BACKGROUND: On April 27, 2010 the Bureau ofJustiee Assistance (BJA) announced the Bozeman Police Department and the Gallatin County Sheriff's Office were eligible for an Edward Byrne Memorial Justice Assistance Grant (JAG) in the amount of $24, 305. A requirement of this disparate grant is that the funds be used jointly between our two (2) law enforcement agencies. JAG funded projects address crime by improving the effectiveness and efficiency of the criminal justice systems, processes and procedures. The Commission is asked to review the attached program narrative and approve the application which must be submitted by June 30. FISCAL Etit ECTS: We intend to use these grant funds to purchase equipment which will be used by the City and County Detectives as well as the City/County Evidence Technician. This will provide valuable equipment to the agencies while at the same time lessen the impact on our respective equipment budgets. No matching funds are required. Attachments: JAG Program Narrative Interlocal Agreement Report compiled on: June 2, 2010 GMS Application Number: 2010- I6979-MT-DJ Contract Number: The State of Montana City of Bozeman County of Gallatin County AGREEMENT BETWEEN THE CITY OF BOZEMAN AND COUNTY OF GALLATIN Know all by these present 2010 BYRNE JUSTICE ASSISTANCE GRANT (JAG) PROGRAM AWARD This Agreement if made and entered into this 9 day of June, by and between the COUNTY of Gallatin, acting by and through its governing body. the Commissioners Court, hereinafter referred to as COUNTY, and the CITY of BOZEMAN, acting by and through its governing body. the Cit) Commission, hereinafter referred to as CITY, both of Gallatin County, State of Montana, witnesseth: WHEREAS, each governing body, in performing governmental functions or in paying for the performance of governmental functions hereunder, shall make that performance or those payments from current revenues legally available to that party: and WHEREAS, each governing body finds that the performance of this Agreement is in the best interests of both parties, that the undertaking will benefit the public, and that the division of costs fairly compensates the performing party for the services or functions under this agreernent: and WHEREAS, the CITY and COUNTY agree to use the $24,000.00 from the JAG award towards the purchase of specialized equipment and indirect costs for the jointly-funded Law Enforcement Evidence Technician and by Detectives from both agencies, which is an equal collaborative effort by the CITY and the COUNTY: and WHEREAS, the CITY and COUNTY believe it's in the best interests of the public to reallocate JAG funds. GMS Application Number: 2010- H6979 -MT -DJ County of Gallatin County, Montana Proposed Program Activities The Bozeman Police Department (BPD) in co 'unctionvvbhtheGaUatinCouotySheriff'sOffice(G[3O)b requesting FY 2010 Local Justice Assistance Grant funding to purchase a fully integrated Automated Fingerprint Identification System (AFIS) at a cost of $24, 305. The AFIS system will be used equally by detectives from both agencies. The stand alone, desktop system will give local law enforcement access to the Federal Bureau of investigation's fingerprint database which consists of several million sets of latent finger and palm prints. We expect the ARS system will significantly increase efficiency of processing fingerprints and enhance the Departments ability to identify offenders. Project Need and Objectives: Attachment 1 Program Narrative Bozeman Police Department and GaHatin County Sheriff's Office Justice Assistance Grant (JAG) Application 2010 Automated Fingerprint Identification System (AFIS) The purchase of a stand alone AFIS system will increase efficiency in processing crime scene evidence. Currently, when latent fingerprints are collected from a crime scene, they are sent to the State of Montana Crime Lab for identification. Identification at the lab is done using a similar AFIS system but the process of fingerprint identification and verification can take anywhere from 2 to 6 months. Having the local resources and technology available to quickly and accurately identify latent fingerprints can make a significant difference between providing a just outcome for a crime victim and allowing an offender to not get caught. This grant will be used for a one time purchase of an Automated Fingerprint Identification System. Upon approval of grant funds, the BPD and GCSO will immediately purchase, set up, and connect to the FBI fingerprint database. The equipment will be operational shortly after purchase, immediately enhancing the Departments investigative tools and ability to identify offenders. Organization Capabilities and Competencies The City of Bozeman Accounting Division provides accounting and financial services to the Bozeman Police Department. They are responsible for maintaining the financial integrity of accounting records, transactions, and systems for all departments. Among many duties, the Accounting Division bills reimbursements from federal, state, and local grantor agencies and assures expenditures are in compliance with appropriation and budgetary constraints, The Accounting Division ensures the City's financial records are maintained in accordance with Generally Accepted Accounting Principles and prepares a Comprehensive Annual Financial Report (CAFR) for each fiscal year. This JAG grant wiI be used for a one time purchase of an Automated Fingerprint Identification System. The purchase must comply with the City's purchasing policy, which will be verified by the City Controller in the Accounting Division. Disparate Certification The proposed JAG project is a collaborative effort between the Bozeman Police Department and Gallatin County Sheriff's Office. Grant funding will be used equally. A Memorandum of Understanding between the BPD ancl GCSO is attached.
