Kukulski, City Manager SUBJECT: Appointment to the Bozeman Historic Preservation Advisory Board MEETING DATE: December 7, 2009 MEETING TYPE: Action RECOMMENDATION: Appoint one new member to the Bozeman Historic Preservation Advisory Board to fill the ‘professional’ representative vacancy with a term expiration of June 30, 2010. BACKGROUND: Five positions are vacant on this board, with one new applicant. The Bozeman Historic Preservation Board has met Mr. Nolte and recommends his appointment. The vacancies include positions for: • historic districts (two) • Main Street representative • professional representative • at-large representative The Bozeman Historic Preservation Advisory Board was created under Chapter 2.80 of the Bozeman Municipal Code. This chapter is designed as a measure to establish a local historic preservation program designed to promote the preservation of historic and prehistoric sites, structures, objects, buildings, and historic districts by addressing historic preservation issues at the local level and integrating them into local, state, and federal planning and decision-making processes. The historic preservation program will include the identification, evaluation, and protection of historic resources within the city (Ordinance No. 1180, Section 2, 1985). The Bozeman Historic Preservation Advisory Board shall serve in an advisory capacity to the City Commission, City-County Planning Board, Zoning Commission, and other staff members or boards seeking advice on historic preservation issues (Ordinance No. 1454, Section 2, 1998; Ordinance No. 1180, Section 3, 1985). Members are appointed to staggered two-year terms. It is to be comprised of up to fifteen members: 386 (1) Three or four professional members with professional expertise in the disciplines of history, planning, archaeology, architecture, architecture history, historic archaeology, or other history preservation-related disciplines, such as cultural geography or cultural anthropology, provided, however, that at least one member shall be an architect holding Montana or NCARB registration; (2) Two to four members from historic districts; (3) One member from the Main Street commercial district, who "shall operate a business or own property in the neighborhood described as Main Street"; (4) Four to six at-large representatives. Residence within the City shall not be a prerequisite for professional members or at-large representatives. This board is considered advisory, although it is generally responsible for overseeing the operation of the Historic Preservation Office. There are currently five vacancies and one new applicant. PLEASE NOTE: Per Ordinance No. 1759, revising Chapter 2.01 of the Bozeman Municipal Code, all board members are required to attend a yearly ethics workshop provided free of charge by the City as a condition of service as a member of a board. Applicants should apply as one of the following: professional member with expertise in the disciplines of history, planning, archaeology, architecture, architecture history, historic archaeology, or other history preservation-related disciplines; member from historic districts; member owning or operating a business in the Main Street commercial district; or at-large representative. 388 Commission Memorandum Memorandum created on December 2, 2009 REPORT TO: Honorable Mayor & City Commission FROM: Courtney Kramer, Assistant Planner and Staff Liaison to the Bozeman Historic Preservation Advisory Board SUBJECT: BHPAB appointments MEETING DATE: Monday, December 7, 2009 RECOMMENDATION: That the City Commission appoint Boone Nolte to the Bozeman Historic Preservation Advisory Board. BACKGROUND: The BHPAB reviewed Mr. Nolte’s application at their regularly scheduled board meeting on November 19, 2009, and unanimously voted to recommend Mr. Nolte’s application for appointment. Mr. Nolte will fill the professional position due to his background in architecture and historic preservation, adding invaluable knowledge to the board. UNRESOLVED ISSUES: Planning Staff is not aware of any unresolved issues at this time. FISCAL EFFECTS: All of the BHPAB members donate time to the City of Bozeman, which we use to match a grant from the State Historic Preservation Office.
