CALL TO ORDER AND ATTENDANCE Vice Chairperson Dawn Smith called the meeting to order at 3:33 p.m. and directed the secretary to record the attendance. Vice Chairperson Smith noted that, due to the lack of a quorum, the DRB would be unable to forward formal recommendations to the City Commission. MINUTES OF JANUARY 14, 2003 Vice Chairperson Smith noted that, due to the lack of quorum, the DRB would be unable to approve the minutes of January 14, 2003. ITEM 3. PROJECT REVIEW A. The Flooring Place MaSP/COA #Z-02247 (Honatke) Boot Hill Court, Lot 1, Gardiner-Simmental Plaza * A Major Site Plan Application with Certificate of Appropriateness to allow the construction of a new retail carpet store with a warehouse and office space, and related site improvements. Jerry Taylor joined the DRB. Assistant Planner Candace Honatke presented the staff report, stated the proposal contained retail, warehouse, and office space, noted the location of the proposed development was in the North 19th Entryway Overlay Corridor, and noted the applicant could remove the excess parking to compensate for the lack of landscaping, if necessary. Mr. Taylor stated the materials would include ribbed metal and E.I.F.S in earth-tone colors. He stated there were two faces to the structure, both on North 19th Avenue. Mr. Raznoff asked whether or not the DRC had commented on the possible conflict with the loading area and the customer/employee parking spaces nearest the loading dock. Planner Honatke stated the DRC had reviewed the application and had not made any comments in regard to conflict between the loading docks and the parking spaces. Vice Chairperson Smith asked why excess parking was proposed. Mr. Taylor stated in the calculation of the required parking spaces, an error was made. Vice Chairperson Smith stated it would be less expensive to reduce the parking and replace it with landscaping. Vice Chairperson Smith asked if the applicant would be required to add 3% landscaping to bring the percentage of landscaping up to the amount required in the code. Planner Honatke responded that, yes, 3% more landscaping should be designed and installed to meet Entryway Corridor requirements. Planner Honatke also stated that a reduction in the number of parking spaces would allow the landscape requirements to be met. Mr. Howe commented that the building was very well designed and appealing. He added that it would be an asset at the proposed site. Mr. Raznoff commented he felt the design was appropriate for the site. He stated that it addressed 19th Avenue well and still had good traffic/pedestrian circulation. He stated that if the DRB were able to forward approval to the City Commission, he would have supported it with Staff conditions. He stated that if Carol Asleson were there, she may have wanted to review the final landscape plan. Vice Chairperson Smith stated she supported the reduction of parking stalls for the sake of landscaping, she supported the circulation of the pedestrian/bike path through the proposed site, and she would prefer to have a final landscape plan to review as opposed to consistently having to comment on projects without a landscape plan being submitted for DRB review. B. NE HMU District (UDO) ZCA (Saunders) * A review of a historic, mixed-use zoning district proposed to be created as part of the unified development ordinance. Historic Preservation Planner Hillary Hertler joined the DRB. Associate Planner Chris Saunders presented the staff report. Planner Saunders stated the DRB did not usually review amendments to the Zoning Ordinance text, however, Bozeman Municipal Code requires that the DRB review the creation of a Historic Mixed Use District. Vice Chairperson Smith asked what Planner Saunders expected from the DRB members. Planner Saunders stated the DRB should review the proposal and determine whether or not the DRB could and would enforce the amended ordinance throughout their review processes. Mr. Raznoff stated there was only a small amount of undeveloped land in the proposed Historic Mixed Use District. He asked what the Historic Mixed Use Designation would mean. Planner Saunders responded the HMU district would, at the least, eliminate the need for a PUD application for uses similar to the woodworking shop that re-used the old mill. He continued that it would provide legitimacy for the long standing blend of uses in the area. Vice Chairperson Smith asked if the M-1 and R-3-A zoning ordinance texts would change as a result of the Historic Mixed Use District being instituted in those areas. Planner Saunders stated the M-1 and R-3-A districts affected by the proposal were already being governed by their current zoning