MEETING DATE: January 19, 2010 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to sign the award of bid to Watco Pools for construction of the Ultra-Violet disinfection system at the Bozeman Swim Center for $50,863.54. · Equipment and Installation $40,983.54 · Extended warranty $5,000.00 · 2 year maintenance contract $4,880.00 · Total $50,863.54 BACKGROUND: An Ultra Violet filtration system uses certain light waves of light to kill off bacteria and viruses. The pool water is run through a chamber in which the water is exposed to the light waves. At a certain level of light intensity, and at an appropriate flow rate of the water, the exposure time of the water in the unit will kill off the water born vectors. The Ultra Violet (UV) filtration system is used in indoor swimming pools to accomplish two purposes. The first is to increase the amount of disinfection of the water without having to increase the amount of chemicals in the pool. This disinfection has been very effective against viruses and bacterial out-breaks. Neither has been experience at the Swim Center, so this system is a proactive approach that will bring our pool up to the current treatment practices. The second benefit of a UV system is to address the build-up of chloramines in the pool. Chlorine gas is added to the water to purify the water, similar to the practices at the water treatment plant. Chlorine is a highly reactive element and will bond readily with other materials resulting in the accumulation of Chloramines. Chloramine levels at the Swim Center have reached levels higher than the Montana Health Code allows. The UV system will also break down these chloramines. The public will notice this by not being able to smell the chlorine in the air. The elimination of chloramines will allow a reduction in the amount of chlorine used to provide disinfection because more has to be added to overcome the accumulation of chloramines. 41 Bids were opened on this project on December 15, 2009. Three bids were received on the project. One was excluded as non-responsive. · This project includes the purchase of the Ultra-Violet disinfection system, installation of the Ultra-Violet system with a contracted system installer. · 2 year maintenance contract that will provide two (2) service technician visits per year. Replacement of quartz sleeve that protects the UV bulbs once per year. Replacement of seal and wipers once per year. Calibration of unit and replacement when needed of light and heat sensors. · Extended warranty: includes any manufacturer defect for a total of five (5) years from date of installation. One visit per year by a certified UV technician for the three years after the initial two year maintenance contract to include: calibration of sensors, replacement of quartz sleeve, and replacement of seals and wipers. Staff recommends the extended warranty to fully cover the maintenance of the new system. The warranty will eliminate the need for a service contract for the first five years after the system is installed. The quartz sleeves that house the UV bulbs are very fragile and if one is broken during staff cleaning, new sleeves will have to be purchased. When under warranty and having a contracted technician cleaning and changing the bulbs and sleeves, if something breaks the contractor is responsible for replacement. Another modification to the initial bid is the guaranteed bulb life. The guarantied bulb life for the UV system is 3000 hours; the manufacture of choice has a 1000 hour bulb life guarantee, but has agreed to meet our 3000 hour bulb life to win the award of bid. If a bulb burns out before 3000 hours it will be replaced for free. If it is between 3000-4000 hours it will be pro-rated. After 4000 hours it is considered to have run its projected useful life and we will have to purchase a replacement bulb. FISCAL EFFECTS: This project was an approved CIP item for the FY 2010. The approved budget for the project was $55,000. Total installation cost with the extended warranty, maintenance contract and advertisement is $50,863.54. The bid advertisement for the project was $609.00. These costs result in a project balance of $3,527.46, which will be considered a contingency fund for the project. Ongoing purchase of bulbs will be approximately $3,300 per year. This will be budgeted line item in future budgets. After the five year warranty period a service contract will be negotiated for ongoing maintenance. The exact dollar savings from the reduction of chlorine use is not know at this time but will be monitored. ALTERNATIVES: As suggested by the City Commission. Attachments: Bid document Bid tab Warranty from Watco Warranty from Manufacturer Report compiled on: January 13, 2010 42 CITY OF BOZEMAN, MONTANA INVITATION TO BID Swim Center Ultraviolet Disinfection System Separate sealed bids for construction of Swim Center Ultraviolet Disinfection System will be received by the City of Bozeman at the office of City Clerk, City Hall, Suite 102, 121 North Rouse, Bozeman, MT 59715 until 2 p.m. local time on Tuesday, December 15, 2009, and then publicly opened and read aloud in the Gallatin Room located