MEETING DATE: July 26, 2010 AGENDA ITEM TYPE: Consent RECOMMENDATION: The Commission to make a motion to authorize City Manager to sign. BACKGROUND: On April 2, 2009 the North Seventh Urban Renewal Board (NSURB) motioned and voted to approve the proposed professional services agreement with Allied Engineering for the Lighting & Right of Way Investigation, and Preliminary Design for North 7th Avenue. This contract was for $73,579 and included provisions for site evaluation, lighting studies, project and funding identification, and corridor character development. On September 14, 2009 NSURB submitted a request to the City Commission for funds allocated by House Bill 645 be directed to make significant improvements to pedestrian safety and connectivity along N. 7th Avenue. The bulk of the proposal included infill of sidewalk along the East side of North 7th Avenue in areas where sidewalk is missing. The City Commission motioned and voted to grant $110,400 to the board for their proposal. With this grant Allied Engineering was granted an amendment to their Professional Service for them to draft the construction documents and help secure a contractor. Bids for the sidewalk improvements were open on June 22, 2010 and Knife River Inc. was selected to do the work. The existing contract with Allied Engineering will expire with the execution of the Knife River contract. In discussions with staff and the NSURB it was decided that Allied Engineering should continue contract for construction management and services during this project. 30 Amendment No. 2 to the Professional Services Agreement with Allied Engineering includes concrete testing, construction staking and surveying, site inspections, review of all pay requests and shop submittals, and overall project oversight. The bulk of this contract includes services such as testing and surveying that city staff is unable to perform. FISCAL EFFECTS: About half of the construction and engineering costs of the sidewalks will be paid out of the House Bill 645 funds granted to NSURB from the City Commission. All approved project costs above the $110,400 of House Bill 645 money will be paid for from the Big Box funds allocated to N. 7th infrastructure improvements. Knife River Contract (w/ Change Order #1): $193,685.68 Allied Engineering Contract (w/ amend. #2): + $27,250.00 Total Contracted Services: $220,935.68 House Bill 645 Allocation: - $110,400.00 Remaining to be covered by Big Box Funds: $110,535.68 In August 2008, the Commission approved the Tax Increment Financing District’s (TIF) request for dollars to dedicate to infrastructure improvements in the N 7th area, as described in the N 7th Design & Connectivity Plan. An award of $232,000 was made to the TIF district, to be combined with other TIF dollars for infrastructure improvements. Up until now none of the Big Box Funds allocated to the N. 7th area have been spent. At the completion of this project we estimate that there will be $121,464.32 remaining in the Big Box Funds allocated to N. 7th area infrastructure improvements.
