ITEM 1. CALL TO ORDER AND ATTENDANCE
Chairperson Dawn Smith called the meeting to order at 3:40 p.m. and directed the secretary to record the attendance.

ITEM 2. MINUTES OF MAY 13, 2003
Chairperson Smith called for the minutes of May 13, 2003 to be carried over to the next agenda due to the lack of a quorum.
ITEM 3. PROJECT REVIEW
A. Days Inn Addition MaSP/COA/Cev #Z-03086 (Honatke)
1321 North 7th Avenue
* A Major Site Plan Application with a Certificate of Appropriateness and a Deviation (setback issue) to allow a 25,680 square foot expansion for additional guest rooms, a pool and
related site improvements.
Chairperson Smith noted that if the fourth DRB member did not arrive, there would not be a quorum and the DRB could only make comments instead of forwarding a recommendation to the City
Commission.
Shelly Engler, Ray Blesener, and Wendy Stansbury joined the DRB. Urban Designer/Planner II Candace Honatke presented the staff report, noting the “flag” parking lot configuration on
the proposal and that the applicant was requesting a parking deviation from 126 spaces to 110 spaces. She noted the applicant is requesting 10 foot deviation from the required 50 foot
greenway setback along Oak Street. The proposal was also noted as having the addition of 36 guest rooms, three floors, and indoor pool.
Mr. Blesener stated the proposal attempted to conform with the existing colors and over all design of the structure. He stated the intent of the proposal was to maximize available parking
and meet landscaping requirements.
Planner Honatke noted Staff would support replacing some of the landscaping with parking only if there was an overwhelming desire to do so by the review boards.
Mr. Raznoff asked if the drive aisle easement on the west side was shared with the adjoining property. Mr. Blesener stated it is a shared easement. Mr. Raznoff asked if the entrance
was off set and by how much. Planner Honatke stated it was off set by approximately 40 feet. Mr. Hanson asked for clarification regarding the proposed bicycle path. Planner Honatke
stated the path would be along the curb and eight feet wide. Mr. Hanson stated that further west on Oak Street the trail requirements were different. He asked if there was any roof
mounted equipment. Mr. Blesener stated there was very little roof top equipment and that it would be screened. Mr. Hanson stated he thought an ordinance restricted the building of
retention ponds in the front yard. Planner Honatke stated the location of the retention pond was not in the front yard due to the development being addressed on another street.
Chairperson Smith asked if there currently were parking difficulties. Planner Honatke stated that she had not personally seen parking shortage, however, an adjacent property owner had
witnessed a parking shortage on this property. Chairperson Smith asked if the proposed addition would blend well with the existing structure, and asked to see the color rendering of
a similar structure in Helena.
Mr. Raznoff asked for a clarification of the deviations listed in the Staff Report, which Planner Honatke described. Mr. Raznoff stated he supported the proposal with Staff conditions.
He stated the proposed landscape plan was strong on the south side, but he was not sure the applicant should give up the parking spaces for the landscaping.
Mr. Hanson stated he supported both deviations in the proposal, but he was concerned with the location of the detention pond. He stated he would like to see the five foot deep retention
pond reduced, relocated, or removed.
Chairperson Smith stated she supported the proposal with deviations and Staff conditions. She stated she would like to see the bike trail moved away from the curb on Oak Street. She
stated her main concern was whether the existing siding would blend with the proposed siding. She asked if the Planning office could visit the site once it was built to see if the addition
blended well with the existing structure. Planner Honatke stated there was nothing the Planning office
could do once the proposal was approved and constructed as approved. She explained that a condition could be added to the effect, “The proposed siding shall match the existing siding
in color and material.”
B. First Interstate Bank MaSP/COA/DEV #Z-03071 (Honatke)
202 West Main Street
* A Major Site Plan Application with a Certificate of Appropriateness and a Deviation to allow the construction of a new 17,223 square foot, two-story structure with a basement and
drive-thru facility and related site improvements.
Phil Rotherham, Scott Bechtle, and Ron Slade joined the DRB. Urban Designer/Planner II Candace Honatke presented the staff report, noting the proposal was seen by the DRB previously
as an Informal Review. She noted the applicant requested a street vision triangle deviation and Staff supported the deviation because it was requested for a signalized intersection.
Mr. Slade stated there was an issue with the parking in the Informal proposal. Planner Honatke stated that parking was no longer an issue with planning Staff due to the property owners
purchase of parking spaces in the Downtown Parking S.I.D.
Mr. Bechtle stated the roof top equipment was recessed four feet into the roof and the roof itself provided screening. He stated they would apply for a sign in the future. He stated
the main change from the Informal review was the addition of a one-way access drive onto South Grand Avenue and modifications to the drive-through.