at City Hall. Mailed bids must be received before 2 p.m., Tuesday, December 15. Mailed bids should be sent to: City Clerk, City of Bozeman, P.O. Box 1230, Bozeman, MT 59771. No faxed or electronic bids will be accepted. Mandatory Pre-Bid Conference A mandatory pre-bid conference shall be scheduled for December 2, 2009 at 2 p.m. CONTRACTOR(s) and any of the CONTRACTOR's subcontractors bidding on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. CONTRACTOR's are required to have registered with the DLI prior to bidding on this project CITY OF BOZEMAN IS REQUESTING PROPOSALS FOR THE FOLLOWING: Equipment and installation of an Ultraviolet Disinfection System, including all sub- contracting and project oversight, and maintenance agreement for the Ultraviolet Disinfection System for the Bozeman Swim Center aquatic facility. Ultraviolet water treatment unit shall be a full flow thru unit with an automatic wiper system, NSF approved. The pools designed flow rate is average 1100, needs to handle 1300 gallons per minute. Include a by- pass line for servicing the unit without shutting down the entire pool filtration system. The ultraviolet unit and control panel shall be installed in the filter room. Piping shall run from the main return line of the pool, after the filter, before chemical injection. . 43 Equipment and Installation A. Ultraviolet Disinfection Equipment: Shall operate within the UVC electromagnetic spectrum emitting wavelengths in the range of 200nm to 400nm. This required wavelength will provide constant disinfection / inactivation of bacteria, algae, molds, viruses and destruction of Monochloramines, Trichloramines, and Dichloramines. Ultraviolet Lamp / Chamber and spectra Control Panel by Engineered Treatment Systems / atg-uv or approved equal. B. The UV System shall have an MET or equivalent (ETL, CSA, or UL) listing, and be NSF-50 certified. 1. Equipment General Description a. The Ultraviolet System shall be provided in a complete package to include: 316L Stainless Steel Chamber, Spectra Control System located in a NEMA 12 rated panel, Medium Pressure Bulb(s) designed to emit wavelengths within the UVC electromagnetic spectrum, strainer basket automatic wiper system, and Project Commissioning by a Certified Ultraviolet Technician. 2. Unit Type a. Ultraviolet manufacturer to offer unit capability of horizontal, vertical, or angled installation utilizing a traditional influent and effluent flow pattern with ANSI flange range of 2” – 14” and flow pattern of 100 – 3400 gpm. Unit shall operate as a single or multiple lamp system with bulb range of 2.5 kW. Chamber shall be the equivalent of Engineered Treatment Systems ECF-225-8 and Spectra Control Cabinet ECF-A or equal. All required electrical work to be performed by licensed electrician. Electrical requirements to include 480 Volt 3-phase. Electrical contractor to take into account plus/minus 3% for external breaker. b. The Ultraviolet System shall be sized to emit a minimum dose of 60 mj/cm2, with flow rates of 1300 gpm, within a ” schedule 80 PVC pipe. The total volume of the swimming pool / hydrotherapy will be 385,000 gallons with turnover time set for 6 hours C. Ultraviolet Chamber: Shall be pressure rated for 100 psi (tested to 150 psi), and pressure drop across the unit will be minimal. The unit shall be constructed of 316L stainless steel to prevent corrosion within the harsh pool environment. The Ultraviolet chamber shall come complete with the following equipment: 44 1. Clearance should be given for the removal and replacement of the lamps and quartz thimbles; a suitable allowance would be 1,25 X overall chamber diameter. 2. A control vale is fitted and is always positioned at the outlet port to ensure a permanently full situation to be maintained and thus preventing untreated water from passing through the system. 3. To avoid overheating, the chamber should be positioned to ensure a permanently full situation. Additionally, a signal from a flow-switch will make sure the UV lamp is on only when water is flowing. 4. Ultraviolet intensity monitor with built-in alarm system to notify operator when output level drops below required level of 60 mj/cm2 (or operator set dosing levels). 5. Ultraviolet temperature control system shall be provided to maintain system integrity in the event of flow interruptions to the chamber. 6. Ultraviolet chamber shall come complete with annealed quartz sleeve with “O” ring seals for water tightness. 7. Chambers shall be complete with ANSI flanges and all ports or vents shall be threaded NPT. The Ultraviolet chamber must be capable of installation in the system so that it remains full under all conditions. 8. The ultraviolet unit must be complete with appropriate brackets or feet for ease of installation. 9. The chamber should be mounted to assure the lamps are parallel to the horizon. D. Ultraviolet Lamp 1. Ultraviolet lamp shall be medium pressure high intensity. Lamp shall be designed to emit continuous Ultraviolet wavelengths in the range of 200nm to 400nm. This will provide optimal disinfection benefits and destruction of the Monochloramine, Dichloramine, and Trichloramine compounds. Lamp must remain unaffected by temperature variance of 0 degrees to 200 degrees Fahrenheit. 