RECOMMENDATION: Consider a motion recommending that the Transportation
Coordinating Committee formally adopt the updated Urban Fund Projects List as:
1. Sidewalks & Curbs, Willson Avenue and South Church Avenue
2. West College Street, West Main Street to South 19th Avenue
3. Kagy Boulevard, South 19th Avenue to Willson Avenue
4. South 8th Avenue, West Main Street to Cleveland Street
5. Highland Boulevard, East Main Street to Ellis Street to 5-lane, then Ellis
Street to Kagy Boulevard to 3-lane
6. West Oak Street, North 19th Avenue to North 15th Avenue, south side
7. *West Oak Street, North 19th Avenue to Fowler Avenue/Davis Lane
8. Baxter Lane, North 7th Avenue to North 19th Avenue
9. *Fowler Avenue, West Main Street to Valley Center Road
10. South Church Avenue, West Main Street to Kagy Boulevard
11. Frontage Road, North 7th Avenue to Springhill Road
*These projects would need to be added to the Urban Route System.
BACKGROUND: The City of Bozeman receives an annual allocation of state and federal
funds to use on designated “urban routes”. The Transportation Coordinating Committee (TCC)
must formally adopt the Urban Fund Projects List in order for projects to be eligible for the
funding. The TCC will consider the Commission’s recommendation at their January 27, 2010
meeting. The urban routes are:
· North 19th Avenue, Springhill Road to Main Street
· South 19th Avenue, Main Street to Stucky Road
· Oak Street, Rouse Avenue to North 7th Avenue
· South 11th Avenue, Mendenhall Street to Kagy Boulevard
· Durston Road/Peach Street, North 19th Avenue to Rouse Avenue
· South 8th Avenue, Main Street to College Street

· Mendenhall Street, Rouse Avenue to N. 11th Avenue
· North 7th Avenue, Main Street to Frontage Road
· Babcock Street, Rouse Avenue to N. 11th Avenue
· South 3rd Avenue, Kagy Boulevard to Goldenstein Lane
· College Street, Willson Street to Main Street
· Valley Center Road, North 19th Avenue to about Davis Lane
· Kagy Boulevard/Bozeman Trail Road, South 19th Avenue to Fort Ellis Road

Annual Allocation
In 2006, the Montana Department of Transportation combined the pavement management and
CMAQ air quality funds with urban funds to increase the overall Urban Highway Program.
Previously Bozeman received approximately $560,000 annually in Urban Route funding.
CMAQ funds were awarded on a competitive basis. As a result of the change in funding
allocation, we are now allocated approximately $1.2 million annually. The allocations are subject
to annual MDT Transportation Commission approval.
We “saved” our annual allocation since the completion of Oak Street for the South 19th Project,
and we anticipated going “in the hole” for several years in order to complete the project.
Fortunately, we were awarded a $5 million federal allocation for the project. This award,
combined with the annual increase in our allocation, should leave us with a little over $3 million
in federal fiscal year 2012. (October 2011 thru Sept 2012) (see attached Program Summary).
A list of the 2001 MACI, 2001 Urban Fund Projects List, and 2001 Bozeman Area
Transportation Plan Update Top Ten projects is attached. College Street and Kagy Avenue
improvements were on these lists and have been the two street projects listed on Commission
Resolutions in support of federal funding allocations for the past several years.
2007 Update of the Greater Bozeman Area Transportation Plan
The City Commission adopted this Plan on January 20, 2009. With the adoption of the Updated
Plan, the Transportation Coordinating Committee (TCC) must formally adopt the City’s Urban
Fund Projects List and forward that list to the Montana Department of Transportation (MDT).
The Department will use the List in determining the use of state and federal transportation funds.
The following are the Top Ten Major Improvement Projects identified in the 2007 Plan Update
(not listed in order of important to the community). Urban Routes are shown in bold:
1. North 19th Avenue, from I-90 to Springhill Road, Upgrade to 5-lane Urban arterial
2. Kagy Boulevard, S. 19th to Willson Avenue, upgrade to 3-lane urban arterial
3. Rouse Avenue, Main Street to Story Mill Road, upgrade to 3-lane urban arterial
4. College Street, Main Street to S. 19th, upgrade to 5-lane urban arterial
5. West Babcock Street, 11th Avenue to 19th Avenue, upgrade to 2-lane collector
6. Frontage Road, N. 7th to Belgrade, upgrade to 3-lane rural arterial (urban route from
7th to Springhill only)
7. East Belgrade Interchange, construct new interchange
8. Gallatin Road, Gallatin Gateway to Four Corners, upgrade to 3-lane rural arterial

9. Jackrabbit Lane, Four Corners to Frank Road, upgrade to 5-lane arterial
10. Highland Boulevard, Main Street to Kagy Boulevard, upgrade to 5-lane urban
arterial north of Ellis Street, upgrade to 3-lane urban arterial south of Ellis Street.
PROJECT BENEFITS: The adoption of an Urban Fund Projects List allows projects on the
list to be funded in whole or part by State and Federal funds.
FISCAL EFFECTS: The creation of an Urban Fund Projects List does not commit local funds
to any project. However, the List will be relied on when seeking funding for projects, and it is
considered by Staff when updating the CIP and in annual budget preparation.
ALTERNATIVES: As suggested by the City Commission.
