MEETING DATE: July 12, 2010 AGENDA ITEM TYPE: Consent RECOMMENDATION: Approve sub-granting process for Save America’s Treasures – Bozeman Historic District Restoration funding. BACKGROUND: On May 10, 2010, Save America’s Treasures notified the City of Bozeman of a $150,000 grant award for Main Street Historic District Restoration. This grant funding is intended to improve the historic district following the March 5, 2009 explosion. Grant funding requires a $150,000 non-federal match. In order to ensure that this grant funding reaches historic buildings in most need of repair, the City is proposing a request for proposals and review process to select a sub-grantee. We anticipate that a sub-grantee will be selected in August 2010, and restoration / construction beginning in September 2010 or Spring 2011. FISCAL EFFECTS: Consent of the sub-granting process will initiate a project search, ultimately resulting in release of $150,000 in federal grant funds. Attachments: SAT Notification Letter Proposed Subgranting Process Report compiled on: July 6, 2010 71 Save America’s Treasures – Bozeman Main Street Historic District Grant Overview Total Award: $150,000 Match Required: $150,000 non-federal match (cash, donated services, use of equipment) Background: This grant is available to the City of Bozeman as a result of MT Congressman Denny Rehberg’s request for funding in the FY10 Interior Appropriations Bill. The award is identified in the Fiscal Year 2010 Appropriations Act as Save America’s Treasures matching grant for City of Bozeman Main Street Historic District Restoration. Allowable Costs: All activities must be directly related to and necessary for the repair and preservation of historic properties or collection of properties identified as “Historic Downtown Bozeman”. Costs may include staff salaries, travel, consultant fees, construction materials, and equipment. Special Conditions: 1. Required documentation of a competitive process used for selection of project consultants. 2. The project must comply with the Department of Interior’s Standards for the Treatment of Historic Properties. 3. No grant assisted construction can begin prior to completion of compliance with Section 106 of the National Historic Preservation Act. This requires plan review and approval by the State Historic Preservation Office. 4. Requirement for Executing a Preservation Easement (50 year) Proposed Sub-Granting Process: In order to ensure that this generous grant is applied to historic buildings in most need, the City will pursue the following process: 1. Hold an informational meeting with all Main Street Historic District property owners. The meeting will outline the grant requirements, expectations of the City, and selection process. 2. Send a Request for Proposals to property owners. 3. Property owners will submit applications to the City. 4. A review committee comprised of representatives from the Historic Preservation Advisory Board, Design Review Board, City Planning Department, Finance Department, and Downtown Association will rank applications and make recommendations to the City Commission. 5. City Commission will make final selection of the property to receive grant funding and approve submission of proposal to Save America’s Treasures. 72 Selection Criteria: All proposals will be reviewed by a committee comprised of representatives from the City Planning Department, Finance Department, Historic Preservation Advisory Board, Design Review Board, and Downtown Association. The committee will rank applications using the following criteria: · Documentation of project financing to meet grant matching requirements · Project demonstrates significant enhancement of the downtown historic district · Project is required due to damages resulting from the 2009 explosion. · Project/Properties directly affected by the explosion or in close proximity will be given highest priority. · The project meets all other SAT grant special conditions. 73 74
