BACKGROUND: This board currently has two vacancies for a historic district representative, one vacancy for a Main Street representative, and one vacancy for an at-large representative. Two new applicants have applied and qualify as at-large representatives. The Historic Preservation Advisory Board discussed the applicants and available positions at length during their meeting on February 25, 2010. They recommend the Commission adjust the representative position of current member Ryan Olson from at-large to Main Street representative. Mr. Olson owns Tarantino’s Pizza on Main Street. This would free up a second at-large representative position, allowing both new applicants to serve on the board in this capacity. The board also expressed strong support for the appointment of Dale Martin. No further comment was made on Tom Noble’s application. The Bozeman Historic Preservation Advisory Board was created under Chapter 2.80 of the Bozeman Municipal Code. This chapter is designed as a measure to establish a local historic preservation program designed to promote the preservation of historic and prehistoric sites, structures, objects, buildings, and historic districts by addressing historic preservation issues at the local level and integrating them into local, state, and federal planning and decision-making processes. The historic preservation program includes identification, evaluation, and protection of historic resources within the city (Ordinance No. 1180, Section 2, 1985). The Bozeman Historic Preservation Advisory Board shall serve in an advisory capacity to the City Commission, City-County Planning Board, Zoning Commission, and other staff members or 207 boards seeking advice on historic preservation issues (Ordinance No. 1454, Section 2, 1998; Ordinance No. 1180, Section 3, 1985). Members are appointed to staggered two-year terms. It is to be comprised of up to fifteen members: (1) Three or four professional members with professional expertise in the disciplines of history, planning, archaeology, architecture, architecture history, historic archaeology, or other history preservation-related disciplines, such as cultural geography or cultural anthropology, provided, however, that at least one member shall be an architect holding Montana or NCARB registration; (2) Two to four members from historic districts; (3) One member from the Main Street commercial district, who "shall operate a business or own property in the neighborhood described as Main Street"; (4) Four to six at-large representatives. Residence within the City shall not be a prerequisite for professional members or at-large representatives. This board is considered advisory, although it is generally responsible for overseeing the operation of the Historic Preservation Office. This board currently has four vacancies and two applicants.
