SUBJECT: Selection of the City of Bozeman Specialty License Plate
MEETING DATE: February 8, 2010

RECOMMENDATION: If the Commission finds that one of the designs presented
represents the spirit of the City of Bozeman, consider a motion
and vote selecting one of the three designs as the City of
Bozeman Specialty License Plate;
OR
Direct staff to continue to seek additional designs for
Commission consideration as the City of Bozeman specialty
license plate.
BACKGROUND:
On July 20, 2009, by a vote of 5-0 on the Consent agenda, the City Commission
authorized the City Manager to sign and submit an application for a specialty license plate on
behalf of the City of Bozeman. For your convenience I have included, as Attachment 1, the
packet material and minutes related to this Commission decision.
On August 31, 2009 the Commission, by a vote of 5 – 0, 1) established the City of
Bozeman's specialty license plate renewal/donation fee amount at $25; 2) approved the proposed
two tiered design selection process; 3) approved the proposed timeline culminating in a July
2010 issuance of City of Bozeman's specialty license plate; 4) allocated $20 of the
renewal/donation fee to a parks and recreation fund; and 5) defined the use of the parks and
recreation fund for being for the purchase of “tangible assets” in parks for the use of the public.
During discussions of the $5 allocation to the Emerson Cultural Center’s Schools in the
Gallery Children’s Art Program, the Commission requested that these details be worked out in

the MOU and decided not to place language specific to the Emerson Cultural Center or the
Schools in the Gallery Children’s Art Program in the motion thus providing the City with the
widest range of flexibility. For your convenience I have included, as Attachment 2, the packet
material and minutes related to this Commission decision.
The August 31, 2009 Commission action established the following project timeline:
1) October, 2009 – Issue a call for artists to submit designs for Bozeman’s specialty
license plate;
2) December, 2009 – Committee juries the entries and selects the top three (3);
3) January, 2010 – Bozeman City Commission selects one of the top three as the final
design;
4) January/February, 2010 – Market and advertise the final design;
5) March 1, 2010 – Submit the application fee ($4,000.00) and final design proposal
6) April 30, 2010 – Secure all DOJ departmental approvals; and
7) July, 2010 – Bozeman’s specialty plate is released to counties for sale to the public.
Design Selection Process:
In August, 2009 the City of Bozeman partnered with the Emerson Cultural Center, a leader in the
Bozeman art community, to establish and manage a design contest for a City of Bozeman
specialty license plate. In an effort to reach out to the community about this contest, no fewer
than three public service announcement were delivered about the project and design contest.
Tonight’s meeting is the second public hearing on this issue and the application was before the
Commission on the Consent agenda in July 2009. Additionally, the City and the Emerson
promoted the contest through flyers, e-mail networks, google-groups and a slide on Bresnan
Cable Ch. 20. Finally, the Bozeman Daily Chronicle has printed at least two articles in the past
six months on the subject of the City of Bozeman seeking to create a specialty license plate.
A total of eight designs were received by the Emerson Cultural Center and that number was
narrowed down to three by City and Emerson staffs.
If one is selected, the City is awarding the artist of the final City of Bozeman specialty license
plate design $500 Downtown Dollars.

Downtown and Mountains* – Mark Miller (Attachments 4 and 5)
*There are two attachments depicting Downtown and Mountains. Attachment 4 omits the state
name and plate numbers but shows the true colors of the art and Attachment 5 overlays the state
and plate numbers in relation to the artwork but is an opaque overlay and does not show the true
colors of the original artwork.

UNRESOLVED ISSUE: A Memorandum of Understanding (MOU) between the City and
the Emerson Cultural Center specifying and detailing the manner in which the license plate
revenues are allocated must be drafted by Staff and approved by the Commission. Staff
anticipates this MOU will be prepared for Commission review prior to release of the plates for
sale to the public in July, 2010.
FISCAL EFFECTS: The specialty license plate application fee is $4,000. The deadline
for submittal of all fees and materials is March 1, 2010 for a July, 2010 specialty plate release.
The $4,000 application fee and $2,000 plate design and/or advertising costs are included in the
FY10 City Manager’s Recommended Budget. The City intends to recoup application, design
and marketing costs, estimated to be approximately $6,000, prior to the allocation of funds for
the purchase of “tangible assets” in City parks or directing funds to the Emerson Cultural
Center’s Schools in the Gallery Children’s Art Program or any other project or program.
