SUBJECT: Appointment to the Downtown Business Improvement District Board
(BID)
MEETING DATE: January 19, 2010

RECOMMENDATION: Appoint one new member to the Downtown Business Improvement
District Board (BID).
BACKGROUND: One vacancy currently exists on the BID board with an expiration of June
30, 2011. One applicant has applied. The Board has recommended this appointment (see
attached).
Montana Code stipulates that BID Board members be owners of property within the district. In the past, several applicants were appointed to the board as "property owner
representatives" because their property title named a corporation as the owner rather than the
individual. For many years the City Commission has honored this precedent by appointing
property owner representatives to the BID Board. At a date yet to be determined, the BID Board
intends to re-examine this practice and formally recommend to the City Commission whether or not to continue this practice.
Created by Resolution No. 3361 and Ordinance No. 1517, per MCA 7-12-1121, on May
15, 2000, this district shall have duration of ten years. The board shall be comprised of not less
than five, nor more than seven, owners of property within the district. Three of the members
who are first appointed must be designated to serve for a one, two, or three-year term from the date of their appointments and two must be designated to serve for a four-year term from the date
of their appointments. After initial appointment, members must be reappointed for a four-year
term.
The BID currently has one vacancy and one new applicant.

As Co-coordinator of the Bozeman Historic Survey, Business Owner, Member of various City Boards,
and Long-term Resident, I have a significant interest in the long-term viability of Downtown
Bozeman. Having developed the funding for the Historic Survey and original Walking Tour
Brochure a knowledge of the importance of these Downtown resources was developed. This
interest has been maintained through preservation and additions to my own property on Main
Street. Serving on City Boards has created a knowledge of their administration and relationship
to the local City Government.

Re: Downtown BID Board Appointment
Meeting Date: January 19, 2010
RECOMMENDATION: On behalf of the BID Board, I would like to recommend appointing
Don McLaughlin to the position on the Downtown BID Board with a term to expire in June of
2011. Mr. McLaughlin is an owner of downtown property at 118 East Main Street.
BACKGROUND: As required by Montana Code, the Downtown Business
Improvement District (BID) Board shall be comprised of not less than five, nor more than seven,
owners of property within the district.
EFFECTS: This action would fill the vacancy created by the resignation of Dan
Harding for a term to expire in June of 2011. The appointment of Mr. McLaughlin will fill the only
vacant seat on this seven person board.
ALTERNATIVES: As suggested by the Mayor or City Commissioners
