RECOMMENDATION: Adopt resolution 4237 formalizing the previously established Park
Improvement Grant Program and give the City Manager the authority to adopt rules for
application and award of Park Improvement Grant funds as budgeted by the City Commission.
BACKGROUND: In 1999, the City established the Park Improvement Grant Program. The
purpose of this program is to assist citizens in their efforts to improve facilities and infrastructure
within Bozeman City parks and has resulted in the completion of many improvements to City
parkland that would have otherwise been delayed or gone unfunded. The grants can be used for
a wide range of improvements in any City-owned park and may include, but are not limited to,
landscaping, irrigation, trails, benches, play equipment, sports fields, general accessibility and
development of a park master plan.
The Park Improvement Grant process consists of a comprehensive application, review by the
Parks and Cemetery Superintendant with assistance from the Recreation and Parks Advisory
Board resulting in funding recommendations being forwarded to the Director of Parks and
Recreation. The Director has the final funding decision making authority. Grants are usually
made on a 50/50 cost share basis although some applicants contribute more. All expenditures
are required to comply with the City Purchasing Policy and are reviewed by the Director for
compliance and accuracy. A full description of the program, submittal requirements,
instructions and application materials are available on the City's website www.bozeman.net.
The purpose of this resolution is to formalize the Park Improvement Grant program by clearly
defining roles and responsibilities of the applicants, Recreation and Parks Advisory Board, and
City staff as they relate to the program.
FISCAL EFFECTS: The program is funded by general fund. Budgeted amounts differ from
year to year depending on available funding. Program allocations have ranged from $75,000 to

$150,000 depending on the yearly budget priorities as established by the City Manager and
Commission.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, AUTHORIZING THE CITY MANAGER TO ADOPT AND ESTABLISH
PROCEDURES FOR THE APPLICATION AND AWARD OF BOZEMAN PARK
IMPROVEMENT GRANT FUNDS.
WHEREAS, The City Commission has previously established through the annual budget
process a City Parkland Improvement Grant program, and;
WHEREAS, These grant funds are intended to assist citizens in their efforts to improve
facilities and infrastructure within Bozeman City parks, and;
WHEREAS, These funds are to be used as matching funds for park improvements, and;
WHEREAS, These funded improvements are intended to add to the long-term benefit of
City Parks and the surrounding properties, and;
WHEREAS, The Recreation and Parks Advisory Board has been involved in supporting
and advising the Commission and Director of Parks and Recreation on grant applications, and;
WHEREAS, Many applications have been received and many park improvement
projects have been completed as a result of this program including improvements to the Adam
Bronken sports complex, numerous playground and local park improvements, climbing boulders
and trail enhancements, and many other improvements to parks infrastructure, and;
WHEREAS, The City desires to formalize the application and award process,
NOW THEREFORE BE IT RESOLVED,
i. That the City Manager is hereby authorized to establish procedures for the
administration and granting of monies annually budgeted by the City Commission
and, with input and advice from the Recreation and Parks Advisory Board through a
public solicitation process, to award grants under the Park Improvement Grant
program.
ii. That the City Manager is authorized to delegate this authority to the Director of Parks
and Recreation or their designee.

iii. That the City Manager or designee annually update the Commission during the
budget process on all grants awarded and all projects completed or in process during
the previous year.
PASSED AND APPROVED by the City Commission of the City of Bozeman, Montana, at a
regular session thereof on the 1st day of February, 2010.
