Minutes:
May minutes will be approved at the next meeting as they are awaiting an addendum
detailing Park Improvement Grants.
Public Comment:
No public comment was offered.
Committee Reports:
Subdivision Review
Sandy Dodge reported that the board is invited to a
st
groundbreaking at the new HRDC building June 21 at 9:00 a.m. No other activity.
Carson Taylor subbing for Sean Becker answered questions about the
dam on Sourdough Creek. Not a recreation site but primarily water access and storage. Betty
Stroock asked to be on any city committee that would explore the issue. This is probably a ten to
twenty year down the line project and has been explored in detail in years past with other
approaches such as conservation and drilling wells suggested as alternatives. The city is
concerned about losing water rights.
Gallatin Valley Land Trust:
Ted Lange reported on a recent meeting with the National Forest
Service District Ranger, City Engineer; and Superintendent of the Water Treatment Plant in
reference to development of Sourdough Trailhead and road to the site and installation of a vault
toilet. Ted said road repair and widening, expanding the parking lot and vault toilet will be done
this fall and would be needed whether or not further projects are done in the area.
Ted also reported on a grant from Paul Sarbanes Park and Transit Bill. This will enable a study
of various trails including one from Story Mill to the M and Drinking Horse MT Trail and in the
Hyalite/Leverich Canyon area. The Forest Service will write the grant and a letter of support
was requested from the Recreation & Parks Advisory Board. Ted said he would e-mail a sample

letter to Sandy Dodge who agreed to provide a letter of support from the Board by June 28.
Ted said there was money available from Fish, Wildlife and Parks for a variety of projects.
Those being considered are: improve Kirk Hill area to include benches and a short ADA trail;
establish a sidewalk/trail from Davis Street to Oak Street in the Regional Park; connection spur
in the Southside Park/Oak Springs Subdivision.
Ted continued with a discussion of another trail near East Gallatin Recreation Area that is
subjected to yearly flooding and destruction of the trail. A boardwalk is being considered for
that area. A tour was planned the next day to include Thom White, Ron Dingman, Ted Lange
and Sandy Dodge.
Single User Doug Park Proposal
Terry Cunningham handed out and explained a proposal on
the Single Owner Dog Exercise Area. After the presentation Chris Guy asked why not other
areas of town for site with more congested housing. Terry replied he and Ron Dingman and
Thom White had surveyed many areas not as well suited and this would be a prototype for Home
Owners Associations and other park sites, such as Rose Park. Bill VandenBos suggested we
vote at the July meeting after reviewing the Single-Owner Dog Exercise Area proposal. Carson
Taylor said the proposal would be considered at an upcoming City Commission meeting.
August Recreation Board Meeting
- Sandy Dodge suggested we wait until the July meeting
and cancel if there was no pressing business to present in August. Board members agreed.
Recreation Division Report
Ron Dingman presented information forCarole Brennan. See
attached report.
Parks Division Report
Parks & Recreation Director Report:
Ron Dingman said work on College Trail between MSU
and the Chronicle was coming to a final conclusion and would be built by fall with CTEP funds.
Many easements had to be obtained.
Sandy Dodge will go with Ron to Helena to explore new options with Cash-in Lieu law in place.
