RECOMMENDATION: Authorize the City Manager to sign Amendment No. 2 To
Professional Services Agreement For Great West Engineering for the 2008 Sewer Rehabilitation
Project.
BACKGROUND: The 2008 Sewer Rehabilitation Project was awarded on October 20, 2008.
One component of the original project was to pipe burst the main on Lincoln, but the bids that
came in on that portion of the project were too high and were not included in the award. We still
wanted to get that main replaced ahead of the 19th project, so we had Great West design a few
different open cut alternatives to get pricing on. This redesign work amounted to $3,673.00 that
was not part of the original scope of work.
Additionally, during the course of construction a significantly higher number of service line
connections required excavation for reinstatement than was expected due to infiltration.
Connections that appear to be sound are reinstated remotely by cutting from inside the main with
no excavation required. Only problem services were planned to be excavated and repaired with
new fittings. In this case, we found many services that appeared to be sound, but leaked after
cutting out and subsequently required excavation for complete repair. The additional excavation
is a much more time consuming process, and as a result the increased numbers caused the project
to go through a winter shut down and take much longer to complete than anticipated. The extra
inspection time amounted to $22,000.00 that was not included in the original PSA.
FISCAL EFFECTS: The project was originally budgeted at $750,000, while the construction
award and engineering totaled $606,945.00. With this amendment, the total will now be
$632,618.00
