Present were Mayor Jeff Krauss, Commissioner Cyndy Andrus, Commissioner Sean Becker, Commissioner Chris Mehl, Commissioner Carson Taylor, City Manager Chris Kukulski, Assistant City Manager Chuck Winn, Interim Planning Director Chris Saunders, City Attorney Greg Sullivan, Finance Director Anna Rosenberry and City Clerk Stacy Ulmen. Call to order Noon -1:30 p.m.-City Commission Meeting Room, City Hall, 121 North Rouse Mayor Krauss called the meeting to order at 12:02 p.m. 0:04:43 B. Pledge of Allegiance and Moment of Silence 0:05:20 C. Public Comment Mayor Krauss opened Public Comment. No person commented. Mayor Krauss closed Public Comment. 0:05:35 D. Round Table Discussion (Identifying potential future agenda items arising from prior City Commission Meetings). There were no areas identified for discussion. 0:05:43 E. Policy Discussion 0:05:49 1. Goal Setting Discussion (Kukulski) 0:05:52 Chris Kukulski, City Manager Mr. Kukulski stated that there are three items to be discussed today in looking at the 2010 -2011 Work Plan; setting the date for the Goal Setting Session, reviewing the draft work plan, and deciding if a facilitator should be present. Mr. Kukulski suggested February 22nd for the Goal Session. 0:10:01 Cr. Taylor Cr. Taylor stated that the 22nd is difficult for him because he teaches classes and spoke regarding his schedule. 0:11:07 Mayor Krauss Mayor Krauss suggested Tuesday, February 16th. 0:11:53 Cr. Taylor Cr. Taylor stated that the 16th works for him. 0:12:58 Mayor Krauss Mayor Krauss suggested starting the meeting at 2 p.m. on the 16th. 0:13:41 Cr. Becker Cr. Becker agreed to 2 p.m. 0:13:54 Mayor Krauss Mayor Krauss suggested 2 -10 p.m. 0:14:21 Mr. Kukulski Mr. Kukulski confirmed that the Goal Setting meeting date will be February 16, 2010 from 2 -10 p.m. 0:14:39 Mr. Kukulski Mr. Kukulski spoke regarding the Budget presentation calendar. Mr. Kukulski invited the Commission to the Budget presentations. 0:16:58 Anna Rosenberry, Finance Director Ms. Rosenberry stated that the Budget presentation calendar is a draft and a few of the dates and presentations times will be changing. 0:17:50 Mr. Kukulski Mr. Kukulski stated that last year the presentations were pushed off a month due to the explosion. He would like to have all of them done before spring break. 0:18:49 Ms. Rosenberry Ms. Rosenberry spoke regarding the availability of the Commission Room. 2 Linked Minutes of the Bozeman City Commission Policy Meeting, February 4, 2010 0:19:12 Mr. Kukulski Mr. Kukulski stated that there may need to be a change of location for the meeting on the 16th. 0:20:23 Cr. Mehl Cr. Mehl stated that he will try to make it to as many Budget presentations as he can. 0:20:47 Cr. Taylor Cr. Taylor stated that he wants to make sure that he can attend the Recreation Budget presentation. 0:21:05 Mr. Kukulski Mr. Kukulski stated that he will try to make sure that Recreation is not scheduled during Cr. Taylor's teaching schedule. 0:22:07 Mr. Kukulski Mr. Kukulski stated that March 12th will be rescheduled because he will not be here on that date. 0:22:55 Mr. Kukulski Mr. Kukulski stated that the Goals process is important because it assists in preparing the budget. 0:23:35 Cr. Mehl Cr. Mehl stated that he is meeting with the Gallatin National Forest Supervisor on the 22nd. 0:24:14 Cr. Mehl Cr. Mehl asked if information could be sent to him regarding the City's interaction with the Forest Service before the meeting on the 22nd. 0:24:30 Mr. Kukulski Mr. Kukulski stated that there is a Forestry plan. 0:24:51 Cr. Taylor Cr. Taylor stated that he would like to come to the Forestry meeting. 0:25:26 Cr. Becker Cr. Becker spoke regarding a prior lawsuit about the thinning. 0:25:46 Rick Hixson, City Engineer Mr. Hixson stated that the lawsuit was based on a thinning program. 3 Linked Minutes of the Bozeman City Commission Policy Meeting, February 4, 2010 0:26:00 Mr. Kukulski Mr. Kukulski stated that the City has developed a management plan. 0:26:19 Mr. Kukulski Mr. Kukulski stated that the CIP has been handed out. 0:26:40 Ms. Rosenberry Ms. Rosenberry stated that the document has been reprinted since December. 0:27:23 Mr. Kukulski Mr. Kukulski stated that the Charter stated that there should be an annual update to the CIP. It would be good to have the Goals done first to make sure that we don't have CIP items that are not consistent with the Goals. 