In January 2007, Ordinance No. 1686 revised Section 2.66.0230, providing for certain staggered terms for City Planning Board members so that in the future all terms don't expire at the same time. The City Planning Board shall encourage local units of government to improve and plan for the future development of the City of Bozeman and areas adjacent to the City to the end that highway systems be carefully planned; that new community centers grow only with adequate highway, utility, health, educational, and recreational facilities; that the needs of agriculture, industry, and business be recognized in future growth; and that residential areas provide healthy surroundings for family life. City Planning Board Members Appointments made by Mayor Jacobson: These four terms correspond to D. below: Dawn Smith (term expires January 31, 2010) Cathy Costakis (term expires January 31, 2010) Donna Swarthout (term expires January 31, 2010) Vacancy (term expires January 31, 2012) His term corresponds to C. below: William Quinn (term expires January 31, 2011) (Mayor Jacobson confirmed the County's recommendation of Bill Quinn as the County representative.) Appointments made by the City Commission: His term corresponds to A. below: Cr. Sean Becker (term expires January 31, 2010, or on December 31, 2009 when his City Commissioner term ends) (Cr. Becker was appointed as the voting Commissioner member.) These three terms correspond to B. below: Erik Henyon (term expires January 31, 2011) Brian Caldwell (term expires January 31, 2011) Edward Szczypinski (term expires January 31, 2011) Here is the approved text included in the "(Re)Appointments to the City Planning Board" memo that was in the January 22, 2008 City Commission packet: According to Ordinance No. 1686, Section 2.66.030 of the Bozeman Municipal Code was amended to read: "2.66.030                 Composition. The Bozeman Planning Board shall consist of nine members, appointed to two year terms to expire on January 31, as follows: A.             One member appointed by the City Commission from its own membership.  The term of the appointed member shall be coextensive with the term of office to which he or she has been elected or appointed unless the Commission, on its first regular meeting of each year, appoints another to serve as its representative or unless the appointee's Commission term is terminated; B.              Three members appointed by the City Commission one of whom, at the Commission's discretion, may be an employee of the City of Bozeman or hold public office in Bozeman or Gallatin County.    The appointments shall be for two-year terms, with those terms to expire on January 31 of odd-numbered years; C.             One member appointed by the Mayor, upon designation by the Gallatin County Board of Commissioners, who may be a member of the Board of County Commissioners or an office holder or employee of the County.  This appointment shall expire on January 31 of odd-numbered years; D.             Four citizen members appointed by the Mayor, who shall be resident freeholders within the city limits, and who shall be qualified by knowledge and experience in matters pertaining to the development of the city.  These appointments shall be coterminous with the term of the Mayor." For clarity, here is a paraphrase of A., B., C., and D. above: A. The City Commission appoints one City Commissioner with an even-numbered year term: the new term will last until January 31, 2010. B. The City Commission appoints three members with odd-numbered year terms: new terms will last until January 31, 2009. Actually, this one-year term length contradicts the revisions in B., but that is what is needed for the staggering to begin. C. The Mayor appoints one member, designated by the County Commission, with an odd-numbered year term: the new term will last until January 31, 2009. D. The Mayor appoints four members with even-numbered year terms: new terms will last until January 31, 2010. That will give five even-numbered year members, and four odd-numbered year members.
