LINKED MINUTES OF THE MEETING OF THE CITY COMMISSION
BOZEMAN, MONTANA
January 4, 2010
The Commission of the City of Bozeman met in the Commission Room, City Hall at 121 North
Rouse on Monday, January 4, 2010. Present were (Deputy) Mayor Jeff Krauss, Commissioner
(Elect) Chris Mehl, Commissioner (Elect) Carson Taylor and Commissioners Eric Bryson and
Jeff Rupp, City Manager Chris Kukulski, Assistant City Manager Chuck Winn, City Attorney
Greg Sullivan and City Clerk Stacy Ulmen.

0:14:53 A. Call to Order (Special Meeting of Old Commission)
Deputy Mayor Krauss called the Meeting to order at 6:37 p.m.
0:15:08 B. Farewell from Prior Commission Members

Deputy Mayor Krauss announced that he is acting in his capacity as Deputy Mayor and that
Mayor Kaaren Jacobson and Mayor Elect Sean Becker are absent.

Cr. Rupp stated that this has been one of the highest priorities of his life. He recognized the staff
of the City of Bozeman. He wished the new Commissioners well. He stated that Cr. Bryson will
be missed and wished him well in his new career. He spoke regarding his appreciation of his
friendship with Deputy Mayor Krauss. He thanked his family for their support. It has been an
honor to work for the citizens of Bozeman.

Cr. Bryson stated that he is thankful for both Deputy Mayor Krauss and Cr. Rupp for their
dedication to the community. The citizens are well served. Cr. Bryson stated that next week,
there will be a vacancy on the Commission.

Deputy Mayor Krauss stated that this is the 3rd Commission that he has been on. This is the one
that he is most reluctant to see go. He stated that he has made a good friend with Cr. Jeff Rupp

and spoke regarding their friendship. He then handed a vintage picture of a parade on Main
Street to Cr. Rupp.

Deputy Mayor Krauss then closed the meeting and declared a short break.

Mayor Krauss called the regular meeting to order at 7 p.m.

Mayor Krauss opened public comment.
No person commented.

0:40:44 1. Swearing in Ceremony for Mayor Jeff Krauss and new City Commissioners
Chris Mehl and Carson Taylor (Ulmen)

Ms. Ulmen opened the special presentation by announcing that she will be administering the
Oaths to Mayor Jeff Krauss and newly elected City Commissioners Chris Mehl and Carson
Taylor.

Ms. Ulmen invited Cr. Taylor to the podium and then administered the Oath.

Cr. Taylor raised his right hand and stated the Oath of Office.

Ms. Ulmen then presented Cr. Taylor with a copy of the Certificate of Election and a copy of the
Oath.

Ms. Ulmen invited Cr. Mehl to the podium and then administered the Oath.

Cr. Mehl raised his right hand and stated the Oath of Office.

Ms. Ulmen then presented Cr. Mehl with a copy of the Certificate of Election and a copy of the
Oath.

Ms. Ulmen invited Mayor Jeff Krauss to the podium and then administered the Oath.

Mayor Krauss raised his right hand and stated the Oath of Office.

Ms. Ulmen stated that Mayor Krauss received his Certificate of Election when he was elected as
Mayor 2 years ago. She then handed him a copy of the Oath.

Cr. Taylor stated that he is happy to be in the position and is grateful for the support that he has
had. He recognizes that he represents all of the citizens of Bozeman. He is going to do the best
job that he can. He announced his email address.

Cr. Mehl stated that it is an honor to be sworn in. He looks forward to serving all of Bozeman
over the next 4 years. He thanked his wife for her support. He spoke regarding the great things
that encompass Bozeman.

Mayor Krauss thanked everyone for coming out tonight. He thanked his wife, family and friends.
He spoke regarding coming through a difficult year for the City. He spoke regarding the current
economic times. He spoke regarding making Bozeman the most business friendly community.
0:55:27 2. Senior Non Commissioned Officer (NCO) of the Year Award for the
Montana Air National Guard (Colonel Ken Switzer, Command Chief Master Sergeant
Mitchell Brush and Chief Master Sergeant Scott Pastian)

Colonel Switzer congratulated the Commission on their new term. He stated that he is the Vice
Chief of the Joint Staff of the Montana National Guard. He then introduced Chief Master
Sergeant Mitchell Brush, Chief Master Sergeant Scott Pastian and Master Sergeant and Bozeman
Employee Brendan Steele whom is being honored this evening. He spoke regarding the National
Guard providing support including Bozeman's time of need during the explosion last March. He
spoke regarding where soldiers are deployed that includes around 15 countries. They want to
honor Mr. Steele as the Senior Non Commissioned Officer (NCO) of the Year for the Montana
Air National Guard. This is a high honor within the Montana National Guard.

0:58:08 Command Chief Master Sergeant Mitchell Brush
Sergeant Brush spoke regarding the national guardsman's schedules. He spoke regarding what a
guardsman must balance.
0:59:41 Chief Master Sergeant Scott Pastian
Sergeant Pastian stated that he is Mr. Steele's immediate supervisor in the guard. Mr. Steele
manages the IS in Helena which is much like what he does for the City. He spoke regarding his
appreciation of support from Mr. Steele's family.
1:00:43 Colonel Switzer
Mr. Switzer asked the audience to stand and then read the citation for award to Brendan Steele.
He spoke regarding Mr. Steele's Information Management craftsmanship contribution to the
National Guard and that he is an outstanding professional.

Mayor Krauss stated that he appreciates the National Guard coming tonight and told Mr. Steele
that the City of Bozeman appreciates his service as well.

1:03:11 1. Authorize the Absence of Cr. Becker.
1:03:21 Motion and Vote to authorize the absence of Cr. Sean Becker as an excused
absence.
It was moved by Cr. Mehl, seconded by Cr. Taylor to authorize the absence of Cr. Sean
Becker as an excused absence.
Those voting Aye being Crs. Mehl, Taylor, Bryson and Mayor Krauss.
Those voting No being none.
The motion passed 4 -0.

Thursday, January 21, 2010 (Ulmen)

It was moved by Cr.Taylor, seconded by Cr. Bryson to Cancel Policy Meeting for January
7, 2010 and Reschedule to Thursday, January 21, 2010.
Those voting Aye being Crs. Taylor, Bryson, Mehl and Mayor Krauss.
Those voting No being none.
