Box 1230 ·Bozeman, MT·59771 Minutes of the Recreation & Parks Advisory Board February 11, 2010 Present: Board: Bill VandenBos, Sue Henning, Bob Wade, Wendy Pierce, Betty Stroock, Jared Nelson, Katelyn Miller, Julie Zickovich, Tawnya Storm City: Carole Brennan, Chuck Winn, Thom White Minutes: Minutes of the January 14, 2010 were approved. Chair Bill VandenBos welcomed new City Commission Liaison, Sean Becker, to the RPAB. Public Comment: No public comment was offered. History of Park Improvement Grant: Thom White presented a power point that reviewed the history of the Park Improvement Grant Program, highlighting its role in many Bozeman-area recreational improvements. Clarifications of Parks Improvement Grant Language and RPAB Role: Chuck Winn reported recent City Commission actions regarding the PIG program and the RPAB. The City recognized that the RPAB plays a purely advisory role in the selection of PIG recipients, and therefore removed the requirement for financial disclosure statements from RPAB members. The City Commission formalized the PIG program through Resolution 4237, which delineates the roles played by the City Staff and the RPAB in selecting grant recipients, administering the program, and following established City purchasing procedures. An annual report on the state of the program will be required by the City Commission as well. A lively discussion ensued regarding the scope of Park Improvement Grants. In the past, City funds have been spent on many venues in the Bozeman area, not all of which are owned by the City of Bozeman. Resolution 4237 calls for the PIG funds to be spent only on City-owned properties. It was generally recognized that while this restriction may make the administration of the program simpler, it is not reflective of the nature of the program to date. Concerns were expressed by several that limiting the program to City-owned properties may not be the best way to go. Suggestions made included seeking a County match for the PIG funds expended on County properties, assigning City-owned status greater weight in the selection process, and limiting the expenditure of funds to within the donut area, rather than to City-owned properties. Recreation Division Report: Carole Brennan reported she is working on her budget, specifically on rental fees for Beall Park, the Lindley Center, and the Story Mansion. The Story Mansion will be used for sign-ups and registrations to increase the public awareness of the facility. Maintenance is ongoing at the Swim Center, which continues to be full for all programs. Bogert will start to gear up in a month for summer opening. Carole reports she is focusing on developing in-house programs run by the recreation department. . Parks Division Report: Thom White reported that it has been a banner year for the ice rinks, with over 60 days of skating already this winter. Crews are busy with seasonal maintenance work on signs, kiosks, garbage holders, and picnic tables. Needed additional work space is becoming available at the City facility on Tamarack. Thom reports he is working on maintaining the same level of funding as last year, if at all possible, particularly in light of increased usage of City parks. Recreation & Parks Director Report: Director Dingman was not present. FYI: The bus tour of the parks looks like it will take place in May or June.
