SUBJECT: Award of contract to TD&H Engineering for concrete inspection and testing
services for the Vehicle Maintenance Building and HRDC Bus Barn.

RECOMMENDATION: Authorize the City Manager to sign the contract with TD&H
Engineering for concrete inspection and testing services for the Vehicle Maintenance Building
and HRDC Bus Barn in the amount of $4,900.00.
BACKGROUND: The professional services contract we have with Stahly Engineering for
the Vehicle Maintenance Building and HRDC Bus Barn is for Survey Work, Civil Design , and
Construction Engineering. This firm does not have the laboratory equipment needed to conduct
concrete cylinder break tests.
The Architect has reviewed proposals and we have checked their recommendation against the
city’s list of pre-qualified engineering firms.
Attached is a copy of the scope of services and a contract for concrete testing and inspection
services from TD&H Engineering. The contract is an hourly rate and details a cost per test for
the needed level of service for the project. The contract is a not to exceed amount of $4,900.00
The number of tests has been confirmed with the Architect and the Contractor. The proposal has
also been reviewed and improved by the city Engineering Department. As per the requirements
of the Memorandum of Understanding for the project, HRDC has also approved this proposal.
UNRESOLVED ISSUES: None related to this particular action.
ALTERNATIVES: As suggested by the City Commission.

FISCAL EFFECTS: Money for the concrete testing and inspection services will be
cover under Owner Provided Items – Special Inspections. These costs were identified during the
bidding process and were included in the final approved budget for the project.
The budgeted amount for special inspections is $8,000.00 for the project. This is $4,000.00 for
the city and $4,000.00 for HRDC. The contract amount of $4,900 will be split with HRDC and
will be allocated on a 50% / 50% cost basis. Final cost to the city for these inspection services
will be a not to exceed of $2,450.00.