0:28:18 Ms. Rosenberry Ms. Rosenberry stated that many of the items in the Goals are in the CIP as well. In the past we have adopted the CIP in parts. The difficult one is the General Fund. 0:29:37 Mayor Krauss Mayor Krauss stated that the General Fund should be done last. The Streets discussion will be big. 0:30:24 Mayor Krauss Mayor Krauss stated that we should have a clear idea of the responsibilities related to sidewalk repair and street maintenance fees. There should be some discussion regarding curbs and if they were thrown in, what would we need to charge a street maintenance district? 0:31:43 Ms. Rosenberry Ms. Rosenberry stated that the program is listed on the Goals. 0:32:00 Mayor Krauss Mayor Krauss stated that when looking at the Goals list, paying for infrastructure is a big area for him. Mayor Krauss spoke regarding Storm Water. 0:32:27 Mr. Kukulski Mr. Kukulski stated that storm water is on the goals list. 0:32:40 Ms. Rosenberry Ms. Rosenberry stated that the capital items that were identified in the storm water facility plan would appear in the CIP. There is not a current financial plan for this. 4 Linked Minutes of the Bozeman City Commission Policy Meeting, February 4, 2010 0:36:19 Mr. Kukulski Mr. Kukulski stated that many of the City's facility plans go out 20 years. 0:37:03 Mr. Kukulski Mr. Kukulski asked the Commission if they want to bring a list or name out items to include in the draft of the goals. Mr. Kukulski spoke regarding notifying the Commission of what is on each Department's plate and the need to look at items that fall under the new initiatives. 0:38:49 Mayor Krauss Mayor Krauss suggested that there be a white board to catalog ideas at the Goals session. We need to brainstorm ideas, see how they fit in and then identify priorities. 0:40:47 Mayor Krauss Mayor Krauss stated that the point of the 16th is to work together as an ensemble in order to play off of ideas of one another. 0:42:55 Mr. Kukulski Mr. Kukulski stated that the staff worked collectively on the draft goals but the key element of Commission input is missing in the document. 0:43:38 Mayor Krauss Mayor Krauss asked the Commission if they had any ideas that they wanted to share. 0:43:43 Cr. Mehl Cr. Mehl stated the gaming ordinance is one area. 0:43:51 Mr. Kukulski Mr. Kukulski stated that the gaming ordinance is on the list. There was a policy meeting regarding the item. It is listed under planning. 0:44:21 Mr. Mehl Mr. Mehl asked if the 2 year College was included. 0:44:28 Mr. Kukulski Mr. Kukulski stated that it is not on the list. 0:44:52 Cr. Mehl Cr. Mehl spoke regarding downtown parking. 5 Linked Minutes of the Bozeman City Commission Policy Meeting, February 4, 2010 0:45:06 Chris Saunders, Acting Planning Director Mr. Saunders stated that there is some parking items listed under Planning. 0:45:17 Mr. Kukulski Mr. Kukulski spoke regarding the implementation of the Downtown Plan. 0:46:42 Cr. Taylor Cr. Taylor spoke regarding a water conservation plan. He would like to see this. Cr. Taylor suggested other forms of climate control issues. He spoke regarding the Story Mansion. 0:47:46 Cr. Taylor Cr. Taylor spoke regarding the historic structure update. 0:47:55 Mr. Saunders Mr. Saunders explained that the last inventory was completed in 1984. 0:48:00 Cr. Taylor Cr. Taylor spoke regarding park figuring out ways to have parks across the City to have larger places around. 0:48:52 Cr. Taylor Cr. Taylor would like to see a City wide plan of parks. 0:49:08 Cr. Taylor Cr. Taylor suggested Bozeman Creek be added and how to better integrate the Community Plan. 0:50:16 Mr. Kukulski Mr. Kukulski asked the Cr. Taylor define which part of Bozeman Creek that he wants addressed. 0:50:31 Cr. Taylor Cr. Taylor stated the Bogert Park Section, downtown and the cleanliness. 0:50:44 Cr. Taylor Cr. Taylor spoke regarding the storm water. 0:51:33 Mr. Dingman Mr. Dingman stated that there has been public discussion regarding improving the Bozeman Creek through Bogert Park by making it more of an aesthetic amenity. 6 Linked Minutes of the Bozeman City Commission Policy Meeting, February 4, 2010 0:52:55 Cr. Andrus Cr. Andrus spoke regarding the need to help new businesses and when businesses grow be less encumbered by the planning process. 0:53:27 Mr. Kukulski Mr. Kukulski spoke regarding how this item is addressed in the goals. 0:54:10 Mayor Krauss Mayor Krauss explained deviations. These are located in entry way corridors and historical areas. 0:55:31 Mayor Krauss Mayor Krauss spoke regarding developing a priority developed strategy. 0:57:12 Cr. Becker Cr. Becker spoke regarding sourcing the priorities within planning documents. 