A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN
MONTANA CREATING A COMMUNITY ALCOHOL COALITION BASED ON A
RECOMMENDATION FROM THE BOZEMAN ALCOHOL POLICY ADVISORY COUNCIL
AND SETTING THE NUMBER AND TERM OF THE COALITION MEMBERS
WHEREAS the City of Bozeman created a Bozeman Alcohol Policy Advisory Council BAPAC
at the behest of several groups in August 2002 to study issues of underage alcohol consumption high
risk drinking behaviors and related issues and report back to the Commission with recommendations for
action or policy changes and
WHEREAS the City Commission accepted the recommendations of the BAPAC at its meeting
on April 21 2003 and
WHEREAS the BAPAC s primary recommendation is toform an on going broadly representative
Community Alcohol Coalition and
WHEREAS the City Commission has determined that the purpose and scope of said Coalition
should be to examine the issues of alcohol consumption by minors high risk drinking behaviors and the
impacts on the community and make recommendations to the City Commission as necessary and
WHEREAS the City Commission has determined that the composition of the Coalition must be
broadly representative of the community and the affected businesses and interested others so as to
provide a balanced perspective on alcohol issues and their impact on the community and the City s
response to these impacts
NOW THEREFORE BE IT RESOLVED by the City Commission of the City of Bozeman
Montana
Section 1
That the Community Alcohol Coalition shall consist offifteen 15 members to be appointed by
the City Commission Members of the Coalition shall be appointed so that the membership shall be
represented as follows
a Three Hospitality Industry Representatives from any of the following areas but only
one per area identified
Bar or Tavern Owner Manager Restaurant Owner Manager Alcohol
Distributor Tavern Industry Association Off site Retail Sales
Hotel Motel management with alcohol on site
b Two members of law enforcement one member to be from the Bozeman Police
Department and the other selected from a list of interested candidates submitted by
the Director of Public Safety which may include Gallatin County Sheriff s Officers
Montana Highway Patrol Officers and Montana State University Police Officers
c Two Prevention Specialists
nnd A Montana State University Bozeman student with an interest in health preventionthispositionshallbeappointedforaoneyearrenewabletermsolongasthe
person remains qualified for this appointment
e A Montana State University Bozeman faculty or staff member
f A Bozeman Senior High student this position shall be appointed for a one yearrenewabletermsolongasthepersonremainsqualifiedforthisappointment
g A Bozeman School District Representative who is not already involved in
prevention issues but is involved in policy makinghAnEmergencyRoomPhysicianiAlocalBusinessPersonwhoisnotinthehospitality industry
j A Neighborhood Association RepresentativekAninterestedcitizenwhomayormaynotqualify in another capacity
Except for student members members shall serve three 3 year staggered terms unless
otherwise specifically noted with terms to end on June 30 Each member may be reappointed without
any limitation on the number of reappointments Vacancies shall be filled in the same manner as original
appointments for the balance of the term remaining At the time of first appointment the Commission
shall designate the initial term splitting the appointments evenly between 1 year 2 year and 3 year initial
terms
All persons of legal age with the exception ofthe High School student representative are eligible
for consideration within the above categories and may be appointed to the Coalition A majority of the
members shall be residents of the city Members who do not live within the city limits shall have a
tangible connection with the city by virtue of working in the city or owning property in the city
Members shall serve without compensation for their time and services
One member of the City Commission shall be assigned as a liaison to the Coalition and may
attend meetings of the Coalition schedule permitting An alternate from the Commission may also be
appointed This liaison member will act as a conduit between the Coalition and the City Commission and
provide a contact for the Coalition
The City may assign one or more staff members to the Coalition These staff members shall be
ex officio members without vote but may serve as either advisors or as resources for the Coalition
These staff members may attend meetings of the Coalition schedules permitting
Section 2
The purpose of the Community Alcohol Coalition shall be as follows
1 To examine additional policy strategies for the health and safety of Bozeman residents to
prevent underage and high risk drinking behaviors and their associated impacts and make appropriate
recommendations to the Commission concerning these strategies

2 To advise the Commission or staff as needed in regard to the policies and programs
recommended by the BAPAC and endorsed by the City Commission when they are implemented
Section 3
For purposes of conducting business a quorum shall consist of eight 8 voting members
Section 4
Upon appointment the Coalition shall meet monthly or as determined necessary by the Coalition
The first order of business at the first meeting shall be to select a Chair and a Secretary for the Coalition
The names of the Chair and the Secretary shall be forwarded immediately after the meeting to the Clerk
of the City Commission The Chair shall run the meetings The Secretary shall take minutes of the
meetings Those minutes shall be typed and filed with the Clerk of the City Commission following the
meeting at which the minutes are approved An agenda shall be prepared by the Chair and Secretary
and published according to the requirements of state law prior to each meeting and all meetings shall
be open to the public
The Coalitio n may break into small subgroups with specific tasks assigned These subgroups
may meet as necessary to carry out the specific task assigned The subgroup may not have more than
six 6 voting members of the Coalition Reports of the subgroups shall be contained in the minutes of
the Coalition as they are given
