Increment Finance (IDB/TIF)
MEETING DATE: March 8, 2010 MEETING TYPE: Action
RECOMMENDATION: Confirm the Mayoral appointment of one new voting member to the
IDB-TIF Board.
BACKGROUND: Voting member Thail Davis recently resigned from this board. The board
would like to recommend the appointment of Bob Hietala to this voting position with a term
expiration of June 30, 2012. See attached letter. There are also two non-voting vacancies on this
board.
The Downtown Bozeman Improvement District Board (IDB/TIF) was created under the Urban Renewal Plan, which was adopted by the Commission under Ordinance No. 1409 on
November 20, 1995.
The IDB Board is comprised of five voting members who shall have a demonstrated
interest in downtown Bozeman, and two non-voting members. The Mayor shall appoint the
members, with the advice and consent of the City Commission. In accordance with Section 7-15-4234, M.C.A., members shall serve staggered four-year terms. The voting members shall be
residents of the city, and a majority of the voting members shall not hold any other public office
under the municipality.
Non-voting members must possess a demonstrated interest in downtown Bozeman and
may represent a specified list of organizations which include, but are not limited to, the Parking Commission, Chamber of Commerce, MSU/Museum of the Rockies, Gallatin Development
Corporation, Bozeman School District, City of Bozeman, Gallatin County and the Downtown
Bozeman Association. Non-voting members need not be city residents. This Board is
administrative.
The IDB/TIF currently has one voting vacancy and one applicant as well as two non-voting
vacancies.

Re: Downtown TIF Board Appointment
RECOMMENDATION: The Downtown TIF Board would like to recommend that Bob Hietala
be appointed to the voting position recently vacated by Thail Davis. BACKGROUND: Mr. Hietala currently serves as the director of the MSU College of
Technology. Mr. Hietala also serves on the Prospera Business Network Board of Directors. The
1995 Urban Renewal Plan, which established the Tax Increment District, recommends having
representatives on the board from both MSU and the Gallatin Development Corporation (now Prospera).
The Downtown Tax Increment Finance (TIF) Board consists of 5 voting members and 2 non-
voting members. Historically, newly appointed members have been designated as non-voting
members to give them ample time to understand the purpose and function of the TIF board, the Urban Renewal Plan, and its associated projects.
Considering that the board currently does not have any non-voting members to fill this voting
seat and Mr. Hietala’s extensive economic development experience, the board requests that Mr.
Hietala be appointed to the vacant voting position. EFFECTS: This action would ensure the TIF Board maintains the statutorily
required number of voting members (5). As a result of this action, the TIF Board would have
two non-voting vacancies. New applicants for the vacant non-voting seats will be available for
your consideration for appointment in the coming months. ALTERNATIVES: As suggested by the Mayor or City Commissioners