0:58:06 Mr. Kukulski Mr. Kukulski stated that he wants to Commission to put a stop to something that they don't want staff to continue. 0:58:56 Cr. Becker Cr. Becker suggested that staff go back and look at the plans that have been adopted and look at the top priorities and bring them back to the Commission on the 16th in order to determine if they will continue to be priorities of not. 0:59:35 Cr. Becker Cr. Becker spoke regarding a Parks Maintenance District. He would like to see this on the list. 0:59:59 Cr. Becker Cr. Becker wondered if they Police Chief and the Planning Director positions should be addressed in the goals. 1:00:06 Mr. Kukulski Mr. Kukulski showed the area where the Parks Maintenance District was addressed. 1:00:43 Cr. Becker Cr. Becker spoke about the possibility of consolidating all of the South 8th Improvements. 7 a Linked Minutes of the Bozeman City Commission Policy Meeting, February 4, 2010 1:02:01 Mayor Krauss Mayor Krauss stated that deferred maintenance needs addressed. The downtown plan needs addressed including B -3 Zoning and Impact fees, parks, parking and making Mendenhall into a two way street. The federal funds for the blast and changes in employment and contract policies. 1:07:45 Mayor Krauss Mayor Krauss spoke regarding North 7th and items that need to be addressed. Need to look at participation in the Gallatin Solid Waste District. Need to pay better attention to this. 1:09:27 Cr. Taylor Cr. Taylor spoke regarding relationships with MSU. 1:09:48 Mr. Kukulski Mr. Kukulski spoke regarding an upcoming meeting with the new president at MSU. 1:10:34 Mayor Krauss Mayor Krauss suggested that the Community Alcohol Coalition be invited to the meeting. 1:11:35 Brit Fontenot, Assistant to the City Manager Mr. Fontenot spoke regarding other relationships and community projects. 1:12:15 Mayor Krauss Mayor Krauss suggested adding discussions about subdivisions that are not seeing any activity right now. We need to figure out the reasons why the lots are not saleable, maybe looking into a way to make them so. 1:14:40 Mr. Kukulski Mr. Kukulski spoke regarding looking into expiring plats and look at processes to assist. 1:16:10 Mr. Kukulski Mr. Kukulski spoke regarding a policy discussion possibly amending the UDO when there are no other choices. 1:17:33 Cr. Taylor Cr. Taylor spoke regarding the court. 1:17:55 Cr. Becker Cr. Becker spoke regarding this year's ballot measure. 8 Linked Minutes of the Bozeman City Commission Policy Meeting, February 4, 2010 1:18:09 Mr. Sullivan Mr. Sullivan stated that the ballot language will be drafted and approved by the Commission. It will need to be sent to the Elections Department after the primary election. 1:18:33 Mayor Krauss Mayor Krauss suggested that there be a policy meeting to see if they want to put anything else on the ballot. Look at housekeeping items that need to be done. 1:19:04 Cr. Becker Cr. Becker spoke regarding the changes to the Charter. 1:19:14 Mayor Krauss Mayor Krauss stated that the undetermined contract time for the City Manager is one area that was discussed. 1:20:32 Mr. Kukulski Mr. Kukulski stated that he will add all of the items that the Commission added to the goals. 1:22:22 Mr. Kukulski Mr. Kukulski asked what process the Commission would like including the need for a facilitator. 1:22:35 Mayor Krauss Cr. Krauss spoke regarding using a white board and identifying the sources of funding. 1:23:13 Cr. Andrus Cr. Andrus wondered if a facilitator has been used before. 1:23:21 Mayor Krauss Cr. Krauss stated that they have had marginal success with facilitators. 1:23:46 Cr. Taylor Cr. Taylor suggested trying to do this without a facilitator. We need to be disciplined to be on task. 1:25:12 Cr. Becker Cr. Becker suggested not having a facilitator. 1:26:22 Cr. Andrus Cr. Andrus agreed to not have a facilitator. 9 Linked Minutes of the Bozeman City Commission Policy Meeting, February 4, 2010 1:28:27 Mr. Hixson Mr. Hixson asked if there will be a Consent agenda at the meeting. 1:28:27 Mayor Krauss Mayor Krauss stated no. 1:28:43 Ms. Rosenberry Ms. Rosenberry stated that she has a revised bond resolution that needs to be approved. 1:29:18 Mr. Kukulski Mr. Kukulski stated that he is nervous about bumping the bond issue another week. 1:30:13 Mayor Krauss Mayor Krauss stated that the item will need to be added to the meeting. We need to make sure that the facility for the Goals session is comfortable and user friendly. 1:33:31 G.