2. The lamp unit must provide a dose not less than 60 mj/cm2, at the end of the lamp life, and this must be based on the full recirculating flow rate, not on a side stream treatment. 45 E. Automatic Wiper System: An automatic cleaning system shall be provided for cleaning of quartz sleeve and Ultraviolet monitor probe. The system shall travel the entire length of the quartz sleeve twice per desired cleaning cycle. Precision molded wiper rings shall be provided to ensure thorough quartz tube cleaning and quartz tube protection. Wiper cycle shall be user selectable and adjustable within a range of 15 minutes to 24 hours depending on anticipated application and deposit build-up. At a minimum the Automatic Wiper system shall have the following characteristics: 1. System shall utilize direct Belt Drive with square machined pulleys and shafts to prevent slippage and pin shearing. Systems utilizing shear pins or complicated gear boxes will be unacceptable. 2. Wiper power supply shall be 24 volt DC for improved safety. 3. System shall incorporate Direct Shaft Encoding for positional location. Systems relying on external proxy switches or internally located magnets will be unacceptable. 4. Wiper interval shall be operator selectable with optional override switch. 5. Wiper faults are to be indicated on the control system display. 6. Wiper System to utilize “Intelligent Operation” for automatic start-up commissioning. a. Records wiper position at chamber ends. Position must be fixed and not dependent on a timed interval or component striking end of chamber. b. Establish a travel run without setting limit adjustments to ensure system integrity and longevity. F. Ultraviolet Control System: Control cabinet shall be Engineered Treatment System / atg-uv SPECTRA microprocessor control unit or approved equal. Systems shall be epoxy coated NEMA 12 rated cabinet. Three levels of operation shall be provided to meet the needs of the operator and pool environment: Simple Control (start, stop and reset), Full Parameter Display, and Customized Operator Configuration. Modes of operation shall be password protected to secure system critical setup functions. Control system shall have clearly identifiable start, stop, and reset control buttons (suitable for gloved operation) with Running and Fault LCD indicators. 1. Two-line LCD screen shall display a minimum of the following: Ultraviolet dose (derived from flow and intensity inputs), Ultraviolet intensity (as a % and mw/cm2), Lamp Current, Flow rate (accepts signal 46 from optional flow meter – displayed as gallons per minute), Chamber temperature (displayed as deg. F), Operation hour meter, System spares listing, Lamp fault, low Ultraviolet & temperature alarm, Ground fault trip, Wiper fault. All alarm functions shall have simple text message display to assist in fault finding. 2. Control system shall have a minimum of the following system interface control: Remote operation, Process interrupt features (from valves, flow meters), Low UV dose (configurable to shutdown or alarm only), Flow meter input, Auto-Restrike, Half to full power Ultraviolet setting with 24 hour / 7 day settable timer. 3. Control system shall have built in date-logging capabilities to record the following information: Ultraviolet intensity required, Ultraviolet intensity measured, Lamp current, Chamber temperature, Flow rate (if flow meter is connected), Time and date stamp, All alarms generated. G. Project Commissioning: Ultraviolet Chamber and Control Panel shall be commissioned by a qualified factory trained technician. During this time period, final electrical and control cabling will be connected from the Spectra control cabinet to the Ultraviolet disinfection chamber. Daily operation and simple maintenance instructions shall be provided during this commissioning process. A factory trained representative of the manufacturer shall perform all warranty work. Manufacturer is to warranty Ultraviolet chamber and Control panel for a period of 12 months. Medium pressure Ultraviolet bulbs shall be warranted for a period of 4,000 hours. Intermittently operated bulbs ( 1 on/off cycles per day) will be replaced free of charge should failure occur prior to 3,000 hours and replacement will be prorated between 3,000 and 4,000 hours. A detailed warranty sheet shall accompany this document upon request. Pricing should include all labor, parts, and electrical needed to install the unit. Optional extended warranty A limited five-year warranty is applicable when accompanied with a service contract by certified factory trained technician. Part II Submit separate cost for the following: Maintenance Agreement The bidder shall have a Certified UV System Technician perform the following tasks on a semi-annual basis resulting in 4 (four) inspections in a 24 month period. 1. Test the pool water specifically for total and free chlorine 2. Observe the equipment operating status and record the information. 