We have reviewed the April 8, 2010 Bid Proposal received from Pall Corporation for the Bozeman WTP Membrane Procurement. On April 21, 2010 HDR/MMI forwarded a formal letter to Pall Corporation requesting their formal response to eleven items requiring additional clarification, including presentation of recent project bids for similar Pall membrane equipment on similar applications. We have evaluated the Pall Corporation Bid Proposal against the five comparable project bids presented and the original p ject budgetary numbers received from Pall and find that their Proposal is cornpetitive and responsive. Pall Corporation's bid oI$5 is less than the engineer's estimate of $6,600 Since PaIl Corporation is also one of two pre-qualified membrane suppliers, we also deem them as a responsible Bidder, Bid Description Amount Al Special Design Engi Services $200,000 A2 Complete Membrane Filtration $4300,000 &l Special Installation, Startup Services, Cpa $200 TOIAI. $5,108,800 As noted above, during the detailed review of the Bid Proposal HDR/MMI noted eleven items requiring additional clarification. On April 26, 2010 Pall Corporation submitted a forma letter of response for the clarification items. All answers provided by Po]) Corporation are considered acceptable by HDR/MMI. The p ject specifications provided for the purchase of two sets of strainers to be installed in series. Pall Corporation, as part oftheir Base Bid, provided for only one set of four strainers without associated control panels. The pr jcck specifications require that two sets of four strainers be provded. Pall ineluded a cost addition of $458,300 in their Proposai for the provision ofan additional four (4) strainers, and local control panels for all strainers, The cost for each control panel is $9,338 and the cost MORRISM MAT ER E, for each Strainer is $95,898. Because the redundancy in strainers is paramount for providing adequate protection of the membranes, it is recommended that the City award the WTP Membrane Procurement Contract in the amount of $5,558,300 ($5,100,000 $458,300) with the following provisions also included: A redundant spare pump backwash pumps (RF pumps) will be provided in accordance with Section 11301, Table 6 (Page 103). The minimum system components defined in Section 11301, Table 6 (Page 103) will be included except as noted in the Pall corporation proposal only where items on the specification list are not applicable to the Pall system. The expanded base scope equipment defined in specification 1 1301, Table 7 (Page 104) will be provided. Two (2) spare air compressors for use as redundant backup to the duty air compressors will be provided. A total of six (6) MF units, consisting of one hundred twenty four (124) modules per unit and capable of being expanded an additional (18) spaces per unit for a total of seven hundred forty four (744) membrane modules. Blowers for the air scour during backwash in addition to the air compressors listed in the scope of supply for the integrity test and valve actuation will be provided. Please keep in mind that as part of the Award, the City is only required to authorize proceeding with Bid Item No. A 1, which includes proceeding with special design engineering services including: 1) shop drawing preparation, 2) submittal of the project shop drawings and 3) acquisition of approval from the Engineer. The City will have the flexibility to delay notice to proceed on Bid Items A2 and A3 until after a successful bid is received for the membrane equipment installation and WTP facility construction. RECOMMENDATION: Approve and authorize the City Manager to sign the Notice of Award to Pall Corporation in the amount of $5,558,300.00 with additional conditions referenced on the Notice of Award. BACKGROUND: Attached is the Notice of Award for the above referenced project. Approximately a year and a half ago, the City began a pilot testing program to test membrane treatment systems for the new Water Treatment Plant. There were three membrane suppliers that began the testing program. During the course of the testing, one of the membrane systems failed and was withdrawn from further consideration. Both remaining companies successfully completed the pilot testing and were subsequently preapproved to bid on the project. The membranes are being procured separately from the main construction contract which will be let early next year. Bids were opened for the membrane system procurement contract on April 8, 2010. Pall Corporation was the sole preapproved company who chose to submit a bid. Although there was only one bidder on the project, their bid was approximately $1,000,000 below the engineers estimate and appears to be in line with bids that have been received by other communities for similar sized systems. There were a number of minor irregularities in the bid. The resolution for each of these items is included in the engineer's award recommendation letter as well as the clarification letters which are attached to and incorporated into the Notice of Award.