Mr. Hanson stated site circulation was tricky. He asked how a handicapped driver would find and turn into the drive-through. Mr. Bechtle stated the applicant was considering a painted
line on the road to assist drivers, but there would be snow on the ground rendering it useless for most months of the year. Mr. Hanson asked if a handicapped spot could be assigned
on the street. Planner Honatke stated she would check into that possibility. Mr. Rotherham stated it would be difficult for a person in a wheelchair to exit their vehicle at the edge
of traffic. Mr. Hanson stated the only issue he had was that the original design featured a square-top window on the tower feature and this design featured a round-top window. He stated
that he preferred the square-top window and, over all, he supported the project with the requested deviation and Staff conditions.
Mr. Raznoff stated he appreciated the evolution of the proposal from the Informal review. He stated he supported the project with the requested deviation and Staff conditions.
Chairperson Smith stated she thought the applicant should consider a South Grand Avenue access for the proposal. Mr. Bechtle stated that kind of entrance would be detrimental to circulation
on the site, but he understood that Chairperson Smith wanted to see the façade on Grand Avenue decorated more. Chairperson Smith stated she was not certain that the depicted sign was
allowed by city signage requirements. She asked if there would be any pocket parks. Mr. Bechtle stated that, other than the benches located at the front and the rear of the structure,
there would be only landscaped areas. Chairperson Smith stated that it appeared there would be
designated handicapped spaces. She stated the applicant should install metal benches, and she supported the deviation and Staff conditions, but she had concerns with the traffic circulation
through the site.
Mr. Hanson stated the building was at a smaller scale than others in the vicinity; therefore, the South Grand Avenue façade would not be as obvious to the public.
C. Alder Creek MaSub Zoning PUD Prel. Plan #Z-03057 (Skelton)
3285 South 3rd Avenue
* A Zoning Preliminary P.U.D. Plan Application to allow the development of 98 mixed use residential lots on a portion of a major subdivision.
Joe Mahar and Per Hjalmarsson joined the DRB. Assistant Planner Susan Kozub presented the staff report on behalf of Senior Planner David Skelton, noting the minutes of the previous
DRB Informal Review of this project were attached to the packet materials.
Mr. Hjalmarsson stated the proposal was for residential uses with relaxations requested for the lot area, width, and coverage.
Mr. Hanson requested clarification on what portions of the proposal were being reviewed by the DRB. He stated the proposal seemed to have attractive facades and there was a need for
affordable housing in the city. He stated he would support the project.
Mr. Raznoff asked if the proposal contained duplexes. Mr. Mahar illustrated where the duplex-townhomes were located on the site plan. Mr. Raznoff asked how the parking requirements
are being met for the duplex units. Mr. Mahar stated there would be garages. Mr. Raznoff asked how the proposed bike path would tie into trails to the north of the proposed project’s
site. Mr. Hjalmarsson stated it would be a continuation of the Galligator Trail system. Mr. Raznoff stated, overall, he supported the project.
Chairperson Smith stated she thought the project would be a great addition to the surrounding neighborhood.
ITEM 4. INFORMAL REVIEW
A. Cottonwood Condos Informal #I-03017 (Kozub)
Ferguson Avenue/Fallon Street
* An Informal Application for advice and comment on the construction of a condominium development consisting of residential, commercial, and/or mixed-use uses on 30+ acres and related
site improvements.
Frank Cikan, Mike Delaney, and Ken LeClair joined the DRB. Assistant Planner Susan Kozub presented the staff report, noting the review would focus mainly on the condominium development.
She stated the proposed perimeter trail would fit in well with the adjoining property (especially The Ridge). She stated a ditch flows through the property. She stated there was only
a basic outline of the footprints included in this proposal. She stated there were no sidewalks proposed in the development; however, Staff has recommended the installation of
sidewalks. She stated the proposal contained open space areas, but Staff recommended moving one of the proposed open space areas to create a larger area with more usable space.
Mr. Hanson asked when the criteria for designated park land came into play. Planner Kozub stated if the proposal were submitted as a subdivision, the applicant would be required to
provide dedicated parkland. She added that for the condominium development, the 0.03 acres per dwelling unit parkland requirement would also apply, but the land would not need to be
dedicated. Mr. Hanson asked whether or not the applicant had considered alley entrances. Mr. LeClair stated the proposal contained mostly retirement housing and parking in the alley
could cause problems for the senior citizens. Mr. Hanson stated he supported the project with Staff recommendations.
Mr. Raznoff asked whether the proposal was targeting the elderly and retired. Mr. LeClair responded other types of development would be proposed with future phases of the development.
Mr. Raznoff stated he saw the proposal as tough to resolve with the garages up front, but he stated he supported Staff’s recommendations.
Chairperson Smith suggested the applicant not put too many through streets because it would give people a reason to drive through the neighborhood. She stated the buildings were oriented
so the garages were difficult to see from the public right of way surrounding the project, which she liked. She stated she would support the relocation of one of the green spaces to
enlarge the usable open space. She suggested putting some sort of eating establishment in the commercial space on the proposal. She stated the proposal contained a lot of density.
Mr. Delaney stated he would request replacing sidewalks with the proposed perimeter path system.

There being no further business to come before the DRB, the meeting was adjourned at 5:25 p.m.
