Kukulski, City Manager SUBJECT: Change in voting designation for a member on the Downtown Bozeman Improvement District Board/Tax Increment Finance (IDB/TIF) MEETING DATE: February 1, 2010 MEETING TYPE: Action RECOMMENDATION: Approve a Mayoral action changing the voting designation of TIF member Bill Stoddart from non-voting to voting. BACKGROUND: A voting member recently resigned from this board due to relocation. The board would like non-voting member Bill Stoddart to step into this open voting position which has an expiration date of June 30, 2010. The Downtown Bozeman Improvement District Board (IDB/TIF) was created under the Urban Renewal Plan, which was adopted by the Commission under Ordinance No. 1409 on November 20, 1995. The IDB Board is comprised of five voting members who shall have a demonstrated interest in downtown Bozeman, and two non-voting members. The Mayor shall appoint the members, with the advice and consent of the City Commission. In accordance with Section 7-15- 4234, M.C.A., members shall serve staggered four-year terms. The voting members shall be residents of the city, and a majority of the voting members shall not hold any other public office under the municipality. Non-voting members must possess a demonstrated interest in downtown Bozeman and may represent a specified list of organizations which include, but are not limited to, the Parking Commission, Chamber of Commerce, MSU/Museum of the Rockies, Gallatin Development Corporation, Bozeman School District, City of Bozeman, Gallatin County and the Downtown Bozeman Association. Non-voting members need not be city residents. This Board is administrative. The IDB/TIF currently has one vacancy and one applicant seeking a change in voting designation. Application contact information may be displayed on the City of Bozeman website. 250 6 January 2010 COMMISSION MEMORANDUM To: Mayor Krauss and City Commissioners From: Chris Naumann, Executive Director Re: Downtown TIF Board Appointment RECOMMENDATION: The Downtown TIF Board would like to recommend that Bill Stoddart be appointed to the voting position recently vacated by Peter Bertelsen. Bill Stoddart is currently a non-voting member and has been serving on the TIF Board for eight months. BACKGROUND: The Downtown Tax Increment Finance (TIF) Board consists of 5 voting members and 2 non-voting members. Historically, newly appointed members have been designated as non-voting members to give them ample time to understand the purpose and function of the TIF board, the Urban Renewal Plan, and its associated projects. In the past, as voting position have become available the board has recommended appointing a current non-voting member to fill the vacated voting position. In turn, this shifts the vacancy to a non-voting seat which can then be filled with a new board member. Then over time this process repeats itself. The TIF Board has found this process to work quite well. EFFECTS: This action would ensure the TIF Board maintains the statutorily required number of voting members (5). As a result of this action, the TIF Board would have two non-voting vacancies. New applicants for the vacant non-voting seats will be available for your consideration for appointment in the coming months.