requirements. He stated the proposal contained only a draft and the amendment was a work in progress as part of the Unified Development Ordinance. Vice Chairperson Smith stated it seemed that the neighborhood would be more empowered as a Historic Mixed Use district. Planner Saunders responded that the designation would help maintain a balance of uses within the area. He further noted it was also intended to address concerns raised by both nonresidential and residential users within the proposed district. C. Alder Creek Concept PUD #Z-02259 (Skelton) West of South 3rd Avenue, South of Graf Street * A Concept Planned Unit Development Application to allow the construction of 48 single-family residential lots and 21 duplexes situated on 42 lots, located on the west portion of the Alder Creek Major Subdivision being 16.7 + acres and related site improvements. Joe Mahar joined the DRB. Senior Planner David Skelton presented the staff report. He stated that previous public hearings allow Mr. Mahar to continue development of the eastern half of the project as he proposed, but that he had to implement the Affordable Housing policy on at least 30% of the western portion. Planner Skelton noted the land use was already determined by the City Commission. He asked the DRB to focus on pedestrian access and circulation. He noted the watercourse (ditch) had been diverted from its original course and currently flowed into the MSU water drainage system. He stated the proposal was to re-establish the original ditch location. Mr. Mahar stated that the proposed streetscape along South 19th Avenue showed a typical single-family neighborhood with architecture similar to the existing buildings in Harvest Creek Subdivision. Mr. Raznoff asked if “E” street, “D” street, etc. would have on-street parking. He stated he would like to see duplexes with garage entrances from the alley. Mr. Mahar stated there would be on-street parking, and there were limitations with the facades of homes when people attached garages to their houses. Mr. Howe asked what the target price was on these condos or duplexes. Mr. Mahar responded that the price would be roughly $150,000. Vice Chairperson Smith asked if, hypothetically speaking, Baxter Meadows (a similarly designed project) were to fail miserably, what would happen with the Alder Creek proposal. Planner Skelton stated the proposal was flexible enough to allow for the possibility that the City Commission, some other agency, or the applicant would change their opinion of the design with future phases of the project since the PUD was the last phase of the major subdivision. Vice Chairperson Smith stated she preferred that people not park in front of their attached garages due to people parking their vehicles on the sidewalk because there is not enough room for their vehicles. She asked about the park in the proposal. Mr. Mahar responded the “park” was considered open space and not a dedicated public park. Mr. Mahar stated the proposal contained nice park entrances and no cul-de-sacs. He stated it conformed completely to the city code. Vice Chairperson Smith commented that she was really glad to see the low income housing in the proposed location. Mr. Howe noted the location of low-income housing was very one sided in Bozeman. ITEM 4. INFORMAL REVIEW A. The Mill Health and Exercise Establishment Informal #I-03002 (Skelton) 2150 South Story Mill Road, Building C * An Informal Application for advice and comment on the conversion of 4,000 square feet of the “Story Mill” into a health and exercise establishment. Senior Planner David Skelton discussed the staff memo. He noted the applicant had withdrawn his request to present his project to the DRB for review at this time due to the lack of ample information material to comment on (i.e., exterior elevations, pictures, lighting, landscape, pedestrian circulation). Planner Skelton noted the applicant was unaware that the DRB would want to see elevations and other materials for the Informal review and Staff recommended acquiring these materials before proceeding to the DRB Informal Review process. Mr. Raznoff asked Planner Skelton what the Historic Preservation Planner Hillary Hertler thought of the proposal. Planner Skelton responded that Planner Hertler supported the proposal as long as it would be in keeping with the historic value and character of the surrounding areas. Mr. Howe stated that revamping the building would cost a lot of money. ITEM 5. ELECTION OF OFFICERS The election of officers was postponed until all the DRB members are in attendance and the DRB has a quorum. ITEM 6. ADJOURNMENT Mr. Howe moved, Mr. Raznoff seconded, to adjourn the meeting. Motion carried 3-0.
