Monday, February 22 from the early afternoon to 10 pm is one consideration 2) Review the draft Work Plan and ADD anything you believe should be considered as potential goals. 3) Decide if you want a facilitator to help us in the process or do we do it in-house? BACKGROUND: The attached draft Work Plan was developed over the past six weeks by your staff. This list is only meant to be a starting point; each Commissioner's ideas need to be added. If on Thursday, we could leave the work session knowing each of the items you would add to the list,we will then write a brief summary of each item so that we could hit the ground running at the actual goal setting session. By clearly identifying our goals for the upcoming two year period, you and your staff can remain focused on accomplishing these tasks for the benefit of the community. I am suggesting we set them for the next two years, with the understanding that next January we would review the list, eliminate each item that has been accomplished and add whatever-items you would see fit then. I'm suggesting two years since that is the time period that the five of you will be working together as a Commission. FISCAL EFFECTS: Unknown ALTERNATIVES: As suggested by the City Commission. Attachments: 2010- 2011 DRAFT Mork Plan Report compiled on: February 3,2010 City of Bozeman 2010 - 2011 Work Ilan Draft for Commission Discussion City Commission New initiatives • Adopt an ordinance requiring drivers to use hands-free devices while using their cellular phones • Develop a "Form Based" UDO • Streamline the development review process • Regulate the location of medical marijuana dispensaries • Renewal of Downtown BID • Comprehensive analysis of alley way issue throughout the city • Provide Commission options to better address storm water management • Adopt a Social Host Ordinance • Updates to Smoking Ordinance (smoking outside at places of employment ) • Become Montana's most business friendly environment • Develop action plan to measure our success • Analysis of our various regulations • Resolve lighting district issues (old, non-existing contracts with NorthWestern Energy) • Create a police impact fee • Comprehensive review of City water rights issues • Engage the County in adopting a new inter-local planning agreement • Legislative Issues; • Local option tax - 100% for property tax relief • Document retention c. Reform DUI laws Ongoing Priorities City Manager's Office • Complete the recruitment and selection of a new Police Chief and Planning and Community Development Director and integrate into the leadership team • Update the Americans with Disabilities Act1992 Transition Plan • Complete RFP and possibly budget for Professional Services Agreement • Develop Compliance Plan • Identify future options and strategy for Mandeville Faun • sell it at market to developer • sell it "under market" to employers • Retain approximately -1 5 acres • Utilize federal appropriations to maximize blast site redevelopment this construction season • Complete the recruitment and selection of the economic development position • Complete an in depth analysis of the criminal justice process including law enforcement, the prosecution and public defender offices and the city`s two municipal courts Police Department • Participate in County Master Plan process to identify future police and court facility at Law and Justice Center • Create a traffic division • Complete implementation of electronic ticketing and reporting system to include police, records, prosecution and municipal courts • Build and improve community/ PD relations through the development and implementation of new programs consistent with community policing • Recruit, hire and train a full staff of officers who exemplify the departments code of conduct and oath of office. Fire Department • Request ISO re-rating analysis • Conduct audit of fees for Building Division and Fire Inspection Services Public Services Department • Manage Water Reclamation Facility expansion ($54M) - anticipated completion of Phase I is October 2012 • Identify funding for, and install energy recovery system at the WRF • Involve Commission in critical decisions regarding Sourdough/Mystic Lake Dam o Adoption of Development Plan • Complete Forest Management Plan and present to Commission. • Complete design and award construction bid for the new Water Treatment Plant ($40.7M, April 2011) • Expand the annual curbs and sidewalks replacement program (number of blocks per construction season) • Complete Vehicle Maintenance/HRDC facility on time and within budget • Complete shops complex remodel within budget • Develop and implement a long tenn plan to manage the Bozeman Solvent Site • Identify areas of the current Backflow Protection Ordinance that are not/cannot be enforced • Complete the design for College Street from 1 Ith to Main Street Will require an SID or other funding for 40% of the cost • Develop and present solid waste/recycling rate model Parks, Recreation & Cemetery Department • Complete Bogert Pool projects funded in CIP - Replacement of filter system and ADA chairlift (FYI 0-11). • Complete Swim Center projects funded in CIP - Replacement of Natatorium Lighting (FY 10-11) • Complete analysis of a Parks Maintenance District or other sources of funding for maintenance - MSU intern • Complete CTEP College/Huffine Pathway project • Identify future CTEP projects • Complete facility and special event insurance policy • Complete Cemetery Master Plan. Finance Department • Update water & sewer rate studies for FY I I- FY 15 • Develop direct and indirect cost allocations/charges for all City grants • Update of existing Impact Fee Studies • Successful financing of WRF project • Successful financing of WTP project • Complete Community Climate Action Plan • Update Municipal Climate Action Plan • Develop full Sustainability Plan City Attorney Office • Develop a program to track criminal case data regarding the number of convictions, pleas, and acquittals for each charge • Complete code codification and publish to the web • Close out CALA - receive full reimbursement from Pacific • Abate Bridger View Trailer Park and Story Mill nuisances • Clarify liability coverage for boards • Implement a City-wide liability insurance program for events and venues • Amend ordinances related to the N7, URB powers and review other URB/TIF boards for codification • Work with Ethics Board RE: Changes to Code of Ethics for Conflict of Interests • Rewrite Title 2, BMC - Organizational Structure • Amend Commission Rules of Procedure Planning & Community Development Department • Rewrite Sign Code • Amend Casino Ordinance • Complete Impact Fee Study Updates (water, sewer, streets, fire) • Amend UDO to address the timing of installation of sidewalks and address improvement warranties • Amend UDO to permit administrative approval of deviations • Develop Nuisance/Property Maintenance Ordinance • Implement Downtown Bozeman Improvement Plan • Street configurations • Streetscape issues • Density • Review and update for the Downtown Parking SID/Cash-in-lieu program • Update the Historic Structures Inventory • Update the fee schedule for the Planning Department • Implement TIF District plans Human Resources Director • Complete rewrite of the Employee Handbook • Analysis of health insurance in base continuation for retirement purposes • Complete reorganization of HR department to include employee recruitment and selection, benefits, payroll and training o Develop employee training program for all mandated training Library • Continue to work with the City on South Wallace Avenue development/ Library interface • Complete master plan for Library grounds • Resolve pedestrian access/parking concerns such as snow removal at the Library • Complete Library staffing study to detennine future needs related to expanded library hours, technology, and maintenance needs • Host Montana Library Association Conference in April 2010 IT Director • Create a City-wide policy for preserving documents for litigation and electronic discovery • Continue developing the web site to provide information to the public. • Develop and implement appropriate internet sites to inform, educate and involve the community
