Add three additional steel bollards to protect the building from potential vehicle damage, (CP #27). MEETING DATE: August 2, 2010 AGENDA ITEM TYPE: Consent RECOMMENDATION: Approve Resolution 4271 authorizing the City Manger to sign Change Order #10 for the Lower Yard Vehicle Maintenance and HRDC Bus Barn to add the cost of installing a concrete cap to plug an old abandoned clay pipe that was directing ground water into an excavation pit, (CP #24), $1,960.75; and add three additional steel bollards to protect the building from potential vehicle damage, (CP #27), $779.63. The total is $2,740.38 of which the city will pay half, $1,370.19. BACKGROUND: The lower yard site is the location of the old city wastewater treatment plant. The amount of activity on the site over the years, coupled with the fact that when the plant was abandoned there was a good deal of the infrastructure that was abandoned on-site has lead to some unplanned additional work. The two main issues that have impacted the site to date are the abandoned infrastructure and the disturbed soils on the site that are not suitable for quality sub- grade compaction. With these factors in mind the construction contingency allocated for this project was increased to cover the potential for problems that might be uncovered during construction. During the excavation of the area where the collection and storage tank for the storm water collection system is located, a large clay pipe was unearthed. The pipe was in the middle of the pit and was cut to accommodate the installation of the tank. The pipe was not on any of the city’s sewer records. Both ends of the pipe were draining into the pit. Pumping the water during construction was not adequate to address the flow and it was also determined that as the pipe continued to carry water that the integrity of the tank base could be compromised. 7 The consultant engineer in conjunction with the contractor devised a plan to fill the pipe opening on both sides with poured in place concrete, which the engineer approved. The cost for this change includes the grout, the placement and concrete pumping costs. The second portion of this change order involves the installation of some additional steel bollards near some of the building entrances to protect the structural integrity of the building. Now that there is more construction on site it is easier to see exactly how the various building features are arranged. During one of the construction meeting walk throughs the building protection was discussed with the vehicle maintenance staff. The additional bollards were seen as a positive addition that would help protect the building. The additional bollards were added as an owner initiated change. UNRESOLVED ISSUES: No others related to this proposed Change Order. ALTERNATIVES: As suggested by the City Commission. FISCAL EFFECTS: The two items on this change order fall under the category of an unanticipated site condition and an owner initiate change. These costs will be covered under the construction contingency portion of the budget. The summary of activity and charges against this fund are shown below. WHEREAS, the City Commission did, on the 5th day of October 2009, authorize award of the bid for the Construction of the Vehicle Maintenance Building and HRDC Bus Barn to BN Builders, Bozeman, Montana; and WHEREAS, Section 7-5-4308, Montana Code Annotated, provides that any such alterations or modifications of the specifications and/or plans of the contract be made by resolution; and WHEREAS, it has become necessary in the prosecution of the work to make alterations or modifications to the specifications and/or plans of the contract. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana, that the proposed modifications and/or alterations to the contract between the City of Bozeman, a municipal corporation, and BN Builders, Bozeman, Montana, as contained in Change Order #10, attached hereto, be and the same are hereby approved; and the City Manager is hereby authorized and directed to execute the contract change order for and on behalf of the City; and the City Clerk is authorized and directed to attest such signature. 10 Resolution No. 4271 Change order #10 Page 2 of 2 PASSED AND ADOPTED by the City Commission of the City of Bozeman, Montana, at a regular session thereof held on the 2nd day of August, 2010. __________________________________________ JEFFREY K.
