Box 1230 ·Bozeman, MT·59771 Minutes of the Recreation & Parks Advisory Board December 10, 2009 Present: Board: Bill Vandenbos, Sandy Dodge, Chris Guy, David Cook, Sue Henning, Julie Zichovich, Ada Montague, Bob Wade, Terry Baldus, Tanya Storm City: Chuck Winn, Ron Dingman, Thom White Minutes: Revisedminutes of the October 8 meeting and the minutes of the November 12 meeting were approved. Public Comment: No public comment was offered. Gallatin Valley Land Trust: Ada reported that GVLT is seeking a grant for their development of the Sourdough Trailhead. The board authorized Bill to write a letter of support on their behalf. Tree Selection Guide: The board unanimously approved the Tree Selection Guide that was produced by the Bozeman Tree Board and presented to RPAB at the November meeting. Bill will follow up. Park Improvement Grant Discussion: Thom reported that there is about $70,000 that has been granted but not spent. Some projects have stalled, some have been delayed, and some groups have disbanded or lost interest. He is instituting a policy that there will be no more grant money for these organizations until their outstanding projects are completed. The board discussed the Park Improvement Grant program. Thom is working on cleaning up old grants as well as refining the application and completion procedures. Additional awareness of and compliance spending authority was discussed, and it was emphasized that the city is ultimately in charge of awarding the park improvement grants and seeing them through to completion. Several board members expressed concern that the process remain as open and accessible as possible, and that the purchases of material and labor remain as local as is practical with good value for the taxpayer always a key consideration. A discussion of ethics was also undertaken with general agreement emerging that RPAB members who are a part of an application, either as members of a group or having a significant interest, should recuse themselves from the Park Improvement Grant subcommittee. Committee Reports: Subdivision Review - none Activities Committee - Bob Wade reported thaeb site (infobozeman.com) is Stuffing run was very successful. Mayor Jacobsen wasnot present Parks Division Report: Thom White (See below) Parks & Recreation Director Report: Ron Dingman reported that he is trying to work with planners to facilitate Park Improvement Grant projects. He recommended identifying permitting costs at the front end of the Park Improvement Grants and including these costs in the award. On the personnel front, Ron announced that Carole Brennan has been hired as the new Recreation Superintendent. FYI Bill Vandenbos reminded board members of expiring terms and reapplication deadlines. Terry Baldus and Chris Guy will serve as the officer recruitment committee. They will report at the January meeting. Rod Dingman announced that the rental rates at Lindley center and Beall Park are reduced for nonprofits and organized neighborhood groups.
