SUBJECT: Re-appointment to the Downtown Bozeman Improvement District
Board/Tax Increment Finance (IDB/TIF)

RECOMMENDATION: Confirm the Mayoral appointment of one re-applying voting member
to the IDB-TIF Board.
BACKGROUND: This Board has two vacancies for non-voting members and a voting term
expiring June 30, 2010. Robert Lashaway has applied for another term and no other applications
have been received.
The Downtown Bozeman Improvement District Board (IDB/TIF) was created under the
Urban Renewal Plan, which was adopted by the Commission under Ordinance No. 1409 on
November 20, 1995.
The IDB Board is comprised of five voting members who shall have a demonstrated
interest in downtown Bozeman, and two non-voting members. The Mayor shall appoint the
members, with the advice and consent of the City Commission. In accordance with Section 7-15-
4234, M.C.A., members shall serve staggered four-year terms. The voting members shall be
residents of the city, and a majority of the voting members shall not hold any other public office
under the municipality.
Non-voting members must possess a demonstrated interest in downtown Bozeman and
may represent a specified list of organizations which include, but are not limited to, the Parking
Commission, Chamber of Commerce, MSU/Museum of the Rockies, Gallatin Development
Corporation, Bozeman School District, City of Bozeman, Gallatin County and the Downtown
Bozeman Association. Non-voting members need not be city residents. This Board is
administrative.
The IDB/TIF currently has one expiring voting term and two non-voting vacancies.

Re: Downtown TIF Board Appointment
RECOMMENDATION: The Downtown TIF Board would like to recommend that Bob
Lashaway be re-appointed to the expiring voting position that he currently holds.
BACKGROUND: The Downtown Tax Increment Finance (TIF) Board consists of 5
voting members and 2 non-voting members. Mr. Lashaway has been serving on the TIF Board
for several consecutive terms. His “institutional” knowledge of the Downtown TIF and his
facilities experience at MSU have proved invaluable. The board would benefit greatly from Mr.
Lashaway’s continued service.
EFFECTS: This action would ensure the TIF Board maintains the statutorily
required number of voting members of five persons. As a result of this action, the TIF Board
would have two non-voting vacancies. New applicants for the vacant non-voting seats will be
available for your consideration for appointment in the coming months.
