Box 1230 ·Bozeman, MT·59771 Minutes of the Recreation & Parks Advisory Board May 13, 2010 Present: Board: Bill Vandenbos, Sandy Dodge, Chris Guy, David Cook, Sue Henning, Julie Zichovich, Bob Wade, Terry Baldus, Wendy Pierce, City: Carole Brennan, Thom White Minutes: Minutes from March 11 and April 8 were approved. Public Comment: No public comment was offered. Committee Reports: Subdivision Review Petra Academy , a private Christian school is in need of expanding and is looking at several tracts in the Valley West Subdivision, adjacent to Bronken Park. What the parkland implications are is unclear so far, but Planning will keep us in the loop. Laurel Glen is in need of a mining permit for the gravel pit they dug to provide infrastructure material. To obtain this they need a Zoning Compliance approval letter from the Department of Planning. Planning offered 4 options for the committee discussion as to how to proceed. These range from requiring nothing, as the developer has suggested, to requiring full remediation and restoration, recognizing that probably nothing would be done. The committee recommended option 3 to the board for formal submission to Planning. Option 3: Recognize the deficiencies in parkland from phase 1 and 2 and require an irrevocable offer of dedication for the remaining parkland to occur with the subdivision of the currently undeveloped phase 3 or 4. Some document would need to be recorded at C&R so a title recorded of this requirement is established. Development of the existing parkland advances incrementally per the adopted park master plan. This option passed the board by unanimous vote and will be forwarded to the Planning Office. Meadow Creek The three ownership groups will be meeting soon with Planning in order to ensure that each of the separate developers contribute to the development and maintenance of review committee will be invited to these meetings. Park Improvement Grants- Terry Baldus presented the Park Improvement Grant recommendations along with criteria and rationale for approval. Recommendations were discussed and the Board voted unanimously in support of the top five grant applications. (See attached) Deputy Mayor Becker was out of town. Friends of Bogert: Salal McGee presented the RPAB with signage options for Bogert Park. There was general agreement that some uniformity in signage for parks is important, but that individuality has a place as well. The Parks Department has sign making capabilities, which provide perhaps the least expensive options. Gallatin Valley Land Trust: Ted Lange reported on seven ongoing trail projects, several of which will require RPAB consideration and support. Trails discussed include the Landfill Perimeter Trail, the Bridger Drive Bike/Ped Path, the Story Mill Spur Line, the Hospital Lands Trails, as well as several connector trails. Bill VandenBos thanked Ted for the update and suggested that the GVLT time slot be enlarged to allow Ted more time to go over specifics of ongoing projects as RPAB support and consideration is required. Park Inventory/ Park Maintenance District: As part of a graduate program at MSU, Randy Wall interviewed RBAP members on creating a park maintenance district and related issues. He is working with the City to update their inventory of City Parks. Recreation Division Report - Carole Brennan: Carole reported on many programs going on currently in the Recreation Department. See attached notes. Parks Division Report - Thom White: Thom gave an overview of ongoing projects in the Parks Division. See attached report. Parks & Recreation Director Report: Ron Dingman was not present. FYI Bill VandenBos suggested the possibility of canceling the August meeting in order to provide a summer break. Bob Wade noted that Bike to Work Week is scheduled for May 17-21. Meeting was adjourned 9:05. Bozeman Recreation & Parks Advisory Board meetings are open to all members of the public.
