SUBJECT: Commission Resolution No. 4238 – Ratifying the Director of Planning and Community
Development as the Environmental Certifying Official for Garden City CHDO’s HOME
Grant Application for the Dorothy Eck House on Farmhouse Lane.

RECOMMENDATION: That the City Commission adopt Resolution No. 4238 ratifying the Director of
Planning and Community Development as the Environmental Certifying Official for Garden City CHDO’s
HOME Grant Application for the Dorothy Eck House on Farmhouse Lane.
BACKGROUND: The Dorothy Eck House is a 4 unit studio apartment complex that has been constructed as
part of Western Montana Mental Health’s Hope House campus development on Farmhouse Lane. This building
provides supportive housing for persons with mental illness. Western Montana Mental Health, (dba Garden City
Community Housing and Development Organization (CHDO) for this project), has applied for Federal funds
through the Montana Department of Commerce’s HOME Investment Partnerships Program for acquisition of
this building.
As noted in the attached correspondence of January 22, 2009, the Director of Planning and Community
Development had previously agreed to perform the environmental review for the project if the funds were
awarded and had been completing the necessary paperwork in these regards. The State, as part of its
requirements prior to the actual release of the funds for the project, is requiring a formal resolution ratifying
(designating) authority to the Director of Planning and Community Development to perform this role on the
project. The attached resolution accomplishes this task.
FISCAL EFFECTS: Fiscal impacts are undetermined at this time.

COMMISSION RESOLUTION NO. 4238
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA,
DESIGNATING THE DIRECTOR OF PLANNING AND COMMUNITY DEVELOPMENT AS THE
ENVIRONMENTAL CERTIFYING OFFICIAL FOR GARDEN CITY CHDO’S HOME GRANT
APPLICATION FOR THE DOROTHY ECK HOUSE ON FARMHOUSE LANE
WHEREAS, in 2009 Garden City Community Housing and Development Organization (CHDO)
applied for Federal funds through the Montana Department of Commerce’s HOME Investment Partnerships
Program for acquisition of a 4-plex of permanent supportive housing for persons with mental illness on
Farmhouse Lane to be known as the Dorothy Eck House.
WHEREAS, all necessary funding has been received to permit the project to go forward; and
WHEREAS, an Environmental Certifying Official may be designated by formal resolution.
NOW, THEREFORE, BE IT RESOLVED that:
The Director of Planning and Community Development for the City of Bozeman is designated as the
Environmental Certifying Official to produce an Environmental Review Record and the City Commission
ratifies the Director of Planning and Community Development as being authorized to certify the Environmental
Review Record for the Dorothy Eck House; and
Garden City CHDO will ensure that it and all of its contractors or agents shall conduct all program matters in a
non-discriminatory matter such that all persons regardless of race, gender, age, disability, or other protected
class shall be treated equally and further each shall comply with the policies and procedures known as the 2009
Garden City CHDO HOME Grant SG300100-15 Management Plan, approved by the Montana Department of
Commerce HOME Investment Partnerships Program.
BE IT FURTHER RESOLVED that the above designation shall become effective on February 1, 2010.
