Story Mansion. MEETING DATE: May 3, 2010 AGENDA ITEM TYPE: Action RECOMMENDATION: Receive public comment on the Department of Commerce Environmental Assessment (EA) checklist for insulation of the T.B. Story Mansion. BACKGROUND: Montana House Bill 645, the Montana Reinvestment Act, provided approximately $3.6 million for the preservation of historic sites in Montana through the creation of the Historic Preservation Competitive Grant Program. The City of Bozeman requested grant assistance in the amount of $165,842 for two preservation projects - insulation and re-shingling of the T.B. Story Mansion. The highest priority project to insulate the attic, porch, and second and third stories in the Mansion was awarded $24,334 on April 7, 2010. Insulation of the T.B. Story Mansion is predicted to reduce the building’s current heating costs by 30 to 40 percent. In addition, insulation of the historic property significantly contributes to long-term building preservation, and will help ameliorate problems of condensation that currently cause deterioration of the building’s roof. Final acceptance of the grant requires public review and comment regarding the Environmental Assessment of the project. The City Engineering department completed the required EA checklist, finding no adverse impacts and potentially beneficial impacts in areas of Air Quality, Nuisances, Historic Properties, Cultural, and Archaeological Resources, Public Health and Safety, and Fire Protection. FISCAL EFFECTS: Public comment on the EA will meet grant requirements and allow for release of $24,334 in project funding. This amount is equal to the total of our initial project cost estimates. No match is required. ALTERNATIVES: As suggested by the City Commission.
