SUBJECT: Professional Services Agreement for Pay Study Update
MEETING DATE: March 22, 2010

RECOMMENDATION: Authorize City Manager to sign professional services agreement
with Public Sector Personnel Consultants (PSPC) to update the City's 2007 pay study.
BACKGROUND: In 2007 we contracted with PSPC to conduct a pay study for City of
Bozeman. This study used salary and pay information from 14 comparator cities to determine
market pay data for most of the City's positions. It was noted at the time that information from
the study would be valid for about 3 years as the economy and employee market factors change
with time. We had anticipated updating the original study in 2010.
After following the City's Purchasing Policy and receiving multiple quotes, PSPC submitted the
lowest cost bid.
FISCAL EFFECTS: The professional services agreement provides all the requested services
will be provided for a cost not to exceed $15,000 which is less than the $19,000 approved FY10
budget.
ALTERNATIVES: As suggested by the City Commission.
