CALL TO ORDER AND ATTENDANCE Acting Chairperson Carol Asleson called the meeting to order at 3:39 p.m. and directed the secretary to record the attendance. MINUTES OF OCTOBER 14, 2003 Continued due to lack of a quorum. ITEM 3. PROJECT REVIEW A. West Winds Concept PUD #Z-03247 (Morris) West Oak Street/North 27th Avenue * A Concept Planned Unit Development Application to allow construction on 160 acres of single-household units, senior housing units (assisted and independent), neighborhood commercial facilities, and park/open space with related site improvements. Clint Litle and Dax Simek joined the DRB. Planner Morris presented the Staff Report, noting the requested relaxations. She added that the DRC discussed that Staff preferred the dwelling units face the street rather than facing internally. She stated the DRB could suggest landscaping as the project was in preliminary stages and the landscape plan had not yet been required. Acting Chairperson Asleson stated she concurred with Planner Morris 100% and added she had no recommendations above and beyond what Staff recommended. Mr. Litle noted that a few changes would be made in the design due to recommendations from the DRC. He stated the proposal would contain both north/south and east/west trail systems. Acting Chairperson Asleson asked if the site was swampy. Mr. Litle responded the site was seasonal and not very wet and added there was a seasonal ditch which supplied a small water right. Mr. Thomas had no comments at this time. Mr. Livingston asked how the applicant would address the basic street grid, cul-de-sacs, etc. Mr. Litle responded he would extend Tschache Lane to connect with Fowler Avenue as well as connecting some streets internally. Mr. Livingston stated he was concerned with the back to back lots and curving pieces of street and asked if they had given any thought to removing the meandering street and going back to basic street grid. Mr. Simek responded they were working on the alignment to more closely resemble a grid system of streets. Mr. Litle stated the applicant was trying to design active senior areas and private roads for an assisted living facility. Mr. Livingston stated concern was having a principal arterial street adjacent to the back yard of many of the lots. Mr. Litle responded the adjoining developments to the south had not fronted the lots on the principal arterial and had complicated the proposed site’s arrangement. Mr. Livingston asked why there would not be commercial development in the PUD. Planner Morris responded the Bozeman 2020 Community Plan did not have commercial development planned for that area. She added that the idea was to have commercial development in Baxter Meadows and to the south, in Harvest Creek, to serve the surrounding areas. Mr. Thomas asked if the east/west trail system had been revised on the far east side of the site. Mr. Litle responded he was not sure of the layout of the trail, except that it would go through the senior gathering area. All DRB members present concurred with Staff recommendations. B. 777 East Main Street Mods to FSP #Z-00100A (MacDonald) 777 East Main Street * A request to modify the Final Site Plan to add three bank drive-through lanes with a canopy to the west side of the structure and the relocation of displaced parking. Mike Delaney joined the DRB. Planner MacDonald presented the Staff Report, noting a revised site plan had been submitted. She stated the landscaping was depicted, with the exception of trees. She added Mr. Delaney was pursuing parking, paved and curbed, on the adjacent property. She noted Staff was concerned with the chain link fence that would only be cut for a drive access and the railroad was concerned with pedestrian safety on the lot. She stated the drive aisle widths were acceptable as proposed. She stated Staff was concerned with the impact on outdoor seating at the Rocky Mountain Roasting Company and the stacking of vehicles in the drive-through. She added the landscaping in one spot could double as a buffer between the drive through aisles and the parking spaces. Mr. Livingston asked for the status of Ida Street. Planner MacDonald responded the street had been abandoned by the City. Mr. Livingston asked if a feature depicted was an existing power pole. Planner MacDonald responded it was. Mr. Livingston stated the rail spur was used rarely. He added he parked along Mendenhall Street and the fenceline posed quite an obstacle. Mr. Livingston asked where the bank was, and Mr. Delaney indicated its location and noted it is a credit union. Mr. Livingston noted the location of the bank drive-through was confusing. He stated he was confused with how the four lanes funnel into one lane at the exit and added vehicular circulation during the winter months could become congested. Mr. Delaney stated the construction of adequate parking with an access arrangement similar to the Great Harvest Bread Co. at 7th Avenue and Main Street seemed to work well. He added the signal at Wallace Avenue and Main Street regulated traffic to and from Main Street. Mr. Livingston pointed out that queuing in the drive through aisles could create chaos. Mr. Delaney stated future development might ease exiting from the site onto Mendenhall Street, but the entrance might still have problems. Mr. Thomas asked if people had been using the outdoor seating at the Rocky Mountain Roasting Company. Mr. Delaney stated they had, depending on the weather. Mr. Livingston asked if the original deviation of a 40% parking reduction was based on the layout of the site. Mr. Delaney responded the parking was based on “stand alone” facilities. Mr. Thomas suggested the applicant consider a buffer of landscaping between street traffic, the picnic tables at the coffee shop, and the drive-through aisles. Mr. Delaney responded that a four foot wall seemed to be the answer to the issue. Acting Chairperson Asleson suggested a hedge row would make a good barrier for the picnic tables. Mr. Delaney responded a wall, four or five feet tall, would create an anti-noise device to turn the sound from the patrons. Mr. Livingston added the pedestrian areas should have a sense of enclosure. Mr. Delaney suggested constructing a barrier with plantings, similar to the barrier at “The Garage”. Mr. Livingston stated he was concerned with crossover traffic at the accesses and suggested other options. The DRB suggested “exit only” and “entrance only” signage to help vehicular circulation through the site. Mr. Delaney responded another idea, during business hours, was to use removable cones. Mr. Livingston stated he thought the ATM drive-through would be a problem and suggested reducing the number of drive aisles. ITEM 4. PUBLIC COMMENT – (15 – 20 minutes) {Limited to any public matter, within the jurisdiction of the Design Review Board, not on this agenda. Three-minute time limit per speaker.} There was no public available for comment. ITEM 5. DISCUSSION ITEM A. December 23, 2003 meeting?? Continued due to the absence of many of the DRB members. ITEM 6.
