This Agreement is entered into by the City of Bozeman "the City 121 North Rouse Avenue, Bozeman,
Montana 59771, and Public Sector Personnel Consultants (PSPC) 1215 West Rio Salado Parkway Suite
109, Tempe, Arizona 85281.
This Agreement is for PSPC to conduct a City -wide compensation study and incorporates PSPC's February
2010 quotation by reference.
A. SCOPE OF THE PROJECT
Telephone or on -site planning meeting with the City's project team or study designee(s)
Organizational re- familiarization by review of job descriptions and organization charts
Review of any information detailing new, changed job classifications since 2007
Review of any additional details available on disciplines w /in City Service Worker
Confirmation or revision of the survey agencies and public employers for inclusion
Selection of 75 benchmark jobs to include in market survey (60% of total job count)
Solicitation of salary plan data from public employers in the City's employment area
Extraction of salary data from public employer salary plans, quality control follow up
Extraction of salary survey data from published salary surveys used in previous study
Calculation of external prevailing rates for each City benchmark job classification
Computation of the City's salary plan variance from the prevailing rates by benchmark job
Identification of appropriate pay bands for benchmark and linked non benchmark jobs
Calculation of fiscal impact, if any, by position and bargaining unit for new pay
Email or on -site review of draft salary survey update findings with HR Director, CM, ACM
Narrative report on study methodology, findings, recommendations by unit
Ongoing assistance and technical support for implementation at no cost for 1 year
Complementary additional benchmarks beyond the first 75 for one year after completion
B. CONTRACT TIME ESTIMATE
The City and PSPC will partner to complete the study by April 15, 2010.
C. CONTRACT COST ESTIMATE
We estimate that the total contract amount, including all fees for professional services and reimbursement
for out -of- pocket expenses, will not exceed $15,000. Additional services can be added for $150 per hour
or on -site visits and presentations for expenses, not to exceed $1,000 and only at the City's request.
D. CONTRACT BILLING AND PAYMENT
We do not require any advance payments, and will provide the City with monthly invoices for the
professional services provided and out -of- pocket expenses incurred during the month. We request that
the City pay the invoices within thirty (30) days of their receipt.
