SUBJECT: (Re) Appointments to the Library Board of Trustees

RECOMMENDATION: Mayor Krauss re-appoint and/or appoint two members to the Library
Board of Trustees, with the advice and consent of the Commission.
BACKGROUND: Jacqueline McGuire’s term on the Library Board of Trustees expired June
30, 2010. The new term expiration for this position is July 31, 2015. Another member has
resigned from the board. This term expires on July 31, 2014. There are four new applicants for
this position and one re-applying board member.
The following statement was provided by Alice Meister on behalf of the board:
The Library Board of Trustees met on June 16 and discussed the four applicants (Loren Acton,
George Cole, Liz Harrison, and Leanne H. Roulson) for a soon-to-be-vacated Trustee position,
as Donna Swarthout is leaving the Board in July. All of the applicants except Harrison had a
library card. After discussion, the consensus was to request the City Commission to strongly
consider placing George Cole on the Library Board due to his many years of connection with the
Library though the Yellowstone Public Radio Recording Booth, which is housed in the Library,
and winning the 2010 Library Foundation Cornerstone Award for his many contributions to the
Library, literature, and the arts in our area. A close second was Loren Acton, who is a library
user and attends Library Foundation events. Harrison has good qualifications, but since we
couldn’t find that she had a library card, we wondered about that. And Roulson also had good
experience and qualifications, but the Trustees felt she might be a better fit for the Belgrade
Library Board or Foundation Board. The Trustees also endorse re-appointing Jacki McGuire for
another term, since she provides sound financial expertise as well as historical knowledge of the
Library and Foundation and is an excellent Trustee. Thank you for your consideration.

The Library Board of Trustees is created under Section 22-1-308 of the Montana Code
Annotated and Section 2.56.010 of the Bozeman Municipal Code.
Under Section 2.56.010 of the B.M.C., the Board of Trustees of the Public Library shall be
composed of five persons and shall be appointed by the Mayor, with the advice and consent of
the Commission, and shall serve without pay. The trustees shall hold their office for the term of
five years, and one trustee shall be appointed annually at the beginning of each fiscal year (July
1) for the term of five years, and until his/her successor is appointed and qualifies. Trustees shall
serve no more than two full terms in succession.
They shall have power to select librarians and other employees as they may determine and fix the
amount of any bond which they may require to be given by the librarian and other employees.
They shall have power to receive books from all sources for the use and benefit of the library and
to purchase books therefore with any money available for that purpose and power to prescribe all
rules and regulations for the use of books and the preservation of the same. The board shall keep
a record of its transactions and shall make a report to the City Commission at the close of each
calendar year, covering the business transacted by it during the year (Ordinance No. 1163, 1984;
Ordinance No. 1094 S 1, 1982; prior code S 2.08.200).
No residency requirements are contained in either the M.C.A. or the B.M.C. Under state
statutes, this Board is administrative.
The Library Board of Trustees has one vacancy, one expired term and five applications.
