of the Bozeman City Commission to sell the two old Checkpoint self-check machines due to their age and their lack of maintainability for a total of $1,000 to North Valley Public Library.
