BACKGROUND: Bids were opened May 4, 2010, for the above referenced project. The project consists of replacing the sidewalk along Bogert Park on S. Church Avenue, and installation of street corner pedestrian ramps in the area generally bounded by W. Lamme Street, N. 10th Ave, W. Villard Street, and N. 8th Ave. Six bids were received, with the low bidder being Pioneer Mountain Substructures, LLC, of Gallatin Gateway, MT in the amount of $61,363.70, which is less than half of the construction estimate. Due to the low bid being significantly below the construction estimate, the low bidder was given an opportunity to review his bid for errors. The low bidder has reviewed his bid, and has elected to not rescind it. We have reviewed information he provided concerning his work experience and his plant and equipment, and it appears he has the technical capability and the plant and equipment necessary to complete the project. As such, we can find no reason not to award this contract to Pioneer Mountain Substructures, LLC. A copy of the Certified Bid Tabulation is attached. UNRESOLVED ISSUES: None ALTERNATIVES: As suggested by the City Commission. FISCAL EFFECTS: This work is being funded by the City’s HB 645 Local Government Infrastructure Grant. In the Fall of 2009, the Commission dedicated a total of $125,000 for this project ($35,000 for sidewalks, $90,000 for ADA pedestrian ramps). This bid award of $61,363 will leave a remaining $63,637 for more pedestrian ramps improvements to be awarded in the coming month.