3. Check the Unit housing and all connections for any signs of leakage 47 4. Put the System in bypass mode and shut down the UV unit allowing it to cool. 5. Remove and inspect the lamp. Notify owner if lamp needs replacement. 6. After authorization is received, replace lamp at an additional charge for lamp only. 7. Remove and inspect quartz sleeve, clean, or replace upon authorization from owner, if required at an additional charge for the sleeve. 8. Remove and inspect quartz window, clean or replace upon authorization from owner, if required at an additional charge for the quartz window 9. Remove and replace wiper seals. 10. Remove seals/o-rings that are leaking and replace. 11. Re-fire the system and re-calibrate the UV sensor. 12. Test the over temperature sensor probe. 13. Repair and replace other components as necessary. Parts and labor billed separately. 14. Review operating instructions with owner’s representative 15. Complete an inspection report to be signed by owner’s representative leaving a copy of the report with the owner. No bid may be withdrawn after the scheduled time for the public opening of the Bids specified above. The right is reserved to reject any or all Proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60), and to accept the lowest responsive and responsible bid which is in the best interest of the City of Bozeman. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to City of Bozeman, in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Construction Performance Bond and a Construction (Labor and Materials) Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. The CITY OF BOZEMAN is required to be an Equal Opportunity Employer. It covers all failures due to defects in material and/or workmanship excluding consumables (see separate lamp and ballast warranties below). This warranty shall not apply to any failure or defect which results from the Equipment not being operated and maintained in strict accordance with instructions specified in Siemens Water Technologies Barrier’s Instructions Manual or which results from mishandling, misuse, neglect, improper storage, improper operation of the Equipment and other equipment furnished by the Customer or by other third parties or from defects in designs or specifications furnished by or on behalf of the Customer by a person other than Siemens Water Technologies. In addition, this warranty shall not apply to Equipment that has been altered or repaired after start-up by anyone except: · Authorized representatives of Siemens Water Technologies, or · Customer acting under specific instructions from Siemens Water Technologies. Customer must notify Siemens Water Technologies in writing within 5 days of the date of any Equipment failure. This notification shall include a description of the problem, a copy of the operator’s log, a copy of the Customer’s maintenance record and any analytical results detailing the problem. If Customer has not maintained the operator’s log and maintenance record in the manner directed in the Operation and Maintenance manual, or does not notify Siemens Water Technologies of the problem as specified above, this warranty may, at Siemens Water Technologies’ discretion, be invalid. Customer will fully cooperate with Siemens Water Technologies, in the manner requested by Siemens Water Technologies, in attempting to diagnose and resolve the problem by way of telephone support. If the problem can be diagnosed by telephone support and a replacement part is required, Siemens Water Technologies will either, at Siemens Water Technologies’ expense, ship a repaired, reworked or new part to the Customer who will install such part as directed by Siemens Water Technologies or will direct Customer to acquire, at Siemens Water Technologies’ expense, such part from a third party and then install such part as directed by Siemens Water Technologies. This warranty is the exclusive remedy of the Customer for all claims based on a failure of or defect in the Equipment, whether the claim is based on contract (including fundamental breach), tort (including negligence), strict liability or otherwise. This warranty is lieu of all other warranties whether written, oral, implied or statutory. Without limitation, no warranty of merchantability or fitness for a particular purpose shall apply to the Equipment. Lamp Warranty Each WTL2000 lamp is guaranteed for 4,000 hours operating time under normal operating conditions. Normal operating conditions include: · On/off cycles max. 3 per 24 operating hours · Voltage fluctuations according to DIN IEC 38 In case of premature lamp failure, the client is requested to send the lamp back to Siemens Water Technologies together with the information of UV unit serial number, hours run and on/off cycles. Siemens Water Technologies then offers the following: · Lamp failure before 3,000 h: Siemens Water Technologies will send a replacement lamp free of charge · Lamp failure between 3,000 – 4,000 h: Siemens Water Technologies will issue a credit proportional to the hours not used. · Lamp failure after 4,000 hours will not be warrantied. Upon return to our facilities in Vineland, NJ, we will depose/recycle all used and failed lamps at no charge to the client. 52
