SUBJECT: Appointment to the Board of Appeals
MEETING DATE: November 16, 2009

RECOMMENDATION: Appoint one new member to the Board of Appeals.
BACKGROUND: There are currently two regular vacancies on the Board of Appeals.
One applicant has applied for a three year position. An appeal is currently waiting to be heard
until all vacancies are filled.
The Board of Appeals was established under Commission Resolution No. 2483, adopted October
3, 1983 to determine the suitability of alternate materials and methods of construction and to
provide reasonable interpretation of the following codes of the City of Bozeman: Building Code,
Electrical Code, Mechanical Code, and Plumbing Code.
The Board of Appeals shall consist of five members appointed by the City Commission and
serving without compensation, who are qualified by experience and training to pass upon matters
pertaining to building construction. The Building Official shall be an ex officio member and
shall act as Secretary of the Board. The initial terms of office were as follows: one appointed for
one year, two appointed for two years, and two appointed for three years. Succeeding
appointments are for a period of three years.
The Board of Appeals shall adopt reasonable written rules and regulations for conducting its
business, hear appeals not more than thirty (30) days after filing thereof, and render all decisions
and findings in writing to the appellant with a copy to the Building Official.

Please explain your relevant qualifications, interests, and experiences. I’m a builder with 15 years
experience, concentrating on utilizing emerging and proven, but not necessarily mainstream building
technologies and techniques. I work primarily in the remodel industry and enjoy renovating with materials
that suit the existing style of construction but also have a bend toward energy efficiency, indoor air quality,
and environmental sensitivity through life cycle. I’m very interested to learn what other
builders/architects/designers/homeowners, etc. are proposing for construction and how local and national
codes have effected the decision making process. I believe there is much to be done in the world of
building technologies and research that may allow for a more progressive and efficient use of construction
materials as currently they are primarily pre-determined by building codes and insurance companies.
Making relevant and proven technologies that emerge from the R&D segments of the industry more
available to builders/architects/designers, etc. may allow for construction that lasts for 100 years while
adhering to our world’s needs to produce more with less.
