COMMISSION RESOLUTION NO. 4246
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, AUTHORIZING THE BOZEMAN AREA BICYCLE ADVISORY BOARD
TO RAISE FUNDS FOR THE PURPOSE OF SUPPORTING ACTIVITIES FOR BIKE
TO WORK WEEK AND BICYCLE SAFETY AWARENESS AND EDUCATION.
WHEREAS, Resolution No. 2817 established that bicycling is a popular and healthy
form of alternative transportation used by a number of Bozeman residents and visitors for
vocational, recreational and for other transportation purposes in the City of Bozeman and in the
surrounding Gallatin Valley; and
WHEREAS, Resolution No. 2817 established that the advice of bicyclists in developing
community-wide bicycle education and safety programs would be beneficial to the City
Commission; and
WHEREAS, Resolution No. 2817 established that the board may have duties and
responsibilities as the City Commission, from time to time, may direct; and
WHEREAS, Ordinance No. 1594 was adopted by the City Commission on April 28,
2003 providing that the Bozeman Municipal Code be amended by adding Chapter 2.98,
providing for the creation of the Bozeman Area Bicycle Advisory Board and establishing the
duties and responsibilities thereof; and
WHEREAS, the Bozeman Area Bicycle Advisory Board has for several years sponsored
local implementation of a national educational and motivational program titled, 'Bike to Work
Week' which encourages bicycle commuting, which alleviates traffic congestion and road
impacts, improves health and mitigates climate impacts of automotive transportation; and

WHEREAS, the Bozeman Area Bicycle Advisory Board would like to expand the
promotion of 'Bike to Work Week" and develop other educational and service activities to
encourage bicycle safety and bicycle commuting for adults and children such as Roll and Walk
to School Week, bike racks, the Pilot Light project or other similar educational, service and
bicycling promotion activities, by raising funds for these efforts; and
WHEREAS, raising funds for these activities will allow more of the Street Maintenance
funds that are dedicated to bike improvements to be used for infrastructure improvements rather
than these types of educational programs.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of
Bozeman, Montana:
Section 1
Activities Funding
That the Bozeman Area Bicycle Advisory Board, herein referred to as BABAB, has the
authority to raise funds, through various fund-raising activities including but not limited to
raffles, contributions and through a sticker discount program wherein businesses or the public
buy stickers from BABAB to sell to bicyclists who then receive a discount from those businesses
when they display their stickers on their bike helmets (promoting safety). These modest
supplemental funds will help support the types of activities described below. Prior to engaging
in each fund raising activity, ground rules shall be established at a public meeting of BABAB
that specifically detail the type of event, length of event, and that develop a procedure to ensure
the accountability of all funds. Funds raised will be deposited with the City of Bozeman Streets
Department to maintain City of Bozeman purchasing and accounting standards.
Section 2
Activities Spending
In order to expend funds raised by BABAB, a public meeting of BABAB shall be held to
determine how the funds will be used. After receiving public comment, the BABAB may by
motion and vote recommend to the Streets Superintendant how to expend the funds. This
recommendation shall be advisory only. The decision regarding the expenditure of any fund
collected pursuant to this Resolution shall rest with the Street Superintendent and shall be
processed through the City of Bozeman finance office.

Section 3
Bike to Work Week Activities
Bike to Work Week is a fun and educational annual event sponsored by BABAB.
Activities throughout the week are designed to encourage children and new commuters to engage
in a healthful activity that improves commuter options in Bozeman and builds a sense of
community. Local businesses are also engaged to encourage bike commuting. This event
improves citizen awareness of BABAB and bicycle policy concerns, raises the profile of citizen
involvement in boards, and is an important venue to distribute bicycle route maps which help
people navigate the city and know key locations to bike to.
Section 4
Bicycle Safety Activities
Bicycle Safety Activities are emphasized during Bike to Work Week as well as
throughout the year. These include the Pilot Light project where bike lights and reflectors are
distributed to night-time riders to reduce conflict between bicyclists and automobile drivers;
educating automobile drivers about sharing the road with bicyclists; and bicycle safety education
in local schools.

a regular session thereof on the 22" day of March, 2010.
